Vanuatu backs West Papuan bid for full MSG membership

The United Liberation Movement of West Papua has officially submitted an application for full membership in the Melanesian Spearhead Group

The Liberation Movement already has observer status in the regional group whose full members are Papua New Guinea, Fiji, Solomon Islands, Vanuatu and New Caledonia’s Kanaks.

The application was presented to the MSG Secretariat in Port Vila on behalf of the ULMWP by Vanuatu’s Special Envoy for the Decolonisation of West Papua to the Pacific Islands States, Lora Lini.

Ms Lini told Johnny Blades the application follows recent establishment of new membership criteria by a MSG sub-committee on regional and institutional issues.

Pilot Laut Vanuatu telah Menurunkan Ultimatum Terhadap NKRI 23 Desember 2004

Mulai tanggal 20 Desember 2004 sampai tanggal 10 Januari 2005 diselenggarakan sebuah Konferensi para Kepala Suku Melanesia, yang belum banyak orang West Papua ketahui. Padahal konferensi ini juga disponsori oleh sejumlah Kepala Suku dari Tanah Papua. [Kami maksudkan Tanah Papua ialah pulau New Guinea dari Raja Ampat sampai Samarai dan Trobian Islands]

Acara ini diorganisir oleh sebuah LSM Vanuatu bernama NKDT. Lembaga NKDT merupakan sebuah LSM yang dimiliki oleh para kepala-kepala suku seluruh Republik Vanuatu. Ketuanya, Mr. Lai Sakita mengorganisir pertemuan ini, disponsori oleh sejumlah menteri negara itu.

Dari Tanah Papua diundang: Dua toko West Papua, Dr. OPM John Otto Ondawame dan Mr. Rex Rumakiek sebagai tokoh OPM. Dari Tanah Papua ada dua orang Kepala Suku dan dua orang utusan khusus dari Panglima Teringgi TPN/OPM Gen. TPN Mathias Wenda.

Pertemuan para Kepala Suku dilakukan di dua tempat, yaitu di Lenakel, Pulau Tanna, dan di Port Vila, pulau Efate.

Konferensi ini diwarnai dengan perayaan Natal bersama para Kepala Suku 25 Desember 2004 dan Perayaan bersama Tahun Baru 01 Januari 2015.

Sidang-sidang yang diselenggarakan dalam konferensi ini terbagi dua setting. Yang pertama setting LSM, di mana para tokoh Papua Merdeka dan LSM Melanesia diberikan kesempatan untuk bertukar-pikiran dan melakukan kegiatan-kegiatan LSM seperti seminar, lokakarya dan pidato-pidato.

Setting kedua ialah Rapat Para Kepala Suku, yang diselenggarakan dari pagi sampa selama-lamanya, hingga tertidur, di honai-honai adat yang disediakan oleh para Kepala suku setempat.

[Perlu diketahui bahwa Honai Adat di Vanuatu pada umumnya di bawah Pohon Beringin. Nama dalam bahasa Bislama Vanuatu disebut Nakamal. Salah satu Nakamal, atau Nakamal Induk buatan pemerintah dari semua Nakamal asli ialah Namamal Malvatumauri di mana dibentuk United Liberation Movement for West Papua atau ULMWP. Tentang layout dan setting Rumah Adat suku-suku Vanuatu tidak perlu dijelaskan di sini, karena perlu blog tersendiri.]

Ada Pohon Beringin terbesar baik di Port Moresby maupun di Lenakel yang dijadikan sebagai Nakamal. Di Port Vila terletak di Freshwota Field, dan di Lenakel tepat di tempat pengolahan Tanna Coffee.

Banyak pidato disampaikan, banyak kemampuan adat ditampilkan, banyak tarian ditunjukkan, banyak pidato disampaikan, dengan cara-cara khas Kepala Suku Melanesia. Utusan dari West Papua teringat bagaimana cara para Kepala Suku berbicara di kampung-kampung, secara silih berganti, secara sambung-menyambung, secara balas-membalas, dengan cara berdiri dan bicara, lalu duduk kembali ke lokasi kerumunan anggota sukunya.

Dari sejumlah pidato itu, ada satu orang yang muncul, umurnya tidak terlalu tua, sekitar 30 tahun. Orangnya kekar, sangat Vanuatu tampilannya. [Sekedar diketahui, orang Vanuatu sama dalam tampilan dengan orang New Guinea dari Kerema, Yalimo, Kayu Pulo, Depapre, Wandamen, dan sebagian kecil seperti orang Pegunungan Tengah juga ada. Khususnya pulau Tanna ialah pulau yang dipenuhi oleh orang-orang Vanuatu mirip orang pegunungan New Guinea. Orang-orang seperti Lai Sakita dan Joe Natuman adalah orang Tanna. Di era Joe Natuman-lah WPNCL didorong untuk mendaftarkan diri di MSG. Di era beliau-lah ULMWP dibentuk. Di era beliau-lah ULMWP diterima sebagai anggota peninjau. Itulah sebabnya Joe Natuman dilengserkan oleh NKRI dan negara Barat yang selama ini menikmati emas, perak, gas dan lainnya dari Tanah Papua lewat NKRI

Pada tanggal 24 Desember 2004, sang Kepala Suku ini bertutur:

Saya adalah seorang pilot. Ya, pilot adat. Saya bertugas menerbangkan pesawat-pesawat tempur, untuk menghadapi berbagai macam jenis musuh manusia Melanesia. Saya sudah bertemu kalian semua di seluruh Melanesia. Kalian tidak mengenal saya, tetapi saya mengenal kalian semua.

Ya, saya pilot, tetapi saya punya tugas menerbangkan pesawat di dalam laut. Ya, saya terbang di laut.

Mulai hari ini, penerbangan akan terus saya lakukan, dari ujung Melanesia sampai ke mana-mana saja, di tempat-tempat di mana orang Melanesia dijajah, dikuasai, dikuras dan dibubuh.

Penerbangan ini dimulai tanggal 25 Desember 2004, dan akan berakhir setelah West Papua merdeka dari NKRI.

Oleh karena itu, saya akan berhenti terbang hanya setelah para Kepala Suku West Papua datang kembali dan memerintahkan saya berhenti. Sebelum itu, saya akan terus dan terus, dan terus terbang, sampai Papua Merdeka, ya sampai Papua keluar dari Indonesia.

Bagaimana kalau takhayul itu terbukti dan benar-benar dialami orang manusia modern yang rasional ini?
Bagaimana kalau yang dibilang takhayul itu justru beresiko menelan korban jiwa manusia, yang adalah rakyatnya sendiri?

Presiden Kolonial Joko Widodo kiranya diberitahu juga oleh SBY dan Megawati Sukarnoputri tentang apa yang sebenarnya sedang terjadi. Kalau tidak, pemimpin kolonial NKRI akan menipu rakyatnya sendiri, padahal nyawa rakyatnya sendiri menjadi tumbal atas politik yang kotor dari para pemimpin negara.

Referendum Kanaky dimenangkan oleh kelompok pro Prancis karena enam hal:

1. Kriteria peserta Referendum dalam perjanjian tidak diatur secara tegas.

2. Kriteria Migran Eropa dan Asia sebagai peserta referendum dengan alasan lama tinggal.

3. Perjanjian referendum dibuat tahun 1988 dan Referendum dilaksanakan 2018 maka generasi yang menginginkan kemerdekaan sebagian telah meninggal dan telah banyak perubahan selama 30 tahun.

4. Selama 30 tahun itu pemerintah Prancis telah mengubah banyak kebijakan lebih lunak dan manusiawi.

5. Jumlah migran terus meningkat, asimilasi melalui perkawinan campuran dan penduduk asli menjadi minoritas.

6. Pendata penduduk peserta Referendum tidak adil karena sekitar 30. ribu penduduk asli tidak terdaftar.

Di mana enam hal ini telah membawa kehilangan kemerdekaan terhadap pendduduk asli Kanaky.

Keabsahan Keanggotaan RI di MSG Dipersoalkan

HONIARA, SATUHARAPAN.COM – Wakil Perdana Menteri Solomon Islands, Manasseh Sogavare, mengangkat isu keabsahan keanggotaan Indonesia di Melanesian Spearhead Group (MSG) ketika mendapat kesempatan menjawab pertanyaan seorang anggota parlemen dalam sidang yang berlangsung di Honiara, ibukota Solomon Islands, kemarin (05/03).

Menurut Sogavare, Perdana Menteri Fiji, Frank Bainimarama, harus meminta maaf kepada negara-negara anggota MSG karena telah meloloskan pengakuan Indonesia sebagai anggota associate MSG.

Ia mengatakan, PM Fiji, Frank Bainimarama, harus meminta maaf kepada negara anggota MSG karena mengakui Indonesia sebagai anggota associate yang sama sekali tidak prosedural.

“Tidak ada konsensus dalam penerimaan Indonesia oleh negara-negara anggota,” kata Sogavare, yang pernah menjadi ketua MSG dan pernah pula menjadi PM Solomon Islands.

Dia mengatakan keputusan menerima RI sebagai anggota associate hanya dilakukan sendirian oleh PM Fiji dan memaksa negara-negara anggota lainnya untuk mendukungnya.

Sementara itu, ia melanjutkan, ketika tiba pada permohonan keanggotaan United Liberation Movement for West Papua (ULMWP), PM Fiji berbicara lain. Ia, kata Sogavare, mengedepankan tentang kriteria ketat untuk menjadi anggota.

Hal itu, lanjut Sogavare, menjadi kesulitan yang berlanjut bagi ULMWP untuk menjadi anggota penuh MSG.

Padahal, Sogavare mengatakan, aplikasi ULMWP konsisten dengan aplikasi Front Pembebasan Nasionalis Sosialis (FLINKS) Kaledonia Baru saat mereka mengajukan keanggotaan.

Sogavare mengatakan hal itu menjawab pertanyaan anggota parlemen dari Aoke, Langalamnga Matthew Wale, yang bertanya kepada PM Rick Hou perihal ucapannya di Port Moresby Papua Nugini, beberapa waktu lalu. Ketika itu Rick Hou meminta maaf kepada anggota MSG lainnya, atas hubungan yang kurang harmonis antara Solomon Islands dan negara-negara anggota lainnya sebelum ini.

Sogavare mengatakan MSG adalah badan politik murni untuk membebaskan Melanesia dari penjajahan. Tetapi belakangan ini bukan itu yang berlangsung karena kepentingan-kepentingan telah bergeser dari tujuan fundamental pembentukannya.

Sogavare mengatakan, jika MSG berpegang pada tujuan dan prinsip-prinsip pendirian yang dianut oleh pemimpin MSG yang memulai organisasi, tidak akan ada kesulitan untuk mengakui keanggotaan penuh ULMWP.

Dia mengatakan ULMWP adalah entitas politik yang mewakili masyarakat adat Papua yang merupakan orang Melanesia, jadi tidak ada masalah untuk mengakui keanggotaan penuh mereka dalam MSG.

“Hubungan dekat Fiji dengan Indonesia menyabotase kerja MSG dan keanggotaannya di MSG bukanlah kepentingan politik tapi ekonomi,” lanjut dia, seperti diberitakan oleh media online Solomon Islands, Solomon Star.

Dia menyimpulkan bahwa Fiji dan Papua Nugini sangat mendukung Indonesia, oleh karena itu hubungan mereka terus menyabotase kerja MSG untuk menegakkan tujuannya.

Tanda Tanya tentang Sikap Resmi Solomon Islands

Belum jelas seberapa kuat ungkapan Manasseh Sogavare ini mencerminkan sikap resmi pemerintah Solomon Islands. Saat ini PM Solomon Islands adalah Rick Hou, yang sejauh ini menampilkan sikap lebih lunak dalam soal isu Papua. Seusai dilantik menjadi PM tahun lalu menggantikan Sogavare yang dijatuhkan karena mosi tidak percaya, Rick Hou mengatakan dirinya akan lebih fokus untuk menangani masalah-masakah dalam negeri.

Selama KTT MSG di Port Moresby, bulan lalu, Rick Hou tampak bersikap moderat dan sama sekali tidak berbicara tentang aplikasi keanggotaan ULMWP. Belum lama ini beredar info bahwa hubungan Rick Hou dengan Sogavare, yang juga adalah menteri keuangan, tidak harmonis. Sudah beberapa bulan mereka tidak saling menyapa dan bercakap-cakap. Tetapi info ini kemudian dibantah oleh keduanya, lewat sebuah siaran pers bersama.

Di akhir sidang MSG Februari lalu, Rick Hou ketika mendapat kesempatan bicara menyampaikan permohonan maaf karena selama keketuaan Solomon Islands di MSG — di masa pemerintahan Sogavare — negara itu telah membuat hubungan kurang harmonis dengan sesama anggota. Walau tidak dia sebut apa penyebab hubungan harmonis itu, dugaan diarahkan kepada getolnya Sogavare memperjuangkan aplikasi ULMWP untuk diterima di MSG. Pernyataan Rick Hou ditafsirkan sebagai melunaknya sikap Solomon Islands atas isu Papua.

Indonesia Menganggap Jalan ULMWP Sudah Buntu

Sementara itu Indonesia berulang kali menegaskan bahwa mustahil ULMWP dapat diterima sebagai anggota tetap di MSG.

Dikembalikannya aplikasi ULMWP untuk dibahas di sekretariat MSG pada kTT di Port Moresby, Februari lalu, menurut Ketua Delegasi Indonesia ke MSG, Desra Percaya, menunjukkan ketidaklayakan ULMWP bergabung dengan MSG sebagai anggota penuh.

Dalam siaran persnya, Desra Percaya, yang juga adalah Direktur Jenderal Asia Pasifik dan Afrika Kementerian Luar Negeri, mengatakan sejumlah pemimpin MSG kembali mempermasalahkan keinginan ULMWP untuk menjadi anggota MSG. Para pemimpin MSG, kata dia, menyepakati guidelines keanggotaan dan mengembalikan aplikasi kelompok ULMWP ke Sekretariat.

Dengan perkembangan tersebut, kata Desra Percaya, masih perlu dilakukan pembahasan khusus terkait substansi kriteria keanggotaan dengan menerapkan kembali mekanisme semestinya, yaitu melalui forum tingkat pejabat tinggi, menteri dan terakhir diusulkan ke para pemimpin.

Desra Percaya meyakini keinginan ULMWP tidak akan terwujud. Dengan pengambilan keputusan secara konsensus serta dukungan kuat dari sahabat Indonesia di MSG yang menghormati dan junjung tinggi prinsip-prinsip dan tujuan organisasi, khususnya terkait penghormatan kedaulatan dan integritas wilayah, kata dia, aplikasi keanggotaan oleh kelompok tersebut akan selalu menghadapi jalan buntu dan tidak mungkin terealisasi.

“Hasil KTT MSG 2015 jelas menegaskan bahwa kehadiran kelompok separatis tersebut di MSG hanyalah sebagai salah satu peninjau mewakili sekelompok kecil separatis yang berdomisili di luar negeri,” tambah Desra Percaya.

“Pernyataan kelompok separatis yang mengaku sebagai perwakilan resmi masyarakat Papua di MSG, tentunya sangat tidak adil bagi 3,9 juta penduduk Propinsi Papua dan Papua Barat,” lanjut dia.

“Lebih dari dua juta warga provinsi Papua dan Papua Barat selama ini telah menjalankan hak demokratisnya dengan bebas dan adil. Aspirasi seluruh rakyat kedua propinsi tersebut terwakili dalam sistem demokrasi terbuka yang ada di Indonesia.”

Pengaruh Indonesia di MSG belakangan ini semakin signifikan dengan terungkapnya bantuan RI untuk membiayai operasi sekretariat MSG.

Dalam beberapa tahun belakangan, tatkala keketuaan MSG dipegang oleh Solomon Islands, kantor sekretariat organisasi ini yang berada di Port Villa, Vanuatu, mengalami kesulitan keuangan. Penyebabnya, sejumlah anggota belum membayar iuran tahunannya.

Namun, Indonesia yang berstatus associate member, telah membantu roda operasi sekretariat dengan mengucurkan dana dan bantuan lainya. Menurut Sade Bimantara, jurubicara Kedutaan Besar Indonesia di Australia, Indonesia telah mengucurkan dana yang merupakan kontribusi tahunan.

Selain itu, Indonesia juga membantu pengadaan kendaraan dan barang-barang lainnya yang diperlukan sekretariat.

“….kami telah memberikan kontribusi tahunan kami, terlebih lagi kami juga membantu sekretariat dalam pengadaan kendaraan dan barang lainnya untuk sekretariat mereka,” kata Sade Bimantara, dikutip dari radionz.co.id.

“Ya, jadi kami telah membantu mereka secara finansial juga,” kata Sade Bimantara, yang dalam KTT MSG ke-21 di Port Moresby, pekan lalu, menjadi salah satu anggota delegasi Indonesia.

Indonesia juga gencar menjalin berbagai kerjasama dengan negara-negara anggota MSG, termasuk dengan Solomon Islands yang vokal mengkritisi kebijakan RI atas Papua.

MSG adalah sebuah kelompok negara-negara Melanesia di Pasifik Selatan yang keanggotaannya terdiri dari Papua Nugini, Fiji, Solomon Islands, Vanuatu dan FLNKS Kaledonia Baru. Indonesia berstatus sebagai anggota associate sedangkan ULMWP berstatus sebagai observer.

Chiefs Day celebration at Ohlen Matakeru

The Chiefs Day celebration on March 5, 2018 at Ohlen Matakeru Mataso Island Community in Port Vila was reported to be a success.

The day began with a forum in the morning run by a member of the Port Vila Town Council of Chiefs on the role of a chief inside a community and the duties of a chief.

The main program began in the afternoon attended by the chiefs and their people and Member of Parliament for Port Vila who himself comes from the Shepherds Group, Kalo Seule, with the opening led by the Covenant Church Choir, which led the people to the main nasara with singing.

Chairman of Ohlen Matakeru community, Peter Tarisong, began the speeches with a welcome to everyone attending. His was followed by speeches from the chiefs five nasaras of Ohlen Matakeru representing the nasaras of Mataso Island.

Chairman Tarisong said the chiefs of the other islands also shared their thoughts on the role of the chiefs in a community. And the main speech for the day was given by MP Kalo Seule.

The chiefs cut a cake for the day and then joined in a kava ceremony followed by dinner for everyone at night with a program enjoyed by women and children until closing at 9 pm.

Pursuing freedom for West Papua

John Gratton Wilson has taken his message about the plight of the West Papuan people to the world. KATRINA LOVELL reports about his connection to a country he says few people know about.

Every day Warrnambool’s John Gratton Wilson will put on one of the 10 T-shirts in his drawer that contain slogans calling for freedom for West Papua.

Even if it is hidden under his jumper in winter, you can be sure he is probably wearing one.

The message emblazoned on the T-shirt sits right across his chest in a symbolic gesture towards a topic that he holds close to his heart. John is passionate about the issue and he is not afraid to tell anyone who will listen. “Some people call it an obsession,” he said. “I’m a 71-year-old activist.

“Most of the world wouldn’t have a clue where West Papua is.”

John will wear one of those T-Shirts, no matter where in the world he might be.

“I’ll go to other parts of the world to let the Indonesians know that we’re not happy,” he said. “I’ve been to Vanuatu, I’ve been to New Zealand, I’ve been to Washington, been to Prague.

“I go to the Indonesian embassies in those countries, fly the flag and wear the T-shirt.”

He said the T-shirts had attracted many positive reactions from the strangers he will pass by while on his travels, whether that be in Spain or Cuba. “I will often get the thumbs up,” he said.

Just three months ago when he was in Prague, he went to the Indonesian Embassy and stood on the footpath outside with his flag and was very vocal about calling for freedom for West Papua. John said he was just wrapping up his flag and getting ready to leave when the police turned up, followed by an intelligence officer a few minutes later.

“They speak Czech and I speak English. There was a bit of argy-bargy that went on – I was supposed to get a permit to demonstrate. Nothing came of it and I walked back home,” he said. John said somebody had to make the world aware of what was going on in West Papua.

In June, while he was visiting his daughter in Canada he took his flag down to the harbour where the cruise ships arrive, and for an hour or so for four days he raised the Morning Star flag on a stick and talked to anyone who would listen.

On his last day, after being told by security to move on, he stopped an elderly couple in their 90s and discovered the man had been a marine stationed in West Papua during World War II. “He said: ‘Bloody glad someone’s working to help the poor buggers we left behind,” John said.

“I mean damn it, these people helped our troops in the Second World War. They were also helping the Americans and the Dutch and the English stave off the Japanese invasion of Australia. They made a significant contribution,”

he said.

This year for the first time the south-west branch of the Australian West Papua Association marched in Warrnambool’s Anzac Day parade in honour of their efforts, and also participated in Rememberance Day.

John, who moved to Warrnambool about two years ago after living in Mortlake for 36 years, has the Morning Star flag permanently flying above his house. “I did the same in Mortlake, and it gets a bit tattered,” he said.

A new flag arrived in the mail late last month just in time to fly on December 1, the anniversary of the day the Dutch declared the country’s independence and its Morning Star Flag was first raised. John said people in West Papua were now not allowed to fly the Morning Star flag in their own country. “If they can’t do it, I’ll do it for them,” he said.

A gathering on the Civic Green on December 1 included a flag-raising ceremony and a choir sang the West Papua national anthem. He said the flag-raising ceremony had been taking place in Warrnambool for about two decades, and the south-west branch of the the Australian West Papua Association has about a dozen members who raise awareness of the plight of the people in West Papua.

John said he had written many letters and emails to Australian Foreign Affairs Minister Julie Bishop, but had never received a reply. He said both major parties had ignored the issue.

The group also raises money from selling T-shirts, badges and book stalls to send to West Papuan refugees who are in camps on the border in Papua New Guinea. The money goes towards helping the refugees with their health and education needs.

John said he only learned about the situation in West Papua after the 2004 Boxing Day tsunami which killed 250,000 people, mainly in Sumatra and Aceh.

“We put our hand in our pocket, we didn’t have a lot of money. I think we gave $400 to the tsunami relief,” he said.

John said an Amnesty International report from about five years ago found that at least 100,000 people had been killed in West Papua since the 1960s. “That’s 40 people a week for 50 years,” he said, although he believes locals put that figure as high as 200 a week and consider it a genocide.

In 2011, John visited West Papua on a bird-watching trip to the Arfak Mountains.

“It was like Kokoda, it was very tough. On the first day of the trip the bird guide went into the bush, grabbed a stick and whittled this stuff on it with his machette, great big bush knife, and then came over to me and put it in front of me. And while he had his hand on it, I grabbed the stick and I said ‘Papua merdeka stick’ and his face lit up. Somebody else knew what was going on in his country,” he said.

Merdeka means Papua freedom, and the stick forms part of John’s collection of West Papuan items which also includes a whole shelf in his book case filled with books, DVDs and CDs.

John is also passionate about conservation and sustainabilty, and while he has an electric car it is also a chance to drive home his message about West Papua. The number plate reads: “WPAPUA”.

He has only been to West Papua once. “I don’t imagine they would let me in again,” he said, admitting that he didn’t expect to get a visa when he went in 2011 after he’d written so many letters to the embassy.

His passion for the West Papuan people increased after his visit, and fighting stage four prostate cancer that has metastisised and spread to the lymph sytem and bones hasn’t dampened his enthusiam.

“Sooner or later it’s going to catch up with me. I just keep on. You can’t give up on these people.”

He said the United Nations was the only one who could fix the situation in West Papua after it gave the approval for Indonesia to take over the region in 1963 .

“For the locals it’s all been going down hill ever since,” he said. “It’s right on our door step. West Papua is closer to Queensland than we are to Melbourne. Apart from Papua New Guinea it’s our nearest neighbour and we look the other way.”

John said he has been heartened by the growing support for self-determination for the indigenous rightful owners of the land. He said while he was also concerned about the injustices towards other indigenous populations around the world, his focus was on West Papua because it is Australia’s closest neighbour.

PS Koanapo says issue of West Papua now gone beyond the region

The issue of West Papua self-determination and violations of human rights has now progressed beyond the South Pacific islands region, says the Parliamentary Secretary (PS) for the Prime Minister’s Office, Johnny Koanapo. He said the issue that had Vanuatu as its lone advocator for many years and then Solomon Islands during the last two years now has the support of six other countries of the region from Micronesia and Polynesia.

PS Koanapo met the media with the intention of the government is to brief the people on how much work government has undertaken on the issue of West Papua.

“I wish to say that the government has done a lot of work on the issue of West Papua since the Charlot Salwai government came in in 2016 and the issue remains high on government’s international political agenda.

“There are a lot of arguments that government has not done enough on the issue of West Papua, but when we look at the events that government through the Prime Minister and the Council of Ministers have endorsed Vanuatu’s participation, there were many.”

In March this year, the Council of Ministers under the leadership of Prime Minister Salwai, appointed Honorable Ronald Warsal (Minister of Justice and Community Services) to attend the Human Rights Council meeting in Geneva and Koanapo went with him when Vanuatu delivered a statement on behalf of the Pacific Islands Coalition for West Papua.

“May be, many people who have been dealing with the issue of West Papua, especially our former leaders like Barak Sope, Donald Kalpokas, the late Edward Natapei, Joe Natuman former Prime Minister now Deputy Prime Minister, have been walking with the people of West Papua for a very long time.

“And when we look at the political backup the people of Vanuatu give to the colonized people of West Papua, there’s only one country in the world that has been standing behind people who living under colonization by Indonesia. That country is Vanuatu. Vanuatu is the only country in the Pacific that is standing behind the people of West Papua.

“And then at the Melanesian Spearhead Group (MSG) Leaders’ summit held in 2015 in Honiara, at that time Solomon Islands government through Prime Minister Manasseh Sogovareh came on board. And then as PM Sogovareh said to me when I represented government at that time when I was Director General of Foreign and also represented the country at the minister’s level that the position or stand the government of Solomon Islands is taking is inspired by the position and stand the Vanuatu government has taken since day one on the since to West Papua to this day.

“So, instead of just one I the Pacific, there was two. That’s the Vanuatu government and the Solomon Islands government. Then the Solomon Islands government spearheaded with the support of Vanuatu on the margins of the meeting of June July last year when PM Charlot Salwai attended the establishment of what we call the Pacific Islands of West Papua (PIWP) and then other countries of Micronesia and Polynesia have come on board. Altogether eight countries – Vanuatu, Solomon Islands, Nauru, Marshall Islands, Palau, Tuvalu, Kiribati and Tonga. So, Vanuatu, as the lone fighter, now has seven countries behind it for backup on the issue of West Papua.

“As a result in March this year, government through the Council of Ministers appropriated for Vanuatu’s participation at the Humans Rights Council meeting this year in Geneva. So, Minister Warsal and I went to the meeting where Honorable Warsal delivered a very strong statement. It was a political statement on behalf of BIGWIP members in the Pacific.

“I also wish to mention that when we have this coalition, Vanuatu’s strategy is for us to try shift advocacy for the issue of West Papua beyond the region. When we were introducing the issue at MSG, Vanuatu was the only country behind it.

“I am briefing us today as a former director general of the Ministry of Foreign Affairs, who has been behind much of the speeches and writings, to say that I’ve never seen before a government that has taken the issue of WP so strongly as the government of Charlot Salwai and Joe Natuman is making today.

“There are reasons for this. In the past governments tended to take different kinds of approaches. Some prefer for us to take a stronger diplomatic approach at the international level to lobby. Some prefer we have more dialogue with the colonizing power, Indonesia since 1962 to today that they continue to colonize the people of West Papua.

“So, the government of Charlot Salwai also appointed a special envoy. This special envoy was our Ambassador at the European Union, Ambassador Roy Micky Joy, to help lobby at the European Union jurisdiction and he also helped to lobby at the African Union. And he also helped to lobby at the Caribbean. We have divided this task and it is the first time.

“During my 16 years in office at the Foreign Affairs, I see that this government is very serious about the issue of West Papua.”

“Maybe the Opposition has some views that government may not be advancing, but I have not seen any opposition in the past with the credentials to advance this issue, except this government today has moved this issue on more than ever. I say this with a lot of confidence that the issue of West Papua today has already moved beyond the region,” the PS for the PM’s Office said.

“This government when it came in, it took this issue from being a bilateral issue just of Vanuatu, but a regional issue, which we have moved beyond the level of MSG in which we have differences of opinion on how we deal with the issue of West Papua because the diplomatic of Indonesia is strong. This made Vanuatu the only country in MSG to push the issue ahead. But the issue has now moved beyond the jurisdiction of MSG,” he said.

“It has moved to the level of the Forum and has become a regional issue. And if you see how the issue was listed in the South Pacific Islands Forum meeting last week to deal with out of 14 issues, one of them is West Papua.”

“I wish to take this opportunity to commend the Secretary General of the Pacific Islands Forum, Dame Meg Taylor, a very proactive SG who understands the situation of the people of West Papua who are colonized and continued to face human rights abuses on the own land. I note too that when we were at the Pacific Islands Forum last year, PM CS made a lot of bi-laterals with many countries and he talked about the issue of West Papua, for it to come before the Forum Leaders retreat. And at the retreat, PM Salwai took the lead on the issue of West Papua. Because the PM of Solomon Islands was not present so PM Salwai had to do the lobby and he continued to put the issue on the table and he continued to advocate for the issue to come before the United Nations.

“On the level of the work that the government has done, PM Salwai also appointed me as his Special Emissary for me to undertake shuttle diplomacy in the region, starting last month when the Pacific Islands Foreign Ministers meeting was held in Suva, I went there special emissary of the PM to present a case at bi-laterals of member countries to talk about the importance of how PM Salwai and PM Sogovareh see the issue of West Papua.

“I also wish to mention to the people of Vanuatu to understand that when the government of today says that we are shifting the issue of West Papua beyond MSG and beyond the region, it simply means also the level of work government is making outside of the region. In around June this year, at the ACP Ministerial meeting in Brussels, the government assigned me to attend this ministerial meeting with Minister Ralph Regenvanu, and because Minister Regenvanu was engaged with other assignments, I undertook this assignment on behalf of Vanuatu where I tabled the issue of West Papua for the first time in history as an agenda at the ACP Ministerial in Brussels, Belgium.

“I also wish to place on record for the people of Vanuatu to know that government also assigned Ambassador Roy Mickey Joy to do this work in his capacity at the Committee of Ambassadors at the process of ACP to table the issue of West Papua at the Committee of Ambassadors level. The Committee of Ambassadors is comprised of Ambassadors and senior officials of countries based in Brussels to continue to discuss the agenda and formulate resolutions to come to the Ministerial level and at the Ministerial they took up this agenda before it reached the leaders’ level.

“It was the first time too I lobbied with the Secretary General of ACP to continue to maintain this agenda item at the ACP.

“I believe strongly that the government will continue to participate at upcoming ministerial meetings and this issue continues to feature prominently in the agenda of ACP.

“At the same too, with the help provided by the Vanuatu government mission in Brussels, we see a website totally dedicated to ACP and European members to access information on what is happening in West Papua. We all know that today West Papua is a flashpoint, an area of conflict between Melanesia and the Asians, but not country is willing to take this up. We all know too that West Papuans today face a reality of genocide including cultural genocide where thousands of Indonesians everyday flock into West Papua with their immigration policy, which means that the Melanesians will find themselves already a minority in their own land. This is the reason why the people at the time of the New Hebrides were afraid of at that time pushed to have our independence because our land was alienated so much that we were afraid of losing it and our identify. This is an opportunity that the West Papuans have today.

“West Papuans continue to be exposed to human rights abuse and it is sad to see that not every country want to take up this issue.”

“I wish to assure the people of Vanuatu that PM Salwai is making everything necessary and we work under him, the PM assigns us with the mandate to make sure that the voice of the voiceless is heard around the world. And today for the first time, in the last two months the lobby pushed by Vanuatu has reached the Caribbean and today I also wish to say that seven countries in the Caribbean out of 15 are behind the issue of West Papua today. And we continue to lobby with the African Union and I believe that in the coming months the government of Vanuatu will continue to push in the African Union so the countries of Africa are more aware of the issue of West Papua.

“Interestingly, when I conducted a bilateral in June with the government of Belgium, they said they were never aware of West Papua. The issue of West Papua is an issue hidden under a carpet because the press was never allowed to go freely to see the people and to hear from them what happened and their views on the destiny they see for themselves. It is a sad reality that is there.

“The issue now has progress to the international stage and I say this with a lot of confidence that the issue has never taken so much international attention as it is today simple because the government is serious about, there is no second opinion on it as to whether the government will take up the issue or not.

“The government has taken on this role because it is a global country and we are global citizens with obligations to defend such things as human rights, which are parts of the rights of a human being.

In addition to all these, the Prime Ministers of Vanuatu and Solomon Islands are organizing a side event at the UN General Assembly in New York next week to continue to lobby for West Papua, so that when leaders make their political statements at the GA these will reflect these efforts.

Sekjen PIF berjanji isu West Papua akan didengarkan oleh pemimpin PIF

Jayapura, Jubi – Sekretaris Jenderal Forum Kepulauan Pasifik (PIF), Dame Meg Taylor, berjanji kepada demonstran yang berdemo dihadapan pemimpin dan delegasi PIF lainnya bahwa suara mereka tentang West Papua akan didengar oleh para pemimpin yang menghadiri Pertemuan Pemimpin PIF ke-48 minggu ini.

Dame Meg menyampaikan janji itu saat dia secara pribadi menemui para demonstran di depan Hotel Samoa Sheraton Aggie Grey, Senin (6/9/2017) pagi.

“Papua Barat mungkin tidak memiliki kursi di meja Forum Pemimpin Pasifik minggu ini namun mereka tidak dilupakan oleh orang Samoa,” kata pemimpin demonstrasi tersebut, Unasa Iuni Sapolu, Kamis (7/9/2017).

Unasa yang merupakan seorang pengacara terkemuka di Samoa mengatakan para demonstran adalah anggota Serikat Pekerja Selandia Baru, Serikat Petani Samoa, Pejuang Iklim Pasifik dan para pendukung Free West Papua, bergabung untuk berdemonstrasi di luar pertemuan PIF.

“Sekretariat Forum Dame Meg Taylor secara pribadi menemui para demonstran sebelum berangkat ke Sheraton,” kata Unasa.

Para demonstran meneriakkan “Freedom for West Papua” dan menyanyikan lagu-lagu perjuangan dari Mau.

Para demonstran menyampaikan pesan mereka dengan keras dan jelas kepada para delegasi, para pemimpin dan delegasi lainnya saat anggota PIF berangkat ke Sheraton untuk memulai hari pertama perundingan resmi setelah pembukaan malam sebelumnya.

Namun karena para demonstran ini tidak memiliki izin berdemo, polisi setempat meminta mereka mengurus izin terlebih dulu.

Jerome Mika dari Serikat Pekerja Selandia Baru lalu berbicara dengan Unasa dan setuju untuk meninggalkan daerah tersebut sampai ijin dapat diproses.

Kelompok demonstran ini datang kembali sore hari untuk melanjutkan aksi mereka setelah izin didapatkan.

“Jika ada masalah legalitas aksi kami maka kami akan meminta polisi untuk mengkonfirmasi secara tertulis dan menyebutkan apa tindakan kejahatan yang tidak boleh kami protes,” kata Mika. (*)

Gen. WPRA Mathias Wenda, Selamat Terpilih Kembali menjadi Perdana Menteri Papua Timur

General WPRA Mathias Wenda dari Markas Pusat Pertahanan (MPP) West Papua Revolutionary Army (WPRA) menyampaikan Surat Selamat atas kemenangan menjadi Perdana Menteri terpilih Hon. Peter O’Neill MP pada tanggal 3 Agustus 2017 dan disumpah sebagai PM Papua New Guinea pada tanggal yang sama.

Dalam surat dimaksud disebutkan kepercayaan rakyat Papua di bagian timur pulau New Guinea menunjukkan ada restu langsung dari Sang Klalik Langit dan Bumi pulau kita, karena apa yang telah dimulai yang terhormat Perdana Menteri Papua New Guinea selama lima tahun lampau telah membawa banyak manfaat bagi bangsa Papua di pulau New Guinea di bagian Timur dan Barat pulau ini.

Sebagai orang tua, dan sebagai pemimpin revolusi bangsa Papua di bagian barat Pulau New Guinea, Gen. Wenda menyebutkan sejumlah hal yang telah dilakukan oleh Peter O’Neill selama ini, yaitu pertama-tama dan terutama, mengakui secara terbuka di depan para kum ibu dari gereja-gereja di Papua New Guinea pada saat mereka melakukan demonstrasi di hadapapan yang terhormat PM Papua New Guinea, bahwa “ya benar ada masalah pelanggaran HAM di West Papua, dan hal itu perlu di-address“.

Pengakuan tentang “ada masalah di West Papua, masalah Hak Asasi Manusia di Tanah Papua, pengakuan seorang pemimpin politik, pemimpin negara di pulau New Guinea atas masalah yang telah lama, selama para perdana menteri sebelumnya selalu disembunyikan, dianggap sebagai aib, diperlakukan sebagai berita pembawa kutuk atau malapetaka, adalah sebuah tindakan bersejarah, bermartabat dan akan dikenang semua anak-cucu bangsa Papua di pulau New Guinea.

Pengakuan atas situasi real di atas tanah leluhur bangsa Papua menjadi pintu masuk, dan sekaligus pintu keluar bagi persoalan HAM dan perjuangan kemerdekaan bangas Papua di bagaian Barat pulau New Guinea yang telah melewati setengah abad ini. Menyusul pengakuan yang terhormat Peter O’Neill telah terjadi peristiwa-peristiwa yang kami bangsa Papu adi bagian barat menyebutnya sebagai “mujizat-mujizat” susulan, yang kami sebut sebagai perkembangan lanjutan sampai kepada Komunike MSG (Melanesian Spearhead Group) dan Resolusi PIF (Pacific Islands Forum), disusul dengan pembentukan ULMWP (United Liberation Movement for West Papua) dan PICWP (Pacific Islands Coalition for West Papua).

Hal kedua yang saya, Gen. Mathias Wenda sebagai orang tua catat adalah langkah yang terhormat O’Neill untuk menerapkan “politics of engagement”, bukan “politics of blame” atau “politics of pointing fingers”. “Politics of engagements” adalah pendekatan politik mutakhir, yang diterapkan oleh banyak pemimpin modern, yang telah banyak membawa manfaat stabilitas kawasan dan kedamaian hidup.

Kami sebagai orang tua, yang memegang komando perjuangan kemerdekaan West Papua telah menekan dan memerintahkan kepada seluruh pejuang Papua Merdeka, atau perjuangan saya politik Papua Merdeka supaya mengikuti dan menindak-lanjuti pendekatan yang telah dengan jelas-jelas ditunjukkan oleh PM Peter O’Neill selama ini. Kami juga berdoa agar anak-anak pejuang Papua Merdeka akan mengikuti langkah PM O’Neill di masa lima tahun mendatang.

Tindakan gertak sambal, ancam-mengancam, emosional dan saling menuduh adalah cara-cara berkomunikasi nenek-moyang kita, yang kita juga warisi saat ini. Tetapi dalma konteks peta politik global dan kawasan, kita perlu dengan arif belajar dari peraban modern dalam cara kita berkomunikasi dan melakukan dialgoue. Langkah O’Neil’ akan terus kami dukung, sampai Papua Merdeka, berdaulat di luar NKRI.

Yang ketiga, selain mengikuti trend diplomasi dan politik modern, PM O’Neill selama ini mengedepankan kearifan lolak milik bangsa Papua, menggunakan pendekatan komunikasi dan komunikasi, yang dikenal di budaya Melayu sebagai Musyawarah untuk Mufakat. Saya harus akui, slogan “musyawarah untu mufakat” hanya ada dalam istilah dan kata-kata di Indonesia, akan tetapi hal ini nyata dan dipraktekkan oleh yang terhormat Peter O’Neill sendiri selama ini dan disaksikan oleh sekalian manusia di dunia.

Dalam surat ini, Gen. Wenda juga menyampaikan terimakasih kepada Peter O’Neill yang telah memberikan hak kepada bangsanya sendiri dari bagian barat pulaunya sendiri, untuk menjadi Warga Negarea Papua New Guinea. Sudah lama kita diberitahu oleh para penjajah bahwa orang West Papua itu pengungsi, orang asing, pendatang. Padahal kita semua tahu, bahwa semua orang pulau New Guinea ialah orang tuan-tanah di pulau ini. Padahal kita semua tahu bahwa para pendatang adalah orang Australia, orang Eropa, orang Melayu Indonesia dan Malysia, mereka itu pendatang, mereka itu mengungsi ke pulau kami untuk tebang-tebang kayu, gali-gali emas dan perak, bawa pergi semua kekayaan alam kami, menduduki tanah kami, menghabisi jumlah bangsa Papua, dan mengakhiri ras Melanesia.

Perjuangan Papua Merdeka saat ini dilakukan lewat ULMWP sebagai wadah politik. Walaupun badan ini masih berstatus Non-Governmental Organisation, kami terus mendorong agar status organisasi ini kami tingkatkan menjadi Provinsional Government of West Papua, sehingga dalam diskusi dan diplomasi regional, ULMWP bisa terlibat secara bertanggungjawab dan bermartabat, dan dapat mengikuti langkah-langkah PNG dalam melakukan dialogue dengan NKRI.

Kami laporkan dalam kesempatan ini tentang Peta Politik PAN Indonesia, atau disebut juga The Great Indonesia, yaitu sebuah wilayah mencakup Malaysia, Singapura, Brunei Darussalam, West Papua, Papua New Guinea dan Solomon Islands. Inilah yang mereka sebut sebagia “The Great Indonesia’ sebagaimana selalu dinyanyikan dalam National Anthem, “Great Indonesia”. Politik NKRi dan para politisi mereka tahu, Indonesia belum “Great” kalau seluruh pulau New Guinea belum dikuasai secara politik, ekonomi dan hukum.

Mereka selalu mengatakan seperti ini,

“If I can conquer occupy, , dominate, Papuans in West Papua and extract and take benefits of natural resources there, then what is the reason for anyone to suggest to me that I cannot do just the same in the whole Island?”

Bukan itu saja, mereka juga sering katakan kepada pemimpin di Australia, Amerika dan Eropa dengan menunjuk jari kepada teman kami di Papua New Guinea seperti ini,

“If PNG itself is failing in its national development, and becoming one of the poorest countries in the world, then what is the point giving the other half of the same island an independent status?. They are better off controlled by us, Australia shouldn’nt have gave them independent status in 1975. They are cannibals, they think and talk about wars and tribal battles better than thinking about running a modern nation-state”

Tetapi semua pihak tahu, yang terhormat Pter O’Neill tahu, kami di West Papua semua tahu, perjuangan ini bukan kami lakukan karena mereka Melayu dan kami Melanesia. Sama sekali tidak! Perjuangan ini kami lakukan, pertama-tama karena

“there is a sin committed by the Indonesians in running the so-called Act of Free Choice”. This is not just an error, it is a sin before God, Our Creator and Protector. They have lied to many parties involved in the act that all Papuans in West Papua chose to be happy with Indonesia. Which is a total lie.

Oleh karena itu, pertanyaan kita generasi ini ialah, “Apakah kita harus membiarkan sebuah perbuatan dosa terhadap sebuah bangsa dan sebuah ras ini menjadi sesuatu yang sudah berlalu dan dibarkan supaya dilupakan begitu saja? Bagaimana dengan pengalaman teman-teman Aborigine yang telah diduduki selama berabad-abad lamanya? Pernahkan mereka lupakan? Bagaimana pengalaman teman-teman kami di Selandia Baru dan Amerika Utara?

Bukan hanya dosa lama, setiap hari kita bangsa Papua terus berkurang jumlah, di satu sisi Indonesia setiap hari mengkampanyekan Keluarga Berencana untuk membatasi jumlah orang Papua di tanah leluhur kita, di sisi lain mereka bunuh orang Papua secara terbuka dan yang terhormat Peter O’Neill bisa dapat informasi pembunuhan orang Papua hampir setiap hari. Itu berita-berita pembunuhan terbuka, dengan peluru tajam, dilakukan oleh aparat tentara dan polisi NKRi, disaksikan oleh banyak orang, dirawat dan dimandikan mayat-mayat mereka di rumah sakit dan di lapangan terbuka.

Yang terhormat PM Pter O’Neill juga telah baca banyak laporan hasil studi ilmiah yang menyebutkan penduduk Melanesia di bagian barat pulau New Guinea sudah akan punah dari tanah laluhurnya pada tahun 2030.

Apakah ini belum berarti bahwa bangsa Papua di pulau New Guinea timur juga akan terkena imbasnya? Saya tahu, bahwa PM Peter O’Neill adalah diplomat ulung Melanesia saat ini, dan pasti akan mengambil langkah-langkah.

Ada pepatah Melayu mengatakan begini, “Berani karena benar, takut karena salah”, artinya walaupun Indonesia mengancam bunuh kita, walaupun Indonesia meneror, walaupun Indonesia menekan, walau bagaimanapun, kalau kita benar, marilah kita berani.

Selama lebih dari 40 tahun ini, pemimpin di pulau New Guinea secara keseluruhan hidup dalam ketakutan. Gerakan gertak sambal, tindakan teror telah membuat bangsa Papua dihantui oleh rasa takut kalau-kalau Indonesia bisa bunuh kita. Yang terhormat Peter O’Neill sudah jelas-jelas menunjukkan sikap ‘tidak takut’, karena benar.

Kami dari Tentara Revolusi West Papua (West Papua Revolutionary Army) selalu berdoa dari hutan rimba New Guinea agar kiranya Tuhan melimpahkan akal budi, dan berkat, kekuatan dan kesehatan, untuk selalu menggali kearifan peninggalan nenek-moyang kita, dengan juga merangkul perkembangan yang terjadi belakangan ini dalam menyelesaikan masalah-masalah yang kita hadapi, dalam hidup kita ini.

Apa yang akan kita jawab kepada anak-cucu kita nanti, kalau mereka bertanya kepada kita setelah kita mati, “Bapa/ Mama, apa yang telah kau lakukan untuk bangsamu, tanah leluhurnya, selama memagang kekuasaan yang dapat menentukan nasib bangsa dan tanah laluhur kami”, Apakah kami akan jawab, “Bapa/ Mama takut sama NKRI, Indonesia jahat dan kejam, bapa/ maka takut, jadi tidak bisa buat apa-apa?”

Sejarah hidup ini tidak hanya berakhir setelah kita dikuburkan, kita akan melanjutkannya di alam baka. Pekerjaan yang telah kita mulai 5 tahun terakhir akna terus kita lanjutkan sampai West Papua benar-benar merdeka, berdaulat di luar NKRI.

Saya sebagai Panglima Tertinggi Komando Revolusi WPRA, yang selama hampir 50 tahun bergerilya di hutan rimba New Guinea mengirimkan doa restu kepada mu Yang Mulia Perdana Menteri Papua New Guinea, Peter O’Neill dengan doa dan air mata, untuk terus berjuang untuk bangsamu dan tanah leluhurmu. Lupakan dan buang jauh-jauh batas-batas wilayah negara buatan para penjajah. Lihat dan baca kembali sejarah kehadiran dan keberadaan bangsa kami di pulau kami. Dan mereka akan datang dengan “Full Force” untuk mendorong dan menopangmu saat berarya dan melindungi-mu saat dibutuhkan. Ini hal yang nyata, pengalaman sehari-hari bagi saya, dan itu pasti juga menjadi pengalaman kita semua yang menentang kekuatan pendukung dan pemupuk terorisme terbesar sedunia, INDO-NESIA.

Saya mau sampaikan sebuah realitas yang mutlak, bukan realias “bayangan” atau realitas “cita-cita”, yaitu bahwa “INDONESIA” itu sebagai sebuah bangsa, sebagai sebuah wilayah tanah leluhur dan sebagai sebuah realias sosial-politik TIDAK PERNAH ADA di dunia saat ini. Yang ada ialah sebuah “imagined society”. Sebaliknya, Melanesia dan New Guinea ialah sebuah realitas mutlak, sebuah kodrat, sebuah dunia citaan Allah Bapa di Surga. Apakah dengan mendukung Indonesia ciptaan para penjajah kita melanggar dunia ciptaan Tuhan. Apakah dengan menyebut orang Papua di West Papua sebagai orang Indonesia kita secara sadar dan terbuka melanggar hukum penciptaan Allah?

Inonesia is not a final entity, it is just an “imagined community” as already stated many years ago many by Bennedict Anderson. We do not want to be scared of the imagined entity, a fictional nation-sate, a dream nation-state. Yes Indonesia is politically mapped in world political map, but Indonesia does not exist in God’s created map

PM Peter O’Neill congratulates all MPs-elect

Prime Minister Peter O’Neill has extended his best wishes to all declared MPs-elect and says he looks forward to the heavy workload ahead for the incoming government.

Mr O’Neill also thanked the business community and people around the nation for their patience during the election, and said he anticipates a post-election increase in economic activity after Parliament resumes.

“I congratulate all Members-elect on their declarations,” the Prime Minister said.

“Regardless of whether you join us in Government, or sit on the Opposition benches, you have already made a great achievement. Your provinces and districts have elected you to represent them in the 10th Parliament of Papua New Guinea.

“We look forward to the Return of Writs, and the invitation by our nation’s Governor-General to assemble in Parliament to demonstrate our number and to form the new Government.

“To Members who will be joining the Government, we have a lot of work ahead as we deliver our policy agenda over the coming five years.

“The Ministers and Members that will make up the Government caucus have challenges ahead and we will meet each one of these.

“Many challenges before us are known, and we will face new challenges. With a Government that is made up of the experience of returning Members, and the fresh energy of new Members, we will meet these challenges.”

The Prime Minister thanked people and the business community around the country for their patience during the election period.

“National elections are a major event for our democracy, and our people have high participation in this process,” he said.

“Every five years this also leads to a temporary slowdown for some businesses and limited disruption to Government activities.

“As we move on from the formation of Government, we will also see a surge in business activity and we look forward to the additional economic stimulus that this delivers.

“Some Government Departments will have new Ministers, and all agencies of the State will be undertaking reviews and looking at ways to enhance service delivery.

“While the 2017 National Election has not been without its difficulties, including limited instances of unfortunate and deplorable acts, we have experienced the most peaceful and safe elections of recent decades.

“All Members-elect need to honour the confidence that has been bestowed upon them by their electorates, and carry themselves in a Parliamentary manner.

“There is a core element that all Members-elect share, and that is the honour of serving our great Nation of Papua New Guinea.”
