Sisa Provinsi lainnya yang saat ini gencar di bicarakan oleh Pemerintah Indonesia adalah: Hanya Politik mengelabuhi Rakyat West Papua akan situasi dan jalannya Perjuangan Bangsa Papua saat ini.

Victor Yeimo dan Cerita tentang Gen. TEPENAL Bernardus Mawen

3 hari lalu, bersama kawan Augustinus Aud, kami duduk bercerita tentang sosok Bernard Mawen, Panglima Komando Daerah Pertahanan (KODAP) V Tentara Pembebasan Nasional Papua Barat (TPN.PB) di Merauke. Kami nonton film dokumenter tentang perjuangannya.

Kawan Gusty tanyai apakah beliau sudah meninggal, dan saya jawab dia masih hidup dan menjadi bapak dari semua rakyat pejuang di Anim Ha, juga bagi ribuan rakyat yang hidup di Kem-kem pengungsian di sepanjang perbatasan Papua-PNG.

Bernardus Moiwen, adalah kader keluaran dari Markas Victoria setelah Proklamasi 1971. Ratusan bukit sungai dan rimba kelam ia lalui dalam perjalanan dari utara menuju selatan West Papua, membawa mandat pertahanan Kodap V. Kisah sedih pertemuan dan perpisahan diceritai hingga kini.

Dia adalah pejuang yang pintar, bijaksana, tegas, bertanggung jawab, konsisten dan tidak ambisius. Semua nilai dari sikap pejuang sejati baru saja ditinggalkan bagi generasi penerus perjuangan.

Cerita kami tiga hari lalu itu ternyata ia sedang sekarat di Rumah Sakit Kiungga. Seakan ia datang berpamitan dan memberitahu agar nilai perjuanganya tetap dikenang sepanjang masa. Sayang!

Selamat jalan Jenderal! Alam negeri leluhur menyabutmu dalam damai. Yang sudah kau tanam akan kami piara sampai maksud tercapai: Papua Merdeka.

R.I.P. GEN. BERNARD MAWEN

We have lost an elder. Gen. Bernard Mawen was the Southern regional commander of the West Papuan National Liberation Army (OPM-TPN). I grew up watching “Rebels of the forgotten world” by Claudio Von Planta, one of the first documentary about the West Papuan Independence struggle. I can still remember that first moment, to see our freedom fighters walking in the jungle of West Papua on the tv screen.

It was very inspiring. Some years later I met bapak Thommey and he told me their story about him and bapak Mawen walking on their bare feet from Jayapura to their native land in southern West Papua, where they have established the OPM-TPN southern command.

Bapak Bernard Mawen spent more than 40 years of his life living in the jungle of West Papua to defend his people against the brutal indonesian occupation. Bapak Mawen was a charismatic leader, a true servant of our people.

Bapak Mawen Thank you for your Fighting Spirit. We will carry your name in our hearts and struggle on.

Tiga Hal Yang Menentukan Referendum Kanaky 4 November 2018 Bisa Terlaksana

Sebagai pelengkap dari tulisan Ibrahim Peyon tentang 6 hal yang membuat referendum Kanaky dimenangkan oleh pihak penentang kemerdekaan Kanaky tanggal 4 November 2018, sebagaimana telah kami publikasikan dalam situs ini, dari Markas Pusat Pertahanan (MPP) Tentara Revolusi West Papua (TRWP) mencatat beberapa hal tentang Rererendum di Kanaky tahun 2018 dan referendum di Bougainville Juni 2019 nanti.

Hal pertama dan utama adalah kesiapan FLNKS (Kanak and Socialist National Liberation Front) untuk bermain politik di pentas politik dunia. Kesiapan itu tunjukkan dengan penyatuan organisasi perjuangan kemerdekaan orang Kanaky dengan membentuk FLNKS, kemudian disusul mendapatkan dukungan penuh dari Vanuatu, dan kemudian disahkan kseabgai anggota dari Melanesian Spearhead Group (MSG).

Bangsa Papua telah melakukan hal ini dengan sukses. ULMWP telah terbentuk, dan telah menjadi anggota MSG. Kita sudah siap memasuki pertandingan ke babak berikutnya.

Yang kedua, begitu didukung oleh negara-negara Melanesia, maka kelompok pro kemerdekaan Kanaky terus melancarkan diplomasi mereka di kawasan Melanesia dan di dalam negeri. Mereka berkampanye secara terbuka di dalam negeri dan secara terbuka di seluruh kawasan Melanesia.

ULMWP melakukan hal yang sama di dalam negeri, dengan membentuk kantor koordinasi ULMWP di dalam negeri. Akan tetapi ULMWP lumpuh dalam mempertahankan dukungan-dukungan politik yang telah diraihnya. Bahkan keanggotaannya di MSG juga terancam kandas. Hal ini disebabkan oleh strategi kerja ULMWP yang Euro-sentris dan sangat kebarat-baratan. Mengharapkan berkat datang dari barat, menganggap saudara sendiri tidak dapat berbuat apa-apa.

Yang ketiga, adalah hal yang selama ini ditolak dengan tegas oleh bangsa Papua, yaitu “berdialog” dengan NKRI itu sendiri. Logikanya sederhana, kalau ada pertandingan sepak bola antara Persipura vs. Persija, maka aturannya kedua kesebelasan harus masuk lapangan, berhadap-hadapan dan bersedia bertanding. Dalam kasus ULMWP – NKRI, sampai hari ini ULWMP menolak untuk berbicara dua arah.

Demikian juga dari sisi NKRI, Indonesia juga menolak berdialog dengan ULMWP. Malahan NKRI mendorong Neles Tebay dkk. dibawah binaan BIN (Badan Intelijen Negara) dan LIPI (Lembaga Ilmu Pengetahuan Indonesia)  bekerjasama mendorong Dialog rakyat Papua dengan pemerintah Indonesia dalam bingkai NKRI, dengan nama dialog kebangsaan. Kerangka dialgoue ialah antara pemerintah Indonesia dengan rakyat Indonesia di Tanah Papua.

Pertanyaan kita sekarang, “Apa yang membuat Perancis akhirnya bersedia berdialg engan FLNKS dan akhirnya melahirkan Neumea Accord 1998?”

Yang pertama dan yang jelas ialah keuatan, biaik kekuatan militer maupun kekuatan politik yang dimiliki masyarakat Kanak, yaitu penduduk asli New Caledonia.

Menurut Gen. TRWP Mathias Wenda,

Kalau tidak ada alat paksa, bagaimana mau paksa Indonesia duduk bicaa? Bicara masalah apa dulu? Masalah sejarah? Masalah HAM? Masalah pembangunan? Kalau HAM Indonesia sudah bikin pengadilan HAM. Kenapa Melanesia tidak bikin Peradilan HAM sendiri? Kenapa takut? Atau tidak tahu? Masalah sejarah? Semua orang sudah tahu sejarah salah! Jadi, siapa yang pegang perkara ini? Ajukan kasus ini ke Pengadilan Internasional di Den Haag, ulas kasus ini. Jangan ke Jenewa ka New York sana. Itu tunggu dulu. Kalau masalah pembangunan, Jokowi sudah tutup malu, dan dunia sudah bilang Indonesia sudah tutup malu jadi kasih tinggal sudah.

Memperkuat argumennya, Gen. Wenda kembali menegaskan bahwa perjuangan bangsa Papua tidak cukup kuat untuk memaksa NKRI duduk bicara.

Kita banyak punya mental budak, pengemis politik banyak. Kita harus paksa NKRi duduk bicara. Bukan minta, bukan harap, bukan mengeluh.

Kalau dalam politik, mental pengemis tidak usah terlibat, mental mengadu jangan ikut. Mental menyampaikan kekecewaan jangan. Yang harus ikut dalam perjaungan ini ialah orang-orang mental menuntut hak, memaksa pelanggar hak untuk mendengarkan dan menanggapi.

Bagaimana caranya menuntut? Bukan mengeluh, bukan mengemis?

Cara yang jelas dengan membangun kekuatan politik di dalam dan di luar negeri, mengolah organisasi ULMWP menjadi lembaga modern yang profesional menangani perjuangan kemerdekaan West Papua, dengan infra-struktur dan supra-struktur politik yang jelas dan ditata dalam sebuah konstitusi yang jelas pula.Fungsi dan peran infra-struktur dan supra-struktur politik Papua Merdeka harus ditata sedemikian rupa sehingga masyarakat dunia yang modern ini memahami siapa kita dan apa yang kita lakukan, dan di atas itu, supaya mereka yakin kita benar-benar mau merdeka dan berdaulat sebagai Negara Republik West Papua di luar NKRI.

Konstitusi West Papua tidak hanya menyangkut cara-cara mengusir NKRI keluar dari Tanah Papua, tetapi lebih-lebih tentang Tanah Papua dan rakyat West Papua, terkait kehdupan sehari-hari, pemerintahan: administrasi dan birokrasi, hukum negara, investasi, perdagangan, dan sebagainya, sebagaimana sebuah negara.

ULMWP harus muncul sebagai sebuah lembaga modern, “government-in-waiting” yang tidak bermain-main dengan mengeluh dan mengemis. Ia siap menjalankan sebuah pemerintahan negara Republik West Papua.

Wenda katakan

Itu kalau mau pendekatan politik. Nah, kalau mau pendekatan militer, ya serahkan kepada kami di sini. Pendekatan militer itu semua orang sudah tahu.Tetapi untuk itu ULMWP yang harus mempersilahkan dan mempersiapkan. Kalau tidak, kita akan berputar-putar di tempat yang sama, dari generasi ke generasi.

Apakah Papua Merdeka Ditentukan Oleh PBB, Eropa, Indonesia atau Melanesia ?

Ada cerita satu orang Papua, tokoh Papua Merdeka, yang tidak perlu disebutkan namanya, karena belia masih ada sebagai tokoh Papua Merdeka hari ini, pergi ke politisi pendukung Papua Merdeka di Australia dan bertanya kepada mereka

Apakah Papua bisa/ atau akan merdeka atau tidak?

Mendengar pertanyaan ini, para politisi tentu saja tidak menertawakan dia, tetapi mereka memberika penjelasan panjang-lebar tentang bagaimana Timor Leste bisa merdeka dan berdaulat di luar NKRI, walaupun perjuangan Kemercdekaan Timor Leste dimulai 10 tahun belakangan daripada perjuangan Papua Merdeka.

Sama halnya dengan itu, NKRI juga selalu, bukan sering tetapi selalu pulang-balik London, Canberra, New York, tiga negara ini, dengan pertanyaan yang sama,

Apakah West Papua masih diakui sebagai bagiand ari NKRI?

Jawaban mereka lebih to-the-point, mereka katakan secara terbuka dan lewat media internasional

Papua adalah bagian integral dari Negara Kesatuan Republik Indonesia

Pada saat disinggung tentang pelanggaran HAM yang tertjadi di Tanah Papua, memang mereka menyatakan “prihatin”, tetapi pada saat yang sama, dalam kalimat yang sama pula, mereka tetap menyatakan “mendukung West Papua di dalam NKRI”.

Jadi ada dua jawaban yang berbeda. Pertama di atas jawabannya diberikan dengan penjelasan tentang perjuangan lain menentang NKRI dan telah sukses. Pertanyaan kedua dijawab langsung, “Yes!” atau “No!” tanpa penjelasan dan contoh cerita.

  • Apa yang dilakukan pemimpin kemerdekaan Negara West Papua saat ini apakah sama dengan Diplomasi NKRI ataukah sama dengan diplomasi tokoh Papua Merdeka dia tas tadi?
  • Apakah kita merasa bahwa solusi Papua Merdeka ada di Perserikatan Bangsa-Bangsa (PBB), London, New York dan Canberra?
  • Apakah solusi Papua Merdeka ada di Jakarta?
  • Apakah solusi Papua Merdeka ada di Tanah Papua, kawasan Melanesia, dan di rumpun MSG?

Kita punya pilihan sekarang, dari pengalaman perjuangan yang lebih panjang daripada Timor Leste yang sudah ke garis final.

  • Apakah kita belajar dari keberhasilan teman-teman yang dulunya sama-sama berjuang?
  • Atau kita mem-photo-copy pendekatan penjajah sendiri, lalu-lalang di Eropa, Australia, Amerika Serikat dan PBB untuk meminta pendapat dan dukungan mereka?

Parah memang kalau pemimpin kita malah masih lalu-lalang di Eropa, PBB, Australia, Amerika Serikat menanyakan pertanyaan-pertanyaan yang tidak pantas dan tidak patut ditanyakan.

Mereka menunggu jawaban kita, mereka menunggu penjelasan kita, mereka menunggu rencana jangka panjang kita dalam konteks Asia Tenggara, Asia-Pasifik, Oceania, Pasifik Selatan dan MSG.

Mereka adalah pelaku pelanggaran HAM, mereka pelaku New York Agreement, mereka pelaku Pepera 1969, mereka pelaku penjajahan di Tanah Papua.

Yang perlu mereka ketehui hari ini bukan cerita-cerita tentang perilaku mereka sendiri terhadap kita lewat NKRI.

Yang mereka butuh hari ini ialah

“Apa artinya Papua Merdeka bagi orang Melanesia di West Papua sendiri?”

Dengan memahami gambaran dan arti Papua Merdeka itu-lah, mereka akan mendapatkan gambagaran yang jelas tentang keuntunga-keuntungan yang nyata, jelas dan dapat diukur dari kemerdekaan West Papua buat negara mereka masing-masing, buat Uni Eropa dan buat PBB.

Pahit tapi harus diakui, PBB hadir bukan untuk memecahkan persoalan dunia, tetapi untuk menghitung berapa besar porsi dari masing-masing anggotanya pada saat mereka menjadi anggota PBB. Dan menurut hukum alam, yang terkuat di dalam PBB mendapatkan keuntungan terbanyak. Dan yang terlemah tidak mendapatkan apa-apa.

Papua Merdeka memberikan sumabangan apa kepada anggota paling kuat itu?

Jawabanya bukan ada di PBB, bukan di Eropa, bukan di Australia, bukan di Amerika Serikat. Dia ada di ULMWP saat ini, waktu ini, hari ini, detik ini.Dan ULMWP secara hukum internasional dan politik internasional diakui dan resmi di kawasan Melanesia dan Pasifik Selatan saat ini. Statusnya dan politiknya tidak dapat diganggu-gugat oleh siapapun di dunia saat ini.

Maka itu ULMWP bertanggung-jawab menjelaskan “Wajah Papua Merdeka!”, bukan bertanya-tanya kepada orang-orang non-Melanesia dan melobi-lobi yang tidak-tidak kepada negara-negara non-Melanesia.

TRWP Berdukacita atas meninggalkan Eliezer Awom: Tokoh Papua Merdeka

Rakyat Papua kembali berduka atas berita kepergian (meninggal dunia) pejuang Eliezer Awom, sore ini (15/6/2018). Saya kenal beliau sejak Summit WPNCL di Vanuatu, 2007 silam. Dia tegas pada apa yang benar. Sikap itulah yang membuat dirinya berani tinggalkan komandan Brimob di era 70 an, bergabung dengan gerilyawan TPN.PB. Memimpin perang melawan kolonialisme dari kota numbay hingga rimba Papua dan PNG. Ditangkap militer Indonesia, dan menjalani hukuman seumur hidup di penjara Kalisosok, Surabaya. Lalu era Gusdur mendap Amnesti tahun 2000.

Konsistensi dibuktikan sampai akhir hembusan napas terakhir dalam perjalanan misi perjuangan di rimba Papua Barat. Ia salah satu yang tegas berjuang bagi persatuan, mulai dari WPNCL, NRFPB dan ULMWP.

Setiap generasi punya sejarah. Terbaringlah dalam damai diatas pangkuan mama tanah, berselimut rimba hijau, disambut siul burung surga. Segenap kami tertunduk mengiringi kepergianmu dengan derai air mata.

Support the right to self-determination for West Papua!

Greetings of National Liberation of West Papua!

Wa…wa…wa…wa…wa…wa..wa..wa..wa..wa!

“Independence is truly the right of all nations and thus colonialism in the world must be abolished since it contravenes the sense of humanity and justice”

Thus says the Preamble of the Indonesian Constitution of 1945. In reality, however, West Papua shows the opposite. The West Papuan people have experienced colonialisation of the Unitary State of the Republic of Indonesia.

Although the Indonesian people were subjects to the Dutch colonialisation, the Japanese fascism and the white supremacy, the memory of the past oppression is not able to turn the government of Indonesia to be more humane. Manipulation of history, discrimination, torture, imprisonment, and extermination – all have been done systematically for more than fifty years.

What is happening in Papua?

The majority of Indonesians believe that West Papua is Indonesia. It is not true! West Papua is not Indonesia. There is no happiness for the West Papuans as long as they become part of Indonesia. It is not possible for the West Papuans to live normally if manipulation and deceit of history persist, racial discrimination has been entrenched in every aspect of lives, genocide continues in a systematic way, and extortion of natural wealth destroys the livelihood and the culture of West Papuans.

1. Manipulation and deceit of history

On 27 December 1949 when the Netherlands transferred the sovereignty to Indonesia, West Papua was a non-governing territory as the United Nations and the Netherlands, which was then the colonial administrator, recognised.

The West Papuans declared its independence on 1 December 1961. It was then the West Papuans established its national parliament of New Guinea. The Government of Soekarno, however, did not recognise the declaration and claimed it as a puppet nation by the Dutch hands. Therefore, Soekarno launched its annexation over West Papua through Trikora (three peoples’ commands) program.

In 1963, when Indonesia took over the administration of West Papua, the territory remained under the status of a non-self-governing colony, which was entitled to exercise their right to self-determination under international law. Under the 1962 New York Agreement, Indonesia recognised this situation and thus confirmed the fact that Indonesia had no legal right over Papua. Indonesia’s presence in West Papua was a colonial administration that could continue only if the West Papuans had opted for integration in accordance with international standards.

The only exercise of the right to self-determination for West Papuans thorough PEPERA in1969 was invalid. It was invalid because only 1022 individuals (4 individuals did not take part) were involved in the plebiscite, which was less than 0.2% of the Papuan population. Moreover, they had been put under pressure in order to express their consent to integrate with Indonesia.

Since the annexation was invalid, West Papua never became legitimate part of Indonesia. It remains a non-self-governing territory under a colonial administration of Indonesia.

2. Racial discrimination

The West Papuan people have experienced racial discrimination inside and outside Papua such as the Papuan students in Manado and recently in the Papuan students’ dormitory in Kamasan, Yogyakarta. They also experience racial discrimination in workplace, government and business sectors.
The racist attitude towards the West Papuans was already expressed by Ali Moertopo in 1966 long before the PEPERA. “Indonesia doesn’t need Papuans. Indonesia only needs the land and natural resources of Papua. If Papuans want to be independent, go ahead to find a new island somewhere in the Pacific or ask the Americans to give them a space in the moon for them to live.”

When a senior Indonesian official makes a racist statement, such a statement will be implemented by its lower level officials. This is what happened to Obby Kogoya, a Papuan student who was studying in Yogyakarta, when the Indonesian police stomped him on his head while calling him ‘ape’.

3. Slow motion genocide

For more than 53 years, more than 500,000 Papuans have been executed. It started during the Trikora and continues with eradication of the Fery Awom’s movement in 1967.
In the highlands of Agimuga, the Indonesian army shot at the Papuans randomly and dropped bombs in 1977 since the people raised the Morning Star flag. The location was then blocked and isolated from any contacts with outsider that caused starvation to the people. Thousands of people died of starvation.

Similarly, extrajudicial killings continued in Enarotali, Obano, Moanemani, Wamena, Waropko and Mindiptana that caused some 10,000 refugees crossed the border to Papua New Guinea between 1977-1978 until early the 1980s.

Artist and activist Arnold C. Ap who promoted the Papuan culture was arrested in 1984 by Kopasandha. His body was found in the bush nearby Jayapura.

Papua was declared under martial law in 1978 that lasted until 5 October 1998. The status caused systematic killings and forced migration of West Papuans to Papua New Guinea.

Following the 2nd Papua Congress in 2000, the killing of Papuan leaders by the Indonesian state apparatus continued. Theys Eluay, for instance, was kidnapped and his body was thrown in the bush nearby Jayapura. Kelly Kwalik was assassinated in Timika even though he was unarmed. Petrus Ayamiseba was killed in Timika during the strike of Freeport workers in 2011. Mako Tabuni, the leader of KNPB, was shot dead by the Indonesian police after being framed to leave the KNPB secretariat. Robert Jitmau who criticised Jokowi for not meeting his promise in building a market for the Papuan women in Jayapura was run over by car until he died. The killing is being disguised in hit and run accidents and suicides.

The result of slow-motion genocide is reduction of the population of the indigenous Papuans to 48,7% of the total West Papuan population.

4. Arbitrary arrests, torture and imprisonment

During the period of 2016, more than 4,000 Papuans were arbitrarily arrested. In 1998, Dr Thomas Wanggai, the founder of the Papua Independence of the 14 Stars died in the Cipinang prison. Dozens of Papuan political prisoners were jailed in dire conditions. Filep Karma, who was jailed for more than a dozen years, testified, “I was hit, tortured and stripped naked”.

The Indonesian state authorities also commit torture and rape against the Papuans. Before a victim was killed, like Yawan Wayeni, his stomach was slit so that intestines were burst out. The leader of KNPB Sorong was killed and his body was wrapped into a gunny sack and thrown to the sea. A number of academic research have revealed that more than 431 cases of torture were committed by members of the Indonesian military and police.

5. Extortion of natural wealth

From the economy point of view, the extortion of natural wealth of Papua is enormous. For instance the forest of Wasior has been exploited illegally by the military and a number of logging companies so that the customary land of the locals has been confiscated. The complaint of the locals were met with shootings by the police that killed six people. The Wasior tragedy occurred during April-October 2001.

It also covers Freeport Indonesia whose the largest shares are under the possession of the US based Freeport McMoran since the 1960s. The gold and copper mine has contributed through their tax payment between USD 700-800 millions per year and even USD 1 billion. Let alone various ethnic groups of Papua who lost their land due to the MIFEE projects, such as Mahuze clan in Merauke.

West Papua is a nation

In the course of history of 1961, 1963, 1969 and post PEPERA’s oppression, we have to acknowledge: first, the presence of Indonesia in Papua is illegal; second, colonisation has been going in the last fifty years; third, West Papua is a nation.

A nation is constituted by a stable community which shares common languages, territory, livelihood, psychological change and is manifested in a common culture.

Deceit and manipulation of history, discrimination, imprisonment, extermination and genocide as well as lip service of the Special Autonomy will not deter the struggle and commitment to independence of the West Papuans. On the contrary, the West Papuans are united and their political strength are represented in the United Liberation Movement for West Papua (ULMWP).

The experience of oppression and struggle that has been manifested in the form of ULMWP demonstrate that West Papua is a nation.

It is hypocrisy if we or the Government of Indonesia are committed to support the liberation of Palestine but remain silent to the ongoing colonisation inside the territory of Indonesia. Therefore, there is no other reason to argue that West Papua is part of Indonesia both international law and political argument.

Why is important to be in solidarity with West Papua?

First, the world will become a better and more beautiful place if every nation does not live under colonisation and could cooperate in democratic, fair and equal ways.

Second, what we see in West Papua is a systematic and inhumane oppression. When we talk about humanity but let colonisation continue in Papua, we are actually promoting inhumanity.

Third, our solidarity with the West Papuans to determine their own fate is part of democratization of the Indonesian people who struggle for the consciousness of civilized humanity of the people and nation of Indonesia.

Fourth, our solidarity with the West Papuans to determine their own fate is part of the fight against imperialism and international corporations that support colonisation of Indonesia over West Papua.

Fifth, our solidarity is part of the fight against racism towards anyone, including the West Papua nation.

Sixth, there is no other way to end the practice of colonisation and militarism in West Papua than supporting the right to self-determination.
Seventh, there is no other way to end slow motion genocide in West Papua than supporting the right to self-determination.

What should be promoted?

Taking into account of the reality of West Papua, we believe that the ways to liberate West Papua are as follows:

1. To support the West Papua nation to exercise their right to self-determination through a referendum. The participation to referendum will be decided by the West Papuans through their political representatives, ULMWP.2. To support the membership of ULMWP in the Melanesian Spearhead Group, Pacific Island Forum and struggle for a membership status to the United Nations.

3. As an inseparable condition, to withdraw organic and non-organic military from West Papua so that referendum can be held in a peaceful, fair and free from repression.

4. Freedom of information, expression, association and opinions of the West Papuans have to be guaranteed.

5. We oppose any imperialist intervention during the democratic struggle of West Papua.

6. We call on the international community to build solidarity with the struggle for the right to self-determination of West Papua.

7. We encourage the Indonesian people who live in West Papua to support the struggle of West Papuans in exercising their right to self-determination.

8. We oppose the racial politics endorsed by the Indonesian state and the Indonesian military and police in a systematic way against the West Papuans.

9. Free education, expansion of schools and universities, free health services, and cheap and mass transportation have to be provided for the West Papuans.

Finally, let us, the people of Indonesia, West Papua and the world, united to end the manipulation of history and suffering in West Papua.

Lt. Gen. WPRA Amunggut Tabi: Congratulations Hon. Powes Parkop MP for Re-Election

From the Central Defense Headquarters of the West Papua Revolutionary Army (WPRA) Lieutenant General Amunggut Tabi hereby would like to congratulate Hon. Powes Parkop MP for being re-elected as a Member of Parliament for a third term.

The relationships and cooperation between the Papuans in the western part of our New Guinea Island with Mr. Parkop started almost 30 years ago, when Mr. Parkop was a student In 2004, when Mr Parkop was a lawyer, I myself with my guard came to you, Mr Parkop, and encouraged you to become a politician. This was not a trick, it was an order from our supreme commander Mathias Wenda. He was the one who told us to come and tell you Mr. Parkop, to get involved in PNG Politics.

Through myself, he extended his gratitude for releasing him from PNG prisons. Many times my commander Gen. Wenda was arrested, and you helped his release many times. Gen. Wenda did not have anything to thank you. He just had an order, to let you know to campaign for a parliamentarian seat. He ordered me, “Do not come back here until he is elected as an MP. That is an order!”.

Well, I have carried our his many orders. But this time, I was not sure. I am not a politician, first of all, and secondly, I am now familiar with yourself, Mr. Parkop. I did not know how rationally how I will carry out the order. But I knew many miracles had happened to me, in carrying out his orders. I said to my ancestors and all the heroes who died already for the cause,

This is an order for us. Let us go together, Do not stay around here. You are spiritual beings, you are supposed to be powerful, omni-present, and you all must help me.

when I came to see you, I was on the way back from our fellow Melanesian brothers ni-Vanuatu, in the Republic of Vanuatu.

I was not sleeping well day and night. First of all, to make sure you will decide to campaign for an MP in PNG. It was at the right time, right person was ready. The Late Bill Skate passed away as the NCD Governor, and the city was about to hold a bi-election for the vacancy. In spiritual language, this is called, “co-incidence”, but modern people do not believe in it. We believe in it, we life in it, we breathe in it. I am true believer of a “co-incidence” and writing this letter is also another co-incidence.

Yes, I had in my hand some Euros cash, that Gen. Wenda himself gave me personally, and told me, “Do not count it, just deliver it to him!” Yes, I did just what he said. You remember, I handed that over to you one evening after you finished giving a talk, one of the preliminary campaign activities during your first time involvement in politics.

I stayed there with you, until I was assured and witnessed your own inauguration as the Governor of NCD (National Capital District) of our country Papua New Guinea. We also brought some elders all the way from West Papua. They told you,

“We bring out votes from West Papua. All those dead ones, and all Papuans in West Papua’s votes are with us, in this bilum that we hand over to you.” then they gave you the Wamena Bilum.

Those elders are still alive, and they always talk about you.

I knew at the early stages during our short conversations, when you looked at me when I mentioned about the order. I knew that you did not want to believe this is a real order. But now three terms already you have been a politician, and I now hope you believe it, as it is real, not a plan, not a suggestion anymore.

Since then, I never seen you. Now is already over 10 years. I have never met you as a Governor, but I did meet you four times when you were a lawyer, preparing yourself to become a politician.

I know, as a politician, you are different from Lawyer Powes Parkop that I knew then, and that I can explain to myself here. But one thing that still the same is this, “Our struggle to free West Papua and Melanesia from colonialism and colonial influences.” Yes hat is right, because it is our right to do.

On behalf of our ancestors, our heroes who died already in the jungles and in the villages, those who are still alive today all the way from Sorong to Samarai, on behalf of our future generations, and in the name of God the Creator and Ruler of Melanesia,

United West Papuan people launch the manual petition for an Internationally Supervised Vote

Today 5th April 2017 marks exactly 56 years to the day that the Nieuw Guinea Raad or New Guinea Council first met in West Papua and affirmed the fundamental right to self-determination of the West Papuan people. This council was the first parliament of the West Papuan people and it was tasked to help ensure a peaceful path to a decolonised and Independent West Papua.

In commemoration of the Nieuw Guinea Raad, today the people of West Papua reaffirmed our fundamental right to self-determination. A gathering attended by around 1000 people was held in Waena to launch the manual petition for an Internationally Supervised Vote for West Papua.

Representatives of the West Papua National Coalition for Liberation (WPNCL), the Federated Republic of West Papua (NRFPB) and the West Papua National Parliament (PNWP).

The three main Independence organisations within West Papua: the West Papua National Coalition for Liberation (WPNCL), the Federated Republic of West Papua (NRFPB) and the West Papua National Parliament (PNWP), were all represented under the umbrella of the United Liberation Movement for West Papua (ULMWP). All three organisations stood together to declare their support for this petition, thereby supporting the Westminster Declaration for an Internationally Supervised Vote for West Papua. The vote itself is to be held in accordance with UN General Assembly Resolutions 1514 and 1541 (XV)).

This global petition which was originally launched at the UK Parliament in Westminster has gone around the world collecting tens of thousands of signatures in both manual and digital format. Speaking on the launching of the manual petition in West Papua today, ULMWP Spokesperson Benny Wenda said “This is a truly historic and important moment for the people of West Papua as it is the first time the three main Independence organisations have signed the petition calling for an Internationally Supervised Vote in West Papua. I emphasise the need for unity among all West Papuan people and organisations to support this petition. We are united as one in our struggle for our fundamental right to self-determination.”

Benny Wenda went on to say “We hope that this will also encourage further international solidarity for West Papua, at a parliamentary and grassroots level. The time is now. I appeal to everyone around the world to support the West Papuan people’s campaign for self-determination. Let West Papua Vote.”
