ULMWP Menerima Keputusan MSG

HONIARA, SATUHARAPAN.COM – Kelompok yang menamakan diri sebagai Gerakan Persatuan Pembebasan Papua Barat atau United Liberation Movement for West Papua (ULMWP) mengatakan pihaknya menerima keputusan organisasi sub-regional, Melanesian Spearhead Group (MSG), yang menunda pemberian status anggota penuh kepada mereka.

Juru Bicara ULMWP, Benny Wenda, mengatakan, kendati ada pihak yang menganggap ini merupakan taktik mengulur-ulur waktu, pihaknya mengakui para pemimpin dan pejabat MSG lebih menyoroti isu-isu teknis.

Pada KTT MSG Kamis lalu para pemimpin MSG telah sepakat untuk menunda menyetujui aplikasi ULMWP untuk mendapatkan keanggotaan penuh, sampai kriteria dan pedoman keanggotaan MSG dikembangkan lebih lanjut.

“Kami ingin berterima kasih kepada para pemimpin Melanesia dan kepada ketua serta Perdana Menteri Kepulauan Solomon yang telah membahas dan memfasilitasi aplikasi bagi keanggotaan penuh. Walaupun kecewa, kami tetap optimistis aplikasi kami akan dibahas lagi pada bulan September di Port Vila, Vanuatu,” kata dia, sebagaimana diberitakan oleh solomonstarsnews.com.

Ia mengatakan masalah yang disorot oleh para pemimpin MSG bersifat teknis, dan ULMWP berharap aplikasi itu dibahas pada bulan September.

“Kami menyerukan kepada rakyat kami di Papua, keluarga Melanesia dan Pasifik kami, dan pendukung global untuk melihat keputusan ini bukan kekalahan tetapi sebagai kemajuan untuk peningkatan proses di dalam MSG,”

kata dia.

Wenda mengucapkan terima kasih kepada rakyat Papua dan Pasifik atas dukungan yang besar, dan menekankan perlunya dukungan lainnya menuju KTT khusus pemimpin MSG September mendatang.

“Kami, ULMWP, tidak akan melangkah sampai sejauh ini jika bukan untuk rakyat akar rumput dan dukungan pemimpin Pasifik dan kami menyerukan dukungan lebih karena kami bekerja menuju pembentukan suara politik bagi rakyat kami dari Papua,”

kata dia.

Sementara itu Ketua MSG, Manasseh Sogavare, mengatakan proses untuk pemberian status anggota penuh kepada ULMWP belum usai.

Menurut dia, tertundanya pemberian status keanggotaan itu terkait dengan isu legal.

Oleh karena itu, Sub Komite Hukum dan Institusi MSG bekerja keras untuk meninjau dan mengubah persyaratan keanggotaan MSG.

Menurut dia, KTT khusus MSG di Vanuatu pada bulan Desember akan kembali membahas permohonan ULMWP.

“Ini belum selesai,” kata dia, sebagaimana disiarkan oleh Solomon Islands Broadcastiong Corporation.

Ia berharap Sub Komite MSG sudah menyelesaikan kriteria itu pada bulan September mendatang.

Beberapa hal yang akan ditinjau dan dirumuskan lagi oleh Sub Komite itu adalah mengenai prinsip-prinsip dasar, aspirasi politik dan prinsip-prinsip hukum internasional.

Namun, Indonesia yang selama ini menolak keberadaan ULMWP sebagai perwakilan rakyat Papua, dengan tegas mengatakan tidak ada tempat bagi ULMWP di MSG.

“Tidak ada tempat bagi ULMWP di masa mendatang di MSG,” kata ketua delegasi RI ke KTT Honiara, Desra Percaya.

Namun dia mengakui bahwa KTT bersepakat untuk membahas lebih lanjut pedoman keanggotaan yang akan diselesaikan pada September 2016 di Port Vila, Vanuatu.

“Tentunya hal tersebut dilakukan dengan menghormati prinsip-prinsip hukum internasional yang mengatur hubungan antar negara, utamanya penghormatan terhadap kedaulatan, non-intervensi terhadap urusan dalam negeri negara lain sebagaimana tertuang dalam Persetujuan Pembentukan MSG,”

kata Desra Percaya.

Vanuatu says West Papua Let down By MSG

Vanuatu Prime Minister Charlot Salwai says the Melanesian Spearhead Group (MSG) has failed the people of West Papua.

The MSG last night deferred a decision on awarding full membership to the United Liberation Movement of West Papua (ULMWP) until a new meeting can be held in September.

The delay is meant to allow the MSG Secretariat to further develop its membership criteria.

“Vanuatu gravely regrets the deferral of the admission of ULMWP on the matter of criteria, a clear sign that officials and the secretariat fell short in carrying out their duties consistent with the fundamental founding principles of this eminent organisation for Melanesians,” said Prime Minister Salwai.

Vanuatu led the push to have the ULMWP’s status upgraded, despite stiff opposition from Indonesia which said such a move would undermine its national sovereignty.

“Vanuatu has always believed that other Melanesians are ready to be admitted into the MSG family,” says Salwai. “Vanuatu is adamant that being Melanesians, they should not be subject to any form of criteria.”

The Prime Minister has offered to host Melanesian leaders in September to ensure the issue is finally tackled.

ULMWP accepts MSG decision and calls for greater support of West Papua

The United Liberation Movement for West Papua (ULMWP) remains positive despite the Melanesian Spearhead Group’s (MSG) decision to defer its application for full membership.

ULMWP spokesperson, Benny Wenda, said this could be seen as a delay tactic but ULMWP acknowledges the technical issues highlighted by the leaders and senior officials of the MSG.

The MSG special leaders’ summit on July 14, in the Solomon Islands, had agreed to defer the consideration of the application for full membership by ULMWP until membership criteria and guidelines are further developed.

“We want to thank our Melanesian leaders and the chair and Prime Minister of the Solomon Islands for discussing and facilitating our application for full membership. Though disappointed, we remain optimistic to see our application further discussed in September in Port Vila, Vanuatu,” said Wenda.

“We call on our West Papuan people, our Melanesian and Pacific families, and global supporters to view the current decision of our leaders not as defeat but as progress to improving processes within the MSG.”

Wenda thanked the people of West Papua and the Pacific for the tremendous support, stressing the need for more support within Melanesia and the Pacific as MSG works towards September’s special leaders’ summit in Vanuatu.

“We the ULMWP would not come this far if it wasn’t for the grassroots and Pacific leadership support and we call for more support as we work towards establishing a political voice for our people of West Papua.”

ULMWP secretary general, Octovianus Mote, added that West Papuans are Melanesians and our issues of human rights abuse and self-determination must be rightfully addressed in the Pacific and not on Indonesia’s terms.

Indonesia Moves To Isolate West Papua From MSG

Indonesia is confident the West Papua independence movement will never be granted full membership to the Melanesian Spearhead Group (MSG).

Melanesian leaders debated the issue on Thursday in Honiara but delayed making a decision until September so that more clarity could be provided about membership criteria.

Vanuatu Prime Minister Charlot Salwai says he “gravely regretted” the deferral and has vowed to keep fighting for the United Liberation Movement of West Papua (ULMWP).

But Indonesia’s Deputy Foreign Minister Desra Percaya believes the MSG will never give full membership to a “separatist movement”.

“The active participation and intensive lobbying by the Indonesian delegation, which also included representatives from five provinces, Maluku, North Maluku, East Nusa Tenggara, Papua and West Papua, has convinced MSG leaders not to accept the ULMWP’s membership application,” he says.

That “intensive lobbying” from Jakarta means Papua New Guinea and Fiji are likely to maintain their opposition to the ULMWP’s bid. Both countries say they respect the sovereignty of Indonesia.

Economic incentive

Mr Percaya says the Melanesian region stands to benefit economically from closer ties to Indonesia.

“The combined GDP of Southeast Asian countries is US$2.6 trillion with a population of approximately 622 million people,” he says. “Almost a quarter billion of this population live in Indonesia, including the 11-million strong Melanesian population.”

The ULMWP says it remains committed to securing full membership of the MSG and doesn’t believe the deferral means Indonesia has got its way.

Sekum PGI Mohon Presiden Selesaikan Pelanggaran HAM di Papua

JAKARTA, SATUHARAPAN.COM – Sekretaris Umum Persekutuan Gereja-gereja di Indonesia (Sekum PGI), Gomar Gultom, meminta Presiden Joko Widodo untuk segera menyelesaikan permasalahan yang berkaitan dengan pelanggaran Hak Asasi Manusia (HAM) di Papua saat ini.

“Memohon kepada Presiden Jokowi untuk sesegera mungkin menyelesaikan berbagai pelanggaran HAM dan kekerasan yang selama ini terjadi di Papua,” kata Gomar dalam siaran pers kepada satuharapan.com, yang diterima di Jakarta, hari Sabtu (16/7) dalam menanggapi kasus kerusuhan di asrama mahasiswa Papua di Daerah Istimewa Yogyakarta.

Gomar menambahkan penyelesaian masalah pelanggaran HAM akan menumbuhkan harapan dan kepercayaan masyarakat Papua akan komitmen negara dalam penegakan HAM di Papua.

Selain itu, dia mengatakan, PGI menyesalkan terjadinya kekerasan yang dilakukan aparat terhadap masyarakat.

PGI memahami cara penyampaian aspirasi masyarakat Papua, baik yang dilakukan di Papua maupun di tempat-tempat lain di Indonesia, termasuk Yogyakarta.

“Ekspresi yang makin hari makin eksesif ini, dan bahkan dinilai oleh sementara pihak sudah melebihi batas-batas kepatutan, kita pahami sebagai letupan-letupan dari proses represif dan aksi-aksi kekerasan, dan bahkan pembunuhan, yang selama ini terjadi di Papua, dan banyak di antaranya tidak diproses sebagaimana mestinya,” dia menambahkan.

Ia menambahkan seharusnya saat ini negara menghentikan segala bentuk pendekatan keamanan dan kekerasan dalam menghadapi ragam ekspresi masyarakat.

Dia menambahkan pendekatan kemanusiaan dan dialog merupakan cara yang paling efektif, oleh karena itu semua pihak harus duduk bersama dalam dialog, karena segala bentuk kekerasan dan pembalasan tak akan pernah bisa menyelesaikan masalah.

“Olehnya PGI menyerukan kembali pentingnya membangun dialog Jakarta-Papua,” dia menambahkan.

Ia menambahkan PGI mengimbau seluruh gereja di Indonesia untuk berdoa bagi kesejahteraan dan keamanan Papua serta ikut ambil peran dalam kapasitas yang memungkinkan.

PM Sogavare Calls on PIDF Leaders for Ocean-Friendly Decisions

The new Chair of the Pacific Islands Development Forum (PIDF), Prime Minister Hon Manasseh Sogavare of Solomon Islands has called on all delegates at the 4th PIDF Leaders’ Summit to make maximum use of the meeting to make decisions that will save the ocean for the good of their countries.

He made the call at the summit opening ceremony at the Lawson Tama Stadium in Honiara this morning.

“Our two-day deliberation on this theme is watched by the peoples and governments that we represent in the region so I therefore urge all of you to make maximum use of the opportunity that we now have to save our ocean for the good of our peoples and thegovernments and countries that we represent.”

The PIDF Chair and Solomon Islands Prime Minister said it is an honour for Solomon Islands to host the summit for the first time and be the first nation to host the annual two-day event apart from Fiji- the home of PIDF.

“It is indeed an honour to host the event in Solomon Islands and Iam glad to say that it is not the first time that we hold a regional high-level meeting of this nature but this one is special to us.

“I say it is special because it is the first time for the PIDF Leaders’ Summit to move out of its home base (Fiji).”

Turning to the theme of the event, the PIDF Chair said this year’s summit focuses on the theme of ‘Stewardship for Healthy Oceans and Healthy Nations.’

“This theme recognises the fact that the health, wealth, history, culture and identity of the peoples’ of the Pacific Islands are vast and diverse.

“This theme underpins the role oceans play to the biological diversity of our people. It reinforces the fact that the geographical vastness of our oceans is immeasurable.

“We cannot deny the fact that we are the oceans people. We live by the ocean and we are big ocean states.

“Furthermore, we can easily co-relate the aspirations of the (United Nations) Sustainable Development Goals to the health and welfare of the ocean that we share amongst us.

“Oceans cover approximately 70.8 percent or 361 million square kilometers of the earth’s surface with a volume of about 1,370 million cubic kilometres. The oceans contain 97 percent of our planets available water. In our Pacific region, we can say that careful management of our ocean is key to our sustainable future,” he added.

He further added that the theme of Stewardship for Healthy Oceans and Healthy Nations is also meant to stimulate the intellectual thinking capacities of leaders present at the summit. “Let us have this intellectual stimulation to save the health of our ocean and safeguard the identity of our nations.

“That said, On behalf of every Solomon Islander, I applaud your stewardship for healthy ocean and healthy nations.

The PIDF Chair and Solomon Islands Prime Minister said the summit is made even more significant by the presence of PIDF’s Charter Members, Foundational Members and Technical Partners as well as regional and international organisations.

“In this regard, amongst others, I would like to acknowledge the presence of representatives of the state of Kuwait, People’s Republic of China, Indonesia, Timor Leste, New Caledonia, Papua New Guinea, Republic of Pakistan, United States of America, Pitcairn Islands and the (French) Territory of Wallis and Futuna.”

The PIDF Chair and Solomon Islands Prime Minister also acknowledged the participation of Solomon Islands nongovernment organisations, civil society groups, Solomon Games’ Participating teams, youth groups and students from schools around Honiara in the opening ceremony.

“The diversity at this stadium is the very nature that makes the PIDF different from other organisations. This is the unique system of the PIDF that we now cherish and shall preserve in the long run.

“On top of this uniqueness, the PIDF also favours gender, social mix and plural thinking as the basis of a new equality in the format of a tripod.”

Solomon Islands, Vanuatu, Kanak National Socialist Liberation Front (FLNKS) and the United Liberation Movement for West Papua (ULMWP) remain resolute in their support of the aspirations for the Self-Determination of the People of West Papua and the full membership of ULMWP to the Melanesian Spearhead Group.

The above MSG members are committed to advocating for West Papua and strongly adhere to the principles that are at the core of the Melanesian Spearhead Group, which is the ‘Political aspirations of self- determination of our Melanesian people.’

There is recognition that such a commitment will require bold and ethical leadership and a clear understanding of our Melanesian values.

The above members of MSG continue to condemn human rights abuses of the indigenous people of West Papua and will register our concerns at the United Nations Human Rights Council and other regional and international forums.

In so doing, they will support the Pacific Islands Forum’s Framework for Pacific Regionalism, in particular concerns expressed by the Pacific Islands leaders about reports of violence in West Papua and call on all parties to protect and uphold the human rights of all residents in West Papua.

Solomon Islands, Vanuatu and the FLNKS invite other Pacific Island Countries to do this by peaceful means and to raise the issue of human rights abuses in West Papua at the UN General Assembly in September 2016, the UN Human Rights Council meetings in Geneva in September 2016 and again in March 2017.

 

Untuk Masuk Menjadi Anggota Penuh di MSG

JAYAPURA –Jubi –  Dosen Hubungan Internasional FISIP Uncen Jayapura Marinus Yaung menyatakan, United Liberation Movement of West Papua (ULMWP) mempunyai peluang besar, untuk diterima menjadi anggota tetap (full member) Melanesian Spreadhead Group (MSG).

Demikian ditegaskan Marinus kepada Bintang Papua di Jayapura, Kamis (14/7).

Hal itu, kata Marinus, karena MSG mengundang secara resmi ULMWP untuk hadir pada Konferensi Tingkat Tinggi (KTT) MSG pada tanggal 14-16 Juli 2016 di Honiara, ibukota Kepulauan Salomon.

“Itu kan sebuah bentuk pengakuan resmi kepada ULMWP, untuk didengar proposal ULMWP untuk menjadi anggota penuh MSG,” katanya.

Selain itu, juga terkait adanya sejumlah kasus yang terjadi di Papua, antara lain kasus pelanggaran HAM yang luar biasa dan ruang demokrasi masih ditutup rapat oleh militer Indonesia.

Berikutnya yang menjadi peluang tersebut, Tim Pencari Fakta dari Pasific Independen Forum (PIF) masuk ke Papua untuk mencari data-data pelanggaran HAM. Tapi hingga kini pemerintah Indonesia belum mengizinkan.

Juga adanya kesadaran spirit Melanesian Brotherhood atau semangat Persaudaraan Melanesia.

Ini merupakan cikal-bakal berdirinya MSG pada tahun 1929 di Honiara, Salomon Island. Melanesian Brotherhood didirikan tiga negara, yakni Vanuatu, Papua New Guinea (PNG).

MSG Perdana Menteri Salomon Island Manaseh Sogavaereh sempat mengundang Presiden RI Joko Widodo, untuk membahas masalah Papua, juga menjadi satu dasar pertimbangannya, karena pemerintah Indonesia mengabaikan undangan tersebut.

Dikatakan, MSG didukung negara-negara kuat seperti USA, Inggeris, Australia. Kini China mulai masuk dengan menawarkan investasi di bidang ekonomi dan perdagangan yang cukup besar, terutama di PNG, Fiji, Salomon Island dan Vanuatu. Negara-negara ini sebenarnya paling menentukan keanggotaan MSG.

Menurutnya, USA dan Inggris merasa penting mendukung ULMWP ke MSG, supaya kedua negara ini bisa menjaga kepentingan Freeport di Mimika dan Inggeris di British Petroleum di Teluk Bintuni.

Dia menjelaskan, ULMWP bisa menjadi observer dan kini diberi ruang yang besar di MSG untuk mengajukan proposal ulang sekaligus meningkatkan status ULMWP, karena ada dukungan Inggeris dibelakang, karena penasehat utama MSG adalah Inggeris. Bahkan negara-negara MSG adalah bagian dari negara-negara persemakmuran dibawah pemerintahan Ratu Inggeris.

“Jadi saya punya keyakinan penuh USA dan Inggeris berada dibalik pengajuan ULMWP sebagai anggota penuh MSG,” katanya.

Dikatakan, hal ini bukan berarti pemerintah Indonesia kalah diplomasi. Walaupun pemerintah Indonesia sudah kalah diplomasi di Pasific.

“Kita sudah kalah jauh isu -isu Papua di MSG semakin kuat dan semakin mendapat dukungan dari rakyat Melanesia di negara-negara Pasific Selatan, agar ULMWP menjadi anggota tetap MSG,” lanjutnya.

Namun demikian, kata dia, Indonesia bisa melakukan untuk menghentikan ULMWP menjadi anggota MSG adalah mengirim delegasi yang betul-betul bisa melakukan lobby dan diplomasi dalam KTT MSG.

“Pilihlah delegasi yang berakar dan punya massa kuat di Papua itu baru bisa mempengaruhi keputusan negara-negara MSG,” tukasnya.

Disamping diplomasi di luar negeri, tambahnya, pemerintah Indonesia perlu serius menutaskan dan menyelesaikan seluruh kasus-kasus dugaan pelanggaran HAM.

Dia menuturkan, jika pemerintah tak serius menangani dan menuntaskan kasus-kasus dugaan pelanggaran HAM di Papua, maka peluang ULMWP menjadi anggota tetap MSG makin kuat dan bola liar akan menuju kepada keputusan-keputusan politik yang jauh lebih besar dan bisa jadi menuju ke referendum, jika isu pelanggaran HAM Papua terus-menerus dibiarkan dan tak diselesaikan dengan tuntas.

Dijelaskan, Presiden Joko Widodo melalui Menteri Koordinator Politik, Hukum dan Keamanan Luhut B. Pandjaitan telah membentuk Tim Terpadu Penanganan Dugaan Pelanggaran di Papua dan Papua Barat mari seriusi itu kerja dengan serius minimal tiga kasus dugaan pelanggaran HAM di Papua dan Papua Barat dibawa ke Pengadilan HAM tak boleh diluar Pengadilan HAM jangan sampai kasus Wasior, Wamena dan Paniai diselesaikan diluar Pengadilan itu justru akan membuat Papua terus membara.

“Dan isu Papua merdeka akan semakin menyala dan berkobar-kobar,” terangnya. (mdc/aj)

Reports of crackdown

Meantime, there have been widespread reports of West Papuans being arrested by Indonesian security forces as they gathered in anticipation of the MSG decision.

ULMWP Secretary General, Octovianus Mote, says 348 people were arrested for simply preparing to celebrate the outcome.

“Most of these West Papuans are youth and they just want to express their freedom and right to association…but many were arrested,” he says.

He said most arrests took place in Timika, Jayapura, Merauke, Nabire, and Yahukimo.

ULMWP welcomes recommendation to make West Papua top regional Forum leaders agenda

The United Liberation Movement for West Papua (ULMWP) has today welcomed the recommendation set by the Pacific Islands Forum Secretariat’s Special Sub-Committee on Regionalism (SSCR) and the Forum Officials Committee for West Papua to be one of the top priority issues of the regional agenda.

ULMWP Secretary General, Octovianus Mote, attributed the increasing awareness on the state of West Papua to growing ground swell of people solidarity movements in the Pacific, reflected by the media coverage of the issue, and the three submissions from various solidarity groups around the region advocating the peaceful resolution of the struggles of the people of West Papua.

“The Forum Officials Committee which considered the issue of West Papua yesterday we understand has taken a decision to endorse West Papua as one of the five top regional issues that will be considered by forum leaders next month in PNG during the leaders’ summit,” said Mote.

“In the words of the current Secretary General, Dame Meg Taylor, the forum has a history and regional role in assisting territories achieve self-determination, and we are certain our leaders will act on our plea to address the growing human rights abuse in West Papua by establishing a fact finding mission, and supporting the call by Vanuatu for the UN to appoint a special envoy to West Papua,” added Mote.

Mr Mote also welcomed the decision by the Solomon Islands Government to appoint a Special Envoy on West Papua and seek West Papua’s admission to the Pacific Islands Forum Secretariat.

“On behalf of the ULMWP, I extend our deepest gratitude to the Prime Minister of the Solomon Islands, Manasseh Sogavare, and the solidarity movement in the Solomon Islands…I would also like to thank other solidarity movement partners in the Pacific for their continued support for standing up for the people of West Papua.”
