Saudara sebangsa dan se-Tanah Air West Papua, Pimpinan ULMWP serta seluruh stafnya bersama Tentara West Papua mengajak seluruh rakyat West Papua di dalam dan luar negeri kita bersama-sama mengucapkan Selamat Merayakan HUT Organisasi Papua Merdeka/ OPM yang ke 48 tahun.

Marilah seluruh rakyat Papua dimana saja kita berada, ULMWP mengajak semuanya kita meluangkan waktu sejenak 10 menit mengheningkan cipta mengenang detik-detik bergemahnya proklamasi OPM 1 Juli 1971 di Markas Victoria, Tanah Waris, West Papua. Pimpinan Tuan Brigjen Zeth. J. Rumkorem dan Tuan Jacob Pray beserta seluruh jajarannya dan para pendukungnya, mereka yang telah tiada maupun yang masih ada bersama-sama kita berjuang hari ini.

Pada momen penting bersejarah 1 Juli 2019 ini pula, ULMWP mengumumkan secara terbuka kepada semua pihak (lokal, regional dan internasional) untuk mengetahui dengan pasti bahwa terhitung 01 Mei 2019 bertempat di Yako, Vanimo Papua New Guinea, ke tiga sayap militer gerilya dari tiga faksi organisasi perjuangan Papua merdeka (TPN-PB, TRWP DAN TNPB) lewat Keputusan Tertinggi Kongres Luar Biasa (KLB), mereka telah resmi mendeklarikan penyatuannya sebagai Tentara Papua atau West Papua Army (WPA).

Mengingat hal tersebut adalah syarat kunci, untuk itu kepada semua pihak dimohon dukung keputusan deklarasi tersebut.

Kemerdekaan dapat diraih secepat mungkin bila seluruh rakyat Papua berada nyata dalam SATU KALIMAT KUNCI, yakni Bersatu Rakyatnya, Bersatu Pemimpinnya dan Bersatu Agenda-nya, artinya RAKYAT-PEMIMPIN dan AGENDA HANYA ADA DALAM SATU KOMANDO SAJA DAN NYATA maka kemerdekaan West Papua pun pasti hadir nyata.

ULMWP : 5 warga sipil Timika ditangkap karena aspirasi Papua Merdeka

Jayapura, Jubi – Lima warga sipil di Timika diduga telah ditangkap oleh aparat keamanan Indonesia karena memiliki kaitan dengan aspirasi kemerdekaan West Papua.

“Pukul sepuluh malam, hari Sabtu 9 Juni 2018 Orpa Wanjomal (40) dan anak tirinya Polce Sugumol (31) ditangkap di rumah mereka di SP 2  Timika. Lima jam kemudian, pada jam tiga pagi, hari Minggu 10 Juni, Titus Kwalik ditangkap di SP 10. Pada saat yang sama Julianus Dekme (31) dan Alosius Ogolmagai (49) juga ditangkap di rumah Julianus di SP 6. Jakob menyebut unit Komando Operasi Khusus Gabungan (Koopssusgab) Terlibat dalam penangkapan lima warga sipil ini. Koopssusgab adalah unit penanganan terorisme gabungan militer yang bertanggungjawab langsung kepada presiden. Unit komando ini menurut Ketua Komisi I DPR RI Abdul Kharis Almasyhari dibentuk untuk membantu penanganan terorisme dalam kondisi tertentu yang operasionalnya jika Polri meminta bantuan,

Dalam UU Antiterorisme yang baru disetujui, kata dia, memuat adanya tambahan sejumlah aturan sehingga menjadi lebih komprehensif, termasuk dimungkinkannya pelibatan TNI dalam kondisi tertentu.

“Namun, pembentukan Koopssusgab ini tampaknya belum bisa dilakukan, karena belum ada mata anggarannya,” kata Abdul Haris, Jumat pekan lalu.

Meski demikian, ULMWP meyakini penangkapan dilakukan oleh Koopssusgab.

“Menggunakan kekuatan militer Anti-Teroris khusus terhadap warga sipil West Papua adalah tidak bertanggung jawab dan salah secara moral,” kata Jakob Rumbiak.

Lanjutnya, rakyat West Papua bukan teroris, dan tidak pernah berperilaku seperti teroris dan ekstremis Indonesia. Hak rakyat West Papua untuk menentukan nasib sendiri dijamin dalam Konstitusi Indonesia, Piagam PBB Hak Asasi Manusia, Majelis Umum PBB Res. 1514 (1960), Perjanjian PBB tentang Hak Sipil dan Politik (2007), Majelis Umum PBB 1752 XVII, dan UN Bab XII.

Jubi telah menghubungi Kapolres Mimika, AKBP Agung Marlianto untuk meminta klarifikasi tentang dugaan penangkapan lima warga sipil ini. Namun hingga berita ini disiarkan, Kapolres belum menjawab permintaan klarifikasi yang dikirimkan Jubi melalui sambungan Whats App. (*)

Parlemen Uganda Terima Petisi Penentuan Nasib Sendiri Papua

KAMPALA, SATUHARAPAN.COM – Sebuah perkembangan baru dalam diplomasi yang memperjuangkan penentuan nasib sendiri Papua terungkap lewat berita kunjungan salah seorang tokoh United Liberation Movement for West Papua (ULMWP) ke Kampala, Uganda, belum lama ini.

Kunjungan ini memberi gambaran bahwa aspirasi menentukan nasib sendiri kini kian dikenal di benua Afrika setelah sebelumnya tokoh ULMWP juga telah mendekati pemerintahan Ghana.

Selain Ghana, pemenang Nobel Perdamaian, Uskup Desmond Tutu dari Afrika Selatan, juga termasuk tokoh yang bersimpati pada aspirasi penentuan nasib sendiri dan telah pernah bertemu dengan tokoh ULMWP, Benny Wenda.

Dalam laporannya hari ini (8/04), situs berita berbasis di Uganda, Saturday Vision melaporkan Jacob Rumbiak, salah seorang pemimpin ULMWP, telah bertemu dengan Wakil Ketua Parlemen Uganda, Jacob Oulanya,pada 7 April.

Situs itu juga menampilkan foto Jacob Rumbiak menyerahkan bendera bintang kejora kepada Jacob Oulanya.

Kepada Saturday Vision, Rumbiak mengatakan parlemen Uganda berjanji untuk mendukung Papua dalam berjuang mewujudkan mimpinya untuk penentuan nasib sendiri.

Disebutkan, Rumbiak mengajukan petisi penentuan nasib sendiri itu dan membeberkan penderitaan rakyat Papua.

Dalam petisi itu, menurut Jacob Rumbiak, pihaknya ingin Uganda mempengaruhi negara-negara lain di kawasan Afrika untuk mendukung usulan mereka bagi penentuan nasib sendiri di PBB.

Rumbiak mengatakan keyakinannya akan  kekuatan Uganda di Uni Afrika dapat mengarahkan suara Afrika di sidang umum PBB untuk mewujudkan penentuan nasib sendiri pada tahun 2019.

Selain menemui parlemen, pimpinan ULMWP itu juga ingin bertemu dengan Presiden Uganda, Yoweri Museveni, untuk menyampaikan keinginan mereka.

Saturday Vision tidak memuat komentar pihak parlemen Uganda dalam laporannya.

ULMWP selama ini berjuang untuk diadakannya referendum di Papua, hal yang selama ini ditolak oleh Jakarta.

ULMWP mengklaim bahwa organisasi itu merupakan payung pemersatu dari berbagai organisasi di Papua yang menyuarakan penentuan nasib sendiri Papua.

ULMWP kini tengah berjuang menjadi anggota penuh Melanesian Spearhead Group (MSG), dimana Indonesia juga menjadi anggota associate.

Indonesia tidak mengakui ULMWP sebagai perwakilan rakyat Papua dan menggolongkannya sebagai kelompok separatis. Namun tidak sedikit tokoh masyarakat Papua berbeda pendapat dalam hal ini dan mengakui keberadaan ULMWP. Umumnya para pemerhati HAM dan pakar yang mendalami masalah Papua, menilai keberadaan ULMWP tidak boleh dinafikan.

Road Map Papua yang disusun oleh LIPI  memasukkan kelompok ini sebagai salah satu unsur yang harus duduk dalam dialog Papua, bila hal itu diselenggarakan.

Uganda parliament pledges support for West Papua independence

Parliament of Uganda has pledged to support West Papua, a province of Indonesia fighting for independence to realise its dream.

This is after its leader petitioned parliament and presented heartrending accounts of sufferings under the rule of the island nation.

In a petition presented to the Parliament deputy speaker Jacob Oulanya on Friday, Jacob Rumbiak, the executive director of United Liberation Movement for West Papua (ULMWP) said they want Uganda to influence other countries in the region to support their bid for independence at the United Nations.

He told Saturday Vision that he believes Uganda’s strength at African Union (AU) can galvanize the African vote in New York and help them clinch independence by 2019.

Saturday Vision has learnt that besides Parliament, the group also wants to meet President Yoweri Museveni over their bid.

West Papua maintains that Indonesia’s rule over it is illegal because the UN-sanctioned ballot — ‘the Act of Free Choice’, which legitimized West Papua as a province of Indonesia in 1969, was fraudulent. Under the act, 1022 people, who were chosen to vote on behalf of the island, were coerced by Indonesian military to vote against the independence bid.

With a land size of 162, 371 square miles, West Papua is nearly twice the size of Uganda. However, Uganda boasts of a population eighteen times bigger and has better human development indicators than West Papua’s two million people according to online sources.

Rumbiak blames the above on an orchestrated genocide and the brutal rule they have suffered under Indonesia since 1969.

He claimed there is a systemic agenda by Indonesia — a Muslim dominated country — to destroy their way of life, and exterminate the Papuans, a black people of African descent.

A request for a comment from the Indonesia’s foreign affairs ministry had not been replied by press time.

West Papua blames the West, particularly US, for turning a blind eye to the violations, which they say is a compromise with Indonesia for mining rights in the resource-rich island.

Saturday Vision has learnt that West Papua is pushing for independence via a United Nations sponsored referendum, the way East Timor did in getting independence from Indonesia in 1999.

Oulanyah said parliament was ready to support the group’s cause using its connections with parliaments in other countries. “We will do whatever our parliament and the nation can to ensure that by the end of June this year, that resolutions is heard and discussed in the UN,” he said.

We can send the resolutions to other East African Parliaments including the Intergovernmental Authority on Development (IGAD) in Eastern Africa countries.”

Deputy Foreign Affairs minister, Okello Oryem, said Uganda was ready to meet the group. “But Uganda and Indonesia enjoy good diplomatic ties and we respect the latter’s internal affairs,” Oryem said.

Oulanyah advised the group to mobilise the young people but through the diplomatic and international protocols in their country to mount pressure on the existing colonizers.

Rumbiak said his country has the largest Gold and copper deposits in world. “It is one of the reasons we are being colonized,” he said. –

Jayapura, Jubi – Jacob Rumbiak, satu dari para pemimpin United Liberation Movement for West Papua (ULMWP) kepada Jubi mengatakan ia telah bertemu dalam sebuah kunjungan kehormatan dengan Parlemen Uganda dan menyampaikan keinginan rakyat West Papua untuk merdeka dan berdulat sebagai sebuah negara.

“Kami ingin Uganda mempengaruhi negara-negara lain di kawasan Afrika untuk mendukung perjuangan rakyat dan bangsa West Papua di PBB untuk merdeka,” kata Rumbiak, Sabtu (8/4/2017).

Rumbiak, mantan tahanan politik West Papua ini mengaku telah bertemu dengan anggota Parlemen Uganda pada Jumat (7/4/2017).  Dalam pertemuan tersebut, ia menyerahkan petisi referendum yang ditandatangani oleh rakyat West Papua dan menyampaikan kondisi rakyat West Papua yang terus menerus menjadi minoritas di atas tanahnya sendiri.

“Kami percaya kekuatan Uganda di Uni Africa (AU) dapat menggembleng suara Afrika di New York untuk membantu kami. Bangsa West Papua berjuang untuk mempertahankan eksistensi kami di muka bumi ini. Jika kami tidak berjuang sekarang, suatu saat nanti pasti bangsa Papua akan hilang dari muka bumi ini. Saat ini saja, Orang Asli Papua sudah menjadi minoritas di atas tanahnya sendiri,’” jelas Rumbiak.

Lanjut Rumbiak, Parlemen Uganda berjanji mendukung rakyat West Papua berjuang untuk mewujudkan kemerdekaannya.

Dalam kesempatan tersebut, Wakil Ketua Parlemen Uganda Jacob Oulanyah mengatakan meski Perserikatan Bangsa-Bangsa (PBB) selama ini menyerukan kemerdekaan bagi setiap negara tetapi masih ada bangsa dan rakyat yang dijajah oleh bangsa lain.

“Mengapa ada bangsa tertentu yang menguasai bangsa lain?” tanyanya.

Oulanyah mengatakan kekuatan setiap negara di dunia saat ini terletak pada generasi mudanya. Ia berharap bangsa West Papua mengoptimalkan kekuatan generasi muda untuk memperjuangkan kemerdekaan.

“Generasi muda Papua harus berjuang untuk kemerdekaan bangsanya,” ujar Oulanyah.

Dalam kesempatan tersebut, Jacob Rumbiak menyerahkan bendera Bintang Kejora kepada Jacob Oulanyah. (*)

West Papua independence activists accuse Indonesia of using students as spies

West Papuan independence activists and their supporters in Australia have accused Jakarta of using students to spy on them.

Lateline has been told postgraduate students are providing information to Indonesian intelligence about Australian citizens and has obtained photos that are claimed to be of some of the student spies.

The pictures were taken in June when the self-proclaimed Federal Republic of West Papua (FRWP) opened an office in Melbourne, as the West Papuan community and its supporters celebrated what they saw as a landmark in their long-running campaign for independence from Indonesia.

The celebrations were interrupted when three men, who had never been seen at any independence movement events, were seen recording the proceedings on smartphones.

The “foreign minister” of the FRWP, Jacob Rumbiak, confronted one of the men and was told they were there to gather information for the Indonesian government.

I think that the photos they took were sent to the Indonesian government by intelligence.

“He’s explained that he’s studying a PHD at a Melbourne university and that also he works in the (Indonesian) department of foreign affairs. So he works in the government of Indonesia,” Mr Rumbiak said.

He said the man explained he would be reporting back to Indonesian authorities.

“Another two also came and they took photos of this office. I think that the photos they took were sent to the Indonesian government by intelligence,” Mr Rumbiak said.

The ABC has indentified and contacted one of the three Indonesian men who attended the opening of the office and asked for his version of events, but he has not responded.

The man is a post-graduate economics student at a university in Melbourne, and his Facebook page lists his employer as the Indonesian finance ministry.

The Indonesian embassy rejects the claims.

“The Indonesian Government does not assign its students studying in Australia, or anywhere, to collect/gather information from any sources,” the embassy said in a statement.

“The possibility of Indonesian students’ presence at open-to-public events, including Papua-related ones, might relate to their studies or personal interests.”

Melbourne-based independence movement hacked and harassed

The West Papuan independence movement is strongest in Melbourne.

They said aside from low-level harassment, their office website has also been hacked twice. They claim they were able to trace the IP addresses of the computers threatening the website to addresses in Jakarta and Melbourne.

“We are faced with Jakarta. I do believe that’s them and we also have a monitoring system so we can know from which county and the address,” Mr Rumbiak said.

The Indonesian Embassy in Canberra denied the attack originated from its foreign affairs offices.

“We can confirm that the Indonesian Ministry of Foreign Affairs is not involved in that website hacking incident, as the ministry does not have a policy nor intentions to hack other institutions.”

Anglican minister Peter Woods, who has long campaigned for an independent West Papua, said incidents like this are becoming more frequent and blatant.

“It seems to be very blatant. It’s well known amongst the activist community that this does go on,” he said.

“It seems overt and not very subtle.”

Australian security services aware of student spies: academic

At a talk Reverend Woods gave in Melbourne last month describing his most recent trip to West Papua, he asked two men of Javanese and Timorese origin to leave before he started as he believed they were there as informants.

“I was about to speak and we noticed that there were two non-Papuans there and we spoke to them and realised that they were agents doing surveillance. We asked them not to be there,” he said.

Lateline has spoken to several academics who all believe it is not uncommon for Indonesian post-graduate students to also provide intelligence to their country’s consulates or embassy.

“A number of students have been found to have been reporting to the consulate in Melbourne over the years,” said Damien Kingsbury from Deakin University.

“As academics, we deal with these students and we know what they are doing. They often tell us what they’re doing so we do know they report to their consulates. They do act as spies.”

Mr Kingsbury was an adviser to the Free Aceh and Timorese independence movements, and said Australian agencies are aware of this sort of intelligence gathering, but overlooked it due to it proving a comparatively low threat to Australia’s interests or security.

“The Australian security services see this as low level activity. They don’t see this as more formal espionage and a lot of the information that’s being picked up is open access anyway,” he said.

However, he said he does believe boundaries are being crossed.

“They also report on private conversations, so that is of more concern,” he said.

In the coming weeks a crucial meeting to garner support from Pacific nations for the West Papuan movement will be held in Vanuatu.

Indonesia’s president-elect Joko Widodo has indicated he is not opposed to dialogue with the independence movement about their desire for more autonomy, but Jakarta remains firm that independence is off the table.
