Honiara MSG Leaders’ Summit Ends with Approval of Various Key Resolutions

The Melanesian Spearhead Group (MSG) Special Leaders’ Summit in Honiara concluded yesterday with the reaching of a number of key decisions on issues of interest to the Melanesian sub-regional bloc.

The meeting was chaired by the Solomon Islands Prime Minister, Hon Manasseh Sogavare and leaders in attendance included Prime Minister, Hon Frank Bainimarama of Fiji, Prime Minister, Hon Charlot Salwai of the Republic of Vanuatu, Papua New Guinea Foreign Affairs and Immigration Minister, Hon Rimbink Pato and Spokesman of New Caledonia’s Front de Liberation Nationale Kanak et Socialiste (FLNKS), Mr Victor Tutugoro.

The key decisions reached were based on issues of discussion were submitted by the MSG pre-summit Foreign Ministers’ Meeting (FMM) also held in Honiara one day ahead of the Leaders’ Summit and they are as follows:

  • Approval of the appointment of the former Fiji diplomat, Ambassador Amena Yauvoli as Director General of the MSG Secretariat;
  • Approval in principle the establishment of the Police Ministers’ Meeting, noting the need for further consultation by some members;
  • Directing of the MSG Secretariat to expand the consultation process on the MSG Humanitarian and Emergency Response Coordinating Centre (HERCC) and identify cost implications of consultations on the HERCC and also the Sub-Committee on Security to meet and formulate the HERCC Regional Response Strategy and Action Plan;
  • Deferral of the consideration of application for full MSG membership by the United Liberation Movement of West Papua (ULMWP) until membership criteria and guidelines are further developed by the Sub-Committee on Legal and Institutional issues, considering fundamental principles, political aspirations and principles of international law and to be completed before end of September 2016;
  • Approval of the dissolution of the Melanesian Solutions Limited (MSL), the business arm of MSG;
  • Tasking of the Interim MSL Board to reimburse the shareholders’ contribution in consultation with the MSG Secretariat;
  • Tasking of the MSG Secretariat to report back to the members on the actions undertaken;
  • Noting of an update by the FLNKS on behalf of the FLNKS and the New Caledonian Government regarding the Melanesian Games and regretfully informed members of their inability to host the Games in October 2016;
  • Thanking of the MSG FMM Chair, Hon Milner Tozaka, Minister of Foreign Affairs and External Trade of Solomon Islands of the Report of the FMM that was held on 13th July 2016 at the Heritage Park Hotel in Honiara, Solomon Islands. The Leaders did not reach consensus and directed the Sub-Committee on Legal and Institutional Issues to undertake further review on the Revised Application Procedures, Criteria and Participatory Rights and Obligations of an Observer and an Associate Member to the MSG appended as Annex I and the New Membership Guidelines for Full Membership to the MSG appended Annex II;
  • Agreeing on the Trade Ministers’ Meeting Report of May 2016 as tabled by the TMM Chair, Hon Milner Tozaka, Minister of Foreign Affairs and External Trade of Solomon Islands. They congratulated Hon Tozaka and the MSG Trade Ministers for their meeting outcome in concluding negotiations on the new MSG Trade Agreement;
  • Agreeing to fulfill respective national processes in member countries before signing the MSG Free Trade Agreement; and
  • Agreeing that they meet in Port Vila, Vanuatu before end of September 2016.

The two-day Leaders’ summit programme was compounded into a one-day event, as Prime Minister Bainimarama had to return to Fiji early to attend a national event requiring his presence.

 

SI, Vanuatu, FLNKS, ULMWP Maintain Support on West Papua

Solomon Islands, Vanuatu, Kanak National Socialist Liberation Front (FLNKS) and the United Liberation Movement for West Papua (ULMWP) remain resolute in their support of the aspirations for the Self-Determination of the People of West Papua and the full membership of ULMWP to the Melanesian Spearhead Group.

The above MSG members are committed to advocating for West Papua and strongly adhere to the principles that are at the core of the Melanesian Spearhead Group, which is the ‘Political aspirations of self- determination of our Melanesian people.’

There is recognition that such a commitment will require bold and ethical leadership and a clear understanding of our Melanesian values.

The above members of MSG continue to condemn human rights abuses of the indigenous people of West Papua and will register our concerns at the United Nations Human Rights Council and other regional and international forums.

In so doing, they will support the Pacific Islands Forum’s Framework for Pacific Regionalism, in particular concerns expressed by the Pacific Islands leaders about reports of violence in West Papua and call on all parties to protect and uphold the human rights of all residents in West Papua.

Solomon Islands, Vanuatu and the FLNKS invite other Pacific Island Countries to do this by peaceful means and to raise the issue of human rights abuses in West Papua at the UN General Assembly in September 2016, the UN Human Rights Council meetings in Geneva in September 2016 and again in March 2017.

 

FLNKS supports West Papua

The Spokesperson of the Front de Libération Nationale Kanak et Socialiste (FLNKS) in Kanaky, Victor Tutugoro, yesterday morning re-affirmed his strong support for West Papua to become full member of the Melanesian Spearhead Group (MSG) during the Honiara MSG Leaders’ Summit.

The FLNKS Spokesperson stated this when meeting the Chairman of Vanuatu Free West Papua Association, Pastor Alan Nafuki.

Nafuki assured the FLNKS of Vanuatu’s stand by the churches, the chiefs and the population for the political freedom of the Melanesian people of West Papua and said the Association has already sent its three representatives to Honiara to observe the MSG Leaders Summit.

Mr Tutugoro went in the same flight of Air Niugini yesterday morning with Vanuatu Prime Minister, Charlot Salwai, to attend the Melanesian Spearhead Group (MSG) Leaders’ Summit in Honiara, Solomon Islands.

The Kanaky leader arrived in Port Vila last Sunday night from Noumea.

On Monday he met the Vanuatu Prime Minister and on Tuesday paid courtesy calls on State Ministers including Agriculture.

Mr. Tutugoro also took the opportunity to visit the Lycee Louis Antoine de Bouganville and Vanuatu Institute of Technology.

Both Vanuatu learning institutions receive funding assistance from the Northern Province of New Caledonia following Tropical Cyclone Pam in 2015.

On Tuesday evening a special kava ceremony was organized, a gesture of appreciation to the FLNKS Spokesperson Victor Tutugoro, by the Vanuatu Institute of Technology.

The FLNKS did not sign the Communique following the visit of MSG Leaders in West Papua and Indonesia after the Summit that was held in Kanaky.

Keputusan Pemimpin Negara-Negara Melanesia tentang West Papua

Noumea, 21/06 (Jubi) Aplikasi West Papua National Coalition for Liberation (WPNCL), secara resmi diterima oleh MSG. Namun status yang diminta oleh WPNCL dalam aplikasinya akan ditentukan dalam enam bulan kedepan.

Para pemimpin negara-negara MSG yang terdiri dari Fiji, Kepulauan Solomon, Vanuatu, Papua New Guinea dan FLNKS telah memutuskan hasil MSG Leaders Summit yang merupakan hasil final dari pertemuan ke-19 para pemimpin negara-negara Melanesia ini. Keputusan yang disebut Komunike bersama ini terdiri dari 44 point yang diantaranya merupakan perjanjian perdagangan, peningkatan kemampuan teknis, keuangan, perubahan iklim, pertukaran pengetahuan dan aplikasi WPNCL.

Komunike ini ditandatangani oleh kelima pemimpin negara-negara Melanesia, masing-masing Victor Tutugoro (FLNKS), Veroqe Bainimarama (Fiji), Leon Dion (Papua New Guinea), Gordon Darcy Lilo (Kepulauan Solomon) dan Moana Carcassas Kalosil (Vanuatu). Penandatangan ini dilakukan di Escapade Resort, Noumea, 21 Juni 2013.

Tentang aplikasi WPNCL sebagai representasi Papua Barat, komunike telah memutuskan sebagai berikut (point 20 dan 21 dari Komunike):

Para Pemimpin mencatat roadmap dalam kaitannya dengan aplikasi West Papua National Coalition of Liberation (WPNCL) untuk keanggotaan harus didasarkan pada schedule yang jelas dan terukur. Para Pemimpin mengakui bahwa pelanggaran HAM perlu disorot, dan untuk kemajuan aplikasi WPNCL penting untuk secara terus menerus terlibat dengan Indonesia. Para pemimpin sepakat untuk membangun sebuah proses dialog dan konsultasi dengan Indonesia. ParapPemimpin mencatat dan menyambut undangan dari Indonesia untuk mengundang Misi Menteri Luar Negeri (FMM) yang akan dipimpin oleh Fiji yang mana konfirmasi mengenai waktu misi masih ditunggu. Keputusan mengenai aplikasi WPNCL akan ditentukan oleh/setelah adanya laporan dari misi FMM.

Keputusan para pemimpin:

(i) MENYETUJUI bahwa MSG sepenuhnya mendukung hak-hak asasi rakyat Papua Barat terhadap penentuan nasib sendiri sebagaimana ditetapkan dalam mukadimah konstitusi MSG;

(ii) MENYETUJUI bahwa kekhawatiran MSG mengenai pelanggaran hak asasi manusia dan bentuk lain yang berkaitan dengan kekejaman terhadap Masyarakat Papua Barat akan diajukan bersama dengan pemerintah Indonesia secara bilateral maupun sebagai kelompok

(iii) MENCATAT bahwa aplikasi dari WPNCL untuk menjadi anggota MSG telah diterima dan aplikasi akan ditinjau setelah pengajuan laporan FMM, dan

(iv) MENYETUJUI roadmap seperti yang direkomendasikan oleh FMM mencakup:

a) bahwa MSG mengirim misi menteri luar negeri di tingkat FMM yang dipimpin oleh Menteri Luar Negeri Fiji ke Jakarta dan kemudian ke Papua Barat pada tahun 2013 dan menerima undangan dari pemerintah Indonesia.

b) misi menteri luar negeri ini akan menyajikaN laporannya kepada para pemimpin msg pada kesempatan pertama dalam enam bulan ke depan.

c. WPNCL akan diberitahu secara resmi tentang keputusan para pemimpin MSG mengenai aplikasinya, dan

d. misi akan menjadi bagian dalam proses menentukan aplikasi keanggotaan WPNCL. (Jubi/Adm)

WPNCL Resmi Diundang oleh FNLKS untuk Hadir di KTT MSG

Jayapura, 06/06 (Jubi) – Undangan tersebut menjadi sebuah langkah penting dalam sejaran Papua Barat sejak tahun 1961.

Front de Libération National Kanak Socialiste (FLNKS), Kelompok pro kemerdekaan Kaledonia Baru, yang akan menyelenggarakan KTT Melanesia Sparehead Group (MSG) di Noumea, Kaledonia Baru, bulan Juni ini, secara resmi telah mengundang West Papua National Coalition Liberation (WPNCL) untuk hadir dalam event negara-negara Melanesia tersebut.

Ketua Asosiasi Pembebasan Papua Barat di Vanuatu, Pendeta Alan Nafuki, mengatakan undangan ini merupakan langkah penting.

“Saya rasa ini adalah salah satu langkah besar dalam sejarah Papua Barat sejak 1961. Dan yakin ini adalah jawaban, jawaban dari perjuangan kita bersama-sama, jawaban anak Tuhan yang telah berdoa selama bertahun-tahun lamanya, saya sangat bangga dengan itu,” kata Pastor Nafuki (06/06) pada RNZI.

Di tempat terpisah, Juru bicara FLNKS, Victor Tutugoro, kepada PACNEWS mengatakan mereka juga telah bertemu Konsul Indonesia di Noumea untuk membicarakan posisi mereka di Papua Barat.

Dalam pertemuan puncak, negara-negara Melanesia ini para pemimpin MSG diharapkan akan memutuskan permintaan keanggotaan formal oleh WPNCL. (Jubi/Victor Mambor)
