Bislama a language from early Vanuatu-China trade relations: Natuman

Vanuatu’s national language, Bislama, is derived from Beche-de-Mer or sea cucumber, the trade of which commodity in the late 1800s signaled the start of trade relations between Vanuatu and China

, Deputy Prime Minister and Minister for Tourism and Trade Joe Natuman told a recent Seminar on Cooperation and Exchange between China (Guangdong) and Vanuatu.

He was speaking at the seminar hosted by the Guangdong University of Foreign Studies in Guangzhou two days after the DPM and his delegation of 13 MPs attended the opening of the Guangdong 21st Century Marine Silk Road International Expo in Dongguan, Guangdong Province’s second largest city. The same city is popular for hosting a different kind of Silkroad: Silkroad MMORPG annual tournaments (hosted through a Silkroad Private server), wherein the event sees thousands of ardent gamers.

“Vanuatu and China have had a long fruitful relation dating back a number of years”, he said adding: “It is important that we are holding this forum at the time when you are holding the International Expo on the Maritime Silk Road initiative that will aim to increase trade relations between our two countries.”

“The Chinese people and the people of Vanuatu have had a long relationship with each other,” Natuman added saying: “At the time when the Europeans were coming to the Pacific to trade in the late 1800s, the Chinese were also involved in the trade in the Pacific.”

“In fact when the British imported Chinese tea, the Chinese would not accept the British Pound or British money. So, the British had to look for something to trade with for the tea, and they looked for sandalwood and Vanuatu had lots of sandalwood.

“In fact one of our Members of Parliament in this delegation (UMP MP Tomker Netvunei) comes from Erromango and his island has lots of sandalwood. The British got the sandalwood from Vanuatu, came to China, exchanged the sandalwood and took the tea to England. That was our first trade contact,” the Deputy Prime Minister, a history/politics graduate told the seminar.

“Later on we had lots of Chinese investors and traders in the marine sector. They came to trade in beche-de-mer or sea cucumber. In Vanuatu we don’t eat sea cucumber but in China I believe you like sea cucumber and the Chinese came to our islands because we have lots of sea cucumber.

“That’s how we started trading. And in fact our national language, the lingua franca of Vanuatu, which in Papua New Guinea is called Tok Pisin – a broken English, in the Solomon Islands is called Pidgin English, and in Vanuatu the name was changed. It’s called Bishlamer or Bislama,” Natuman continued.

“The language is derived from beche-de-mer trading. The local people could not speak Chinese, they could not speak English and they could not speak the many ni-Vanuatu languages, so they came up with this language to communicate, they call Bishlamer or Bislama. Today it is our national language.”

“That is the history of our first trading experiences that have linked Vanuatu and China to this day.

“In the early 1900s we were colonized by two colonial powers – Britain and France, and Britain because of their interests in China through Hong Kong, when they colonized us, they brought Chinese from Hong Kong and South China to work in housekeeping, in the kitchen to cook their food and other such tasks.

“In Vanuatu we call them as people from Canton or Cantonese.

“The British allowed them to set up their own businesses and they set up a China town part of Port Vila which remains to this day. Many generations of these Chinese have become very successful and are doing businesses in Vanuatu today and they invest overseas.”

In 1982, after our independence, Vanuatu and China established diplomatic ties and Vanuatu is keen to look at ways to tap into China’s latest international trade initiative, the Maritime Silk Road.

US will take Australia’s ‘boat people’

The United States and Australia have agreed to a one-off refugee resettlement deal for detainees on Nauru and Manus Island in Papua New Guinea.

Australian Prime Minister Malcolm Turnbull confirmed the agreement today, saying it followed “months and months of planning”.

At the end of October, there were 872 people in the processing centre on Manus Island and 390 people in Nauru’s centre.

Mr Turnbull said the deal would only apply to those currently on the islands.

No timeline was given for the process and Mr Turnbull said it would not be rushed.

In September, Mr Turnbull said Australia would resettle refugees from a US-run camp in Costa Rica, as part of its annual humanitarian intake of refugees.

He denied at the time it was part of a “people swap” arrangement.

Kerry says other countries should help refugees

Earlier, US Secretary of State John Kerry told media in Wellington his country had agreed to consider referrals from the United Nations Refugee Agency for refugees on Nauru and Manus Island.

“We in the United States have agreed to consider referrals from UNHCR on refugees now residing in Nauru and in Papua New Guinea,” he said during a media conference with the Prime Minister John Key in Wellington this morning.

“We know that these refugees are of special interest to UNHCR and we’re very engaged with them on a humanitarian basis there and in other parts of the world.”

Mr Kerry said he wanted other countries to consider how they could work with the UNHCR in a similar way.

“We are encouraging all countries to work with the UNHCR as we are going to … to find a durable solution for these refugees.”

Mr Kerry was asked about whether President-elect Donald Trump could overturn any agreement made about refugees with Australia once he took office in January.

He said he was unable to answer that question, but said the US would work to protect vulnerable refugees around the world.

Sogavare : Pemecatan keanggotaan saya tidak berpengaruh

Jayapura, Jubi – Setelah dipecat keanggotaannya oleh Presiden United Democratic Party (UDP), Sir Thomas Chan, Perdana Menteri Kepulauan Solomon, Manasye Sogavare merilis tanggapannya melalui Kantor Perdana Menteri Kepulauan Solomon. Ia menegaskan, pemecatan tersebut tidak berpengaruh pada posisinya sebagai Perdana Menteri.

“Saya terpilih secara konstitusional sebagai Perdana Menteri. Keputusan yang diambil oleh Presiden partai tidak memberikan efek apapun pada posisi saya sebagai perdana menteri. Pemecatan keanggotaan saya tidak berpengaruh,” kata Sogavare melalui rilis Kantor Perdana Menteri Kepulauan Solomon yang diterima Jubi, Sabtu (11/11/2016).

Sogavare menegaskan, keputusan Presiden Partai tersebut tidak sah dan diputuskan secara sepihak tanpa konsultasi dengan dewan eksekutif partai.

“Kaukus pemerintah saat ini menunggu permintaan maaf dari presiden partai. Anggota partai di parlemen sepakat keputusan presiden partai itu diputuskan sepihak tanpa konsultasi dengan mereka,” lanjut Sogavare.

Ia menambahkan, Democratic Coalition for Change Government (kaukus pemerintahan di parlemen) berkesimpulan Sir Thomas Chan telah merusak kewenangan eksekutif yang diatur dalam konstitusi nasional dengan pemecatan yang dilakukannya itu.

“Kaukus pemerintahan tidak akan menyerah pada setiap tantangan atau oposisi pada kebijakan pemerintahan,” ujar Sogavare. (*)

Sogavare diberhentikan partainya, tapi tetap didukung kaukusnya

Jayapura, Jubi – Presiden United Democratic Party (UDP), Sir Tomy Chan, dikabarkan telah mencabut keanggotaan Perdana Menteri Manasseh Sogavare dari Partai itu.

Surat pemecatan yang ditulis oleh Chan tersebut, menurut sebuah surat kabar Island Sun telah disampaikan pada Sekretaris Pribadi Eksekutif Sogavare, Suzie Wale, di kantor PM sore kemarin, Rabu (9/11/2016).

Surat itu dikatakan berisi keberatan dari Rekan Koalisi terkait gaya kepemimpinan Sogavare dan kinerjanya sejak membentuk pemerintahan dua tahun lalu.

Salinan surat dikabarkan telah didistribukikan kepada 18 anggota terdaftar di UDP termasuk Presiden Partai Aliansi Rakyat (PAP), Sir Nathaniel Waena dan Presiden Kadere Party of Solomon Islands, Peter Boyers.

Alfred Sasako, jurnalis senior dan mantan legislator mengatakan UDP membuat keputusan tersebut disebabkan oleh keberatan resmi yang diajukan Sir Nathaniel dalam pertemuannya dengan Sogavare minggu lalu.

Sogavare dituduh telah mengatakan pada anggota eksekutif PAP termasuk Sir Nathaniel bahwa dirinya (Sogavare) tidak mengakui Political Parties Integrity Act 2014.

“PPIA itu tidak penting. Ada Kabinet dan Kaukus yang harus saya pimpin di negeri ini berdasarkan atas konstitusi,” demikian dugaan perkataan Sogavare dalam pertemuan itu menurut Sasako.

“Pernyataan itu membuat marah Sir Nathaniel hingga ia mengancam walk out, namun anggota PAP meyakinkannya agar tetap tinggal, akhirnya dia tetap tinggal,” demikian kata beberapa orang yang disinyalir ada dalam pertemuan tersebut.

Kaukus tetap mendukung

Sementara itu, Perdana Menteri Sogavare dikabarkan tetap mendapatkan dukungan dari kaukusnya meski keanggotaannya dicabut oleh partainya, UDP.

Dalam pernyataan yang dikeluarkan Kamis sore (10/11/2016) Anggota Parlemen dari partai Sogavare sendiri termasuk anggota parlemen dari partai-partai lain dalam koalisinya tetap mendukung kepemimpinannya.

Kaukus tersebut menyebutkan bahwa tindakan Sir Tommy Chan mencabut keanggotaan Sogavare dari UDP sebagai keputusan sepihak tanpa berkonsultasi dengan jajaran eksekutifnya.

Jika keputusan itu didukung oleh eksekutif UDP maka hal tersebut akan mengancam posisi Perdana Menteri Sogavare sebagai pemimpin parlemen UDP.

Sir Tommy Chan dilaporkan membuat keputusan itu setelah menerima keberatan formal dari rekan koalisinya yang mengritik kepemimpinan Sogavare.

Padahal kaukus parlemen menghendaki permintaan maaf dari partai koalisi presiden karena meremehkan pemerintah. Mereka katakan tetap mendukung Sogavare hingga akhir empat tahun jabatannya.(*)

Oposisi sarankan Sogavare tak konfrontatif dengan Indonesia

Jayapura, Jubi – Oposisi parlemen Kepulauan Solomon mendesak Perdana Menteri Manasseh Sogavare dan Pemerintah untuk meninjau kembali pendekatan terhadap isu Papua Barat dengan Indonesia.

Dalam sebuah pernyataan hari ini, Kamis (10/11/2016), kelompok oposisi mengatakan bahwa peringatan oleh Menteri Luar Negeri Indonesia yang disampaikan kepada Menlu Australia jangan dianggap enteng oleh pemerintah.

“Kita semua memiliki kekhawatiran atas masalah hak asasi manusia di Papua Barat. Tapi ada cara lain untuk menangani masalah ini, bukan pendekatan konfrontatif yang diambil oleh Perdana Menteri saat ini. Hal ini tidak hanya mengganggu kedaulatan Indonesia tetapi juga mencampuri urusan dalam negeri negara itu,”

sebut kelompok oposisi dalam pernyataannya.

Kelompok oposisi merekomendasikan agar Perdana Menteri Sogavare melanjutkan hubungan yang dibangun oleh pemerintah sebelumnya dan bekerja melalui Duta Besar Kepulauan Solomon di Jakarta.

“Sikap seperti yang ditunjukkan oleh Perdana Menteri saat ini tidak akan membantu jalannya isu Papua Barat di tingkat internasional,” kata kelompok oposisi.

Kelompok oposisi mengatakan Perdana Menteri telah keliru tentang masalah penting ini, yang tidak hanya akan memperburuk masalah Papua Barat tetapi juga menyakiti Kepulauan Solomon.

“Indonesia adalah mitra penting bagi negara kita dalam perdagangan, energi, perikanan, pengembangan, pelatihan dan pertukaran budaya. Indonesia adalah anggota berpengaruh dari beberapa lembaga multilateral di kawasan Asia dimana Kepulauan Solomon juga memiliki ketergantungan,”

lanjut kelompok oposisi.

Kelompok oposisi menekankan Perdana Menteri perlu keterlibatan intensif Indonesia dalam masalah Papua Barat, bukan pendekatan konfrontatif seperti yang saat ini dilakukannya.

Perdana Menteri Sogavare sendiri, saat ini telah dipecat oleh partainya, terhitung Rabu (9/11/2016) sore. Pemecatannya disebutkan oleh Presiden United Democratic Party’s (UDP) Sir Tommy Chan, dikarenakan complain anggota koalisi di parlemen atas gaya kepemimpinan Sogavare.

Meski demikian, Sogavare mendapatkan dukungan dari anggota partai UDP di parlemen Kepulauan Solomon yang menyebutkan pemecatan Sogavare dilakukan oleh Sir Tommy Chan tanpa konsultasi dengan eksekutif partai. (*)

Ramos Horta says Indonesia must settle Papua abuses

The former president of Timor-Leste has encouraged Indonesia to settle cases of human rights abuses in Papua.

Jose Ramos-Horta visited the region earlier this month and says Indonesia must not view the Papuan people as enemies, but work with them.

During his visit he met with officials as well as former separatist rebels.

The Jakarta Post reports Mr Ramos-Horta said Indonesia should avoid using violence that often ends up wounding innocent civilians.

He said Papuans are hopeful for peace and further development, but it is up to the Indonesian authorities to promote more dialogue.

Solomons won’t enter media duel with Jakarta

Radio NZ– The Solomon Islands government says it’s not in a position to respond to a warning from Indonesia’s government not to speak out about West Papua.

Indonesia’s Defence Minister Ryamizard Ryacudu has urged Australia to pass on a message to Pacific Island governments to not interfere in Indonesian domestic affairs.

In media comments in the past week, he pressed Canberra to rebuke Pacific states, in particular Solomon Islands, for raising Papua in global forums and inviting Papuans to join the Melanesian Spearhead Group.

The Solomons’ envoy on West Papua, Rex Horoi, said his government won’t respond to what is effectively a media statement.

“Due to the fact that we have not received any formal communication (on the matter) either from Jakarta or from Canberra, why should we respond at this stage? Therefore we will not respond until we receive such communication through diplomatic channels,” he said.

Mr Ryacudu also told Australian media that it is better if Canberra delivers the warning to Pacific governments, because if it was left to him he would ‘twist their ears’ and described Indonesia as a sleeping tiger that can attack if disturbed.

However Mr Horoi said Pacific countries raised Papua in global fora because West Papuans lives matter.

“We speak collectively on abuse and human rights violations in West Papua because we have received reliable sources of information,” he explained, “and therefore that is the collective concern of the civil society, public and governments of the region.”

Australia’s Foreign Minister Julie Bishop has confirmed having discussed West Papua last week with the Indonesian Defence Minister, but wouldn’t be pressed on whether Canberra will pass the warning on.

Jayapura, Jubi – Pernyataan Menteri Pertahanan RI, Ryamizard Racudu, yang memperingatkan para pendukung West Papua di kawasan Pasifik, khususnya Kepulauan Solomon, untuk tidak mengintervensi urusan Indonesia di Papua ditanggapi santai oleh pejabat tinggi pemerintahan Negara Kepulauan Solomon.

“Berita soal pemerintah Indonesia bertaruh melawan para pendukung West Papua bagi saya sama sekali tidak mengejutkan,” kata seorang pejabat tinggi senior tersebut yang tak disebutkan namanya kepada Solomon Times, Selasa (1/11/2016).

Dia juga mengatakan tidaklah bijaksana mengatakan pihaknya sedang mengintervensi urusan internal Indonesia. “Kami hanya mengangkat persoalan yang menjadi perhatian kami terkait situasi saudara-saudari Melanesia West Papua,” ujarnya.

Sebagai sama-sama anggota PBB, lanjut dia, penghormatan terhadap Hak Asasi Manusia(HAM) adalah salah satu kunci utama Piagam PBB. “Itulah sebabnya kami meminta PBB untuk mengirimkan tim penilai independen untuk mencari tahu fakta-fakta di lapangan dan untuk melaporkannya kembali ke seluruh anggota.” katanya.

Pihaknya sama sekali tidak menganggap permintaan itu mustahil, dan hal itu juga bukan hal baru di PBB karena menjadi bagian proses yang ditetapkan PBB. “Untuk itulah Kepulauan Solomon dan negeri-negeri Pasifik lainnya meminta PBB menggunakan mekanisme tersebut,” ungkap pejabat itu.

Pernyataan Menteri pertahanan Indonesia minggu lalu itu kini mendapat respon balik dari masyarakat sipil Australia dan Kepulauan Solomon.

Respon masyarakat sipil Australia

Ryamizard dalam Forum Dialog 2+2 yang keempat antar pemerintah Indonesia dan pemerintah Australia, seperti dilansir CNN Indonesia Kamis (27/10/2016) lalu menyoroti ‘tangan-tangan’ dari negara lain yang dinilai mencampuri urusan Papua.

“Saya sampaikan kepada Australia, menegur saja, saya sudah bilang dari awal, saya tidak pernah ikut campur urusan negara lain. Negara lain juga tidak perlu ikut campur urusan kita (Indonesia),” kata Ryamizard di Kompleks Istana Kepresidenan, Kamis (27/10/2016).

Hal itu dikritik sebagai salah paham oleh peneliti dari Universitas Nasional Australia, Program Society and Governance in Melanesia, Stewart Firth kepada RNZI, Selasa (1/11/2016).

“Mereka adalah negara-negara berdaulat. Khususnya terkait Kepulauan Solomon, negara itu berhak mengangkat persoalan West Papua sebagai negara berdaulat juga, dan Australia tidak berada dalam posisi yang baik untuk menganjurkan mereka hal berbeda,” ujar Dr. Firth.

Menurut dia bantuan bilateral Australia kepada negara itu tidak lantas membuat negaranya dapat menentukan kebijakan luar negeri negara lain.

Sementara Joe Collins, penggerak Australia Papua Association (AWPA)-Sydney juga angkat bicara terkait permintaan Jakarta tersebut. “Ini permintaan memalukan. Sudah jadi kewajiban seluruh bangsa di dunia yang peduli pelanggaran HAM tak saja di West Papua melainkan juga dimanapun itu terjadi,” kata dia seperti dikutip Solomon Star, Rabu (2/11/2016).

“Justru Kepulauan Solomon dan enam negara Pasifik lainnya yang sudah peduli mengangkat masalah pelanggaran HAM Papua ke Sidang Majelis Umum PBB ke-71 lalu itu harus dihargai dan karena telah berani berbicara untuk West Papua,” kata Collins.

Dia justru menyayangkan pemerintah Australia sendiri yang tidak mengikuti jejak Pasifik untuk turut mengecam pelanggaran HAM yang terus terjadi di Papua oleh militer Indonesia.

Isu MSG

Dr. Firth juga menduga sensitivitas Jakarta terkait isu West Papua ini sangat tampak dari banyaknya perwakilan dari kementerian yang berbicara terkait persoalan itu.

“Apa yang mengkhawatirkan Indonesia adalah persoalan keanggotaan di Melanesian Spearhead Group (MSG) belakangan ini mereka asumsikan memberi nilai politik simbolik bagi aktivis-aktivis pro kemerdekaan Papua,” ujarnya dengan mengambil contoh peningkatan penangkapan aktivis pro MSG di West Papua sebagai wujud nyata kekhawatiran tersebut.

Senada dengan itu, pejabat tinggi Solomon tersebut tetap menyerahkan keputusan keanggotaan West Papua di Melanesian Spearhead Group (MSG) kepada para anggota MSG sendiri.

“Ini kan sama saja dengan keanggotaan terhadap FLNKS-Kalaedonia Baru di MSG, persis, dan faktanya (keanggotaan) ini justru sejalan dengan pendirian MSG,” ujar pejabat senior itu.

Dia mengatakan Perancis juga pada awalnya tidak suportif terhadap gagasan FLNKS untuk bergabung ke MSG, “tetapi mungkin mereka sadar pentingnya membiarkan FLNKS mengangkat persoalan mereka di forum yang tepat,” ujarnya.

Solomon memiliki ikatan kebudayaan dan sejarah yang kuat dengan rakyat West Papua, sehingga, lanjut dia, “kami tidak bisa berpangku tangan ketika dugaan pelanggaran HAM mengemuka lagi dan lagi. Karena itu kami gunakan segala macam forum yang tepat untuk mengangkat masalah ini, bukan untuk intervensi tetapi mengingatkan diri kami sendiri atas kewajiban kami terhadap nilai-nilai dan prinsip unviersal tertentu.”(*)

West Papua resources fray discussed alongside climate

RadioNZ – A conference getting underway in Sydney today looks to address two major areas of concern to people in the Pacific region in the same sitting.

‘At the Intersection: Pacific Climate Change and Resource Exploitation in West Papua’ runs for two days, hosted by Western Sydney University and the University of Sydney’s West Papua Project.

The keynote speaker is Vanuatu’s Minister of Lands and Natural Resources, Ralph Regenvanu. Others attending include climate change scientists and West Papuan analysts.

The conference has been organised by Dr Cammi Webb-Gannon from Western Sydney University who said climate change and pernicious resource extraction in West Papua had a deep connection.

She said there was a need to find common strands of the two problems, and how it might it be useful to address them together.

“The Indonesian colonisation of West Papua is what has led to this gross resource exploitation, and the flow-on effects of human rights violations and environmental destruction in West Papua. So the two are very related,” she explained.

“They’ve never been discussed in tandem, but that’s the point of this conference, to do so.”

Dr Webb-Gannon said there were various critical issues that required attention.

She noted how the impacts of climate change throughout the Pacific Islands region highlight the importance of preserving West Papua’s rainforests from rampant logging and forest clearance.

“We want to question in this conference whether if we can halt or even stop some of the resource exploitation – whether that’s mining at Freeeport, gas mining along the coast of West Papua or even looking at reducing the land clearing in Merauke – then maybe this can help slow down Pacific climate change which is also quite alarming.”

The conference will utilise Open Space Technology to elicit creative strategies and policy advice from expert participants.

PM adjourns Parliament, six bills before committee

PRIME Minister Manasseh Sogavare has adjourned Parliament to November 14.

Six bills will be ready for deliberation by Parliament at the Second Reading stage when it resumes its final sitting for this year on the 14th of November.

The bills- Town and Country Planning (Amendment) Bill 2016, Land Surveyors Bill 2016, Child and Welfare Bill 2016, Adoption (Amendment) Bill 2016, Pacific Games 2023 Bill 2016 and Solomon Islands Tertiary Education and Skills Authority Bill 2016- were put through the First Reading Stage when Parliament convened yesterday morning for the final 2016 session.

After the first Reading of the Bills, Prime Minister moved a Motion of Special Adjournment seeking approval of the House to postpone the meeting to November 14 to allow the Bills and Legislation Committee to inquire into these bills and also for Cabinet to deliberate on the 2017 Budget and other bills to be brought to Parliament this session.

When moving the motion, the Prime Minister said:

“I would like to move that the adjournment of Parliament on Tuesday 2nd November 2016-the present meeting- shall stand adjourned till Monday 14th November 2016.

“The reason is that a number of bills have been submitted to Parliament and the Bills and Legislation Committee will need to inquire into before we can deliberate on them at the Second Reading stage when we resume our present meeting on November 14.

“This motion will also give a little more time for the Government to look at the (2017) Budget.

“There are also other bills including the Dual Citizenship Bill that still need to be submitted to Parliament. So we need that space of time to complete these tasks.”
