MSG SECRETARIAT REITERATES SUPPORT FOR FLNKS AT C-24

PORT VILA, VANUATU (25 May 2023): The Melanesian Spearhead Group (MSG) Secretariat has reiterated its support for the call by the Kanak and Socialist National Liberation Front (FLNKS) on the Administering power to return to the spirit of the Noumea Accord, in the negotiations post-Referendums, which has resulted in the peaceful co-existence of all stakeholders in New Caledonia.

Director General of the MSG Secretariat, Leonard Louma, made the call while delivering his remarks at the Pacific Regional Seminar on the Implementation of the Fourth International Decade for the Eradication of Colonialism in Bali, Indonesia on 24 May 2023.

With the theme “Innovative steps to ensure the attainment of the Sustainable Development Goals (SDGs) in the Non-Self-Governing Territories”, the seminar was held under the auspices of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples (C-24).

DG Louma said that the FLNKS, a member of the MSG family, consists of and represents the indigenous and colonised people of New Caledonia – a Non-Self-Governing Territory within the meaning of the UN Charter and Resolution 1514 (XV) and entitled to the ultimate objectives of the decolonisation process – that of independence.

“We are here to support the FLNKS and Kanaks call for New Caledonia to be released from the shackles of colonialism.”

“For us at the MSG, that were in the vanguard of action to have New Caledonia re-inscribed on the Committee of 24 list in 1986, we value the recognition by the UN family of New Caledonia’s continuing status as a Non-Self-Governing Territory and by that virtue affording its colonised people’s an entitlement to aspire for independence,” he stated.

DG Louma said that as a party and signatory to the Noumea Accord, FLNKS continues to engage, in good faith, with the Administering Power to achieve its aspirations of full sovereignty. He emphasised that the spirit and intent that went into the framing of the Noumea Accord embodies the “irreversibility” of the process towards full sovereignty.

He noted that the circumstances and manner in which the Third Referendum in New Caledonia was conducted in December 2021 during the height of Covid 19 challenges, and despite calls to defer the referendum by the FLNKS, leaves much to be desired.

This he said, has inevitably called to question the credibility of the process and the legitimacy of the results when 56.13% of the registered voters did not participate in the referendum.

“We remain ready to assist FLNKS in its efforts to seek legal validation of its position on the Third Referendum and the questionable validity of its results,” he added.

DG Louma emphasised that, MSG is of the view that in the absence of a decision by the General Assembly that New Caledonia, a Non-Self-Governing Territory, has attained a full measure of self-government in terms of Chapter XI of the UN Charter, the Administering Power has the obligation to faithfully discharge its responsibilities to prepare New Caledonia for independence within the spirit and meaning of the UN Resolution 1514 (XV).

MSG countries he said, are committed to do whatever they can to help New Caledonia through the FLNKS vehicle attain its aspirations of sovereignty through peaceful means.

“Let us all utilise the opportunity provided by the Fourth International Decade for the Eradication of Colonialism to re-examine our efforts and inject more vigour in our commitment to end colonialism. In some cases we may require to correct course in our strategies and efforts,” he noted.

DG Louma proudly acknowledged Fiji and Papua New Guinea, for their unremitting involvement in the work of the Committee of 24, with regards to specific contribution by MSG to advance the decolonisation agenda concerning the remaining territories on the list of Non-Self-Governing Territories (New Caledonia),

“We at the MSG recognise our responsibility to assist with the efforts to prepare the Kanaks and New Caledonia towards the genuine exercise of their right to self-determination and eventual accession to independence status,” DG Louma said.

New Caledonia continues to enjoy invitations from the MSG to participate in our sporting and cultural events, as part of the MSG’s recalibrated strategy and plans, namely their participation at the MSG’s flagship cultural event, the Melanesian Arts and Culture Festival (MACFEST), and the MSG Prime Minister’s Cup Football Tournament.

Another is the inclusion of FLNKS Representatives on MSG countries’ Delegations to International Meetings as part of the diplomatic efforts to solicit support for New Caledonia’s independence, among others.

In an effort to build transformative pathways to advance the Fourth International Decade for Ending Colonialism, DG Louma proposed a number of ideas including the proposal that New Caledonia be allowed to enter into Trade Agreements with neighbouring Pacific Countries.

DG Louma concluded that there is an important nexus between the attainment of SDG in Non-Self-Governing Territories and their aspirations of self-determination and independence.

“Actions aimed at attainment of these SDG targets will ensure that when Territories and Peoples to which Resolution 1514 (XV) applies eventually attain full self-determination and independence, they will be better placed to take on responsibilities of governance, better assured of maintaining sustainable economic prosperity, better able to sustain equitable and decent living standards and able to take their seats amongst the family of nations as viable independent states,” he said.

Vanuatu backs West Papuan bid for full MSG membership

The Liberation Movement already has observer status in the regional group whose full members are Papua New Guinea, Fiji, Solomon Islands, Vanuatu and New Caledonia’s Kanaks.

The application was presented to the MSG Secretariat in Port Vila on behalf of the ULMWP by Vanuatu’s Special Envoy for the Decolonisation of West Papua to the Pacific Islands States, Lora Lini.

Ms Lini told Johnny Blades the application follows recent establishment of new membership criteria by a MSG sub-committee on regional and institutional issues.

West Papua, Indonesia not discussed

The Melanesian Spearhead Group Foreign Affairs Ministers’ Meeting at the Secretariat in Port Vila this week has not dealt with Indonesia’s Associate Membership of MSG or West Papua’s Observer Status of MSG.

The Chairman of the meeting who is the Minister of Foreign Affairs and external Trade of the Solomon Islands, Milner Tozaka said his team has reviewed the procedures to be dealt with by the Leaders early next year.

Asked what the new recommendations are the Chairman explained, “One of the important recommendations is a guideline whereby any new application for membership, will have to be forwarded firstly to the Director General (of MSG), who will be consulting the leaders for their direction as to whether to consider the application or not, and subject to their approval, then they would consider the application”.

He made it clear the meeting this week did not deal with either of the two applications.

“The (MSG) legal institution to revisit the application for membership as well as the associate membership has been done and we have not gone into considering the applications for either of them,” the Chairman explained.

Asked if the meeting has agreed that the two applications are in order, he replied, “The status quo remains the same. Nothing has changed in relation to Indonesia as an Associate Member and West Papua as an Observer”.

The Chairman said any changes would only take place after the leaders meet to consider the new criteria have been recommended by the Legal Committee to the leaders for their deliberations next year.

The current Chair said the next meeting will depend on the new Chairman of MSG in consultation with his colleagues but that it is expected to be held early next year.

While farewelling the staff of MSG Secretariat and wishing them and their families “merry Christmas” over kava and snacks at the Secretariat yesterday, the Chairman said, “Following the appointment of Ambassador (Amena) Yauvoli, a Governing body meeting was convened and hosted by Fiji in the beautiful city of Lautoka in early June this year.

“The outcome of the meeting was politically significant for MSG as members re-energised their deliberations on the agenda of membership issue and guideline.

“The outcome of this particular discussion in our meeting this week has further paved the way for our Leaders to deliberate on the issue in 2017.

Amena Yauvoli told Vanuatu media that 20 December is the proposed date for the summit in Port Vila, with the secretariat awaiting a consensus on the matter among members.

The meeting was postponed for a second time in early October, and the secretariat had since been unable to pin down a date that works for all leaders from the five full MSG members.

The five are Papua New Guinea, Fiji, Vanuatu, Solomon Islands and New Caledonia’s FLNKS Kanaks Movement.

They are due to deliberate on an application for full membership by the United Liberation Movement for West Papua which is opposed by Indonesia.

The Liberation Movement was granted observer status in the MSG in 2015, while Indonesia is an associate member.

In a sign of the sensitivity around the issue within the MSG, leaders have this year deferred a number of summits where West Papuan membership was a priority item.

The annual MSG leaders summit was held in Honiara in July after several late changes of venue and date.

In Honiara, leaders deferred their decision on the Liberation Movement’s application for full membership, saying adequate membership criteria had to be developed first.

Vanuatu’s prime minister Charlot Salwai subsequently explained that since last year MSG membership criteria had been developed which did not reflect the group’s founding principles.

Vanuatu, Solomon Islands and the FLNKS are understood to support the Liberation Movement for full membership, with PNG and Fiji inclining towards Jakarta’s stand on the matter.

Amid frustrations with the availability of all members, reports have surfaced that the MSG could make a decision on Papuan membership if three of the five full members were present.

Meanwhile, according to Mr Yauvoli, as well as the membership matter, MSG leaders are required to meet in order to approve the secretariat’s 2017 budget.

The secretariat has struggled with a lack of resourcing in recent years, with some full members not paying their full fee commitments.

ULMWP welcomes recommendation to make West Papua top regional Forum leaders agenda

The United Liberation Movement for West Papua (ULMWP) has today welcomed the recommendation set by the Pacific Islands Forum Secretariat’s Special Sub-Committee on Regionalism (SSCR) and the Forum Officials Committee for West Papua to be one of the top priority issues of the regional agenda.

ULMWP Secretary General, Octovianus Mote, attributed the increasing awareness on the state of West Papua to growing ground swell of people solidarity movements in the Pacific, reflected by the media coverage of the issue, and the three submissions from various solidarity groups around the region advocating the peaceful resolution of the struggles of the people of West Papua.

“The Forum Officials Committee which considered the issue of West Papua yesterday we understand has taken a decision to endorse West Papua as one of the five top regional issues that will be considered by forum leaders next month in PNG during the leaders’ summit,” said Mote.

“In the words of the current Secretary General, Dame Meg Taylor, the forum has a history and regional role in assisting territories achieve self-determination, and we are certain our leaders will act on our plea to address the growing human rights abuse in West Papua by establishing a fact finding mission, and supporting the call by Vanuatu for the UN to appoint a special envoy to West Papua,” added Mote.

Mr Mote also welcomed the decision by the Solomon Islands Government to appoint a Special Envoy on West Papua and seek West Papua’s admission to the Pacific Islands Forum Secretariat.

“On behalf of the ULMWP, I extend our deepest gratitude to the Prime Minister of the Solomon Islands, Manasseh Sogavare, and the solidarity movement in the Solomon Islands…I would also like to thank other solidarity movement partners in the Pacific for their continued support for standing up for the people of West Papua.”

He said he is confident in Prime Minister Sogavare as the current chairman of the Melanesian Spearhead Group, and that under his leadership, he will steer a peaceful path for West Papua. ULMWP respectfully urges Pacific Island leaders to join with PM Sogavare to steer a peaceful path for West Papua.
