Solomon Star News – The Prime Minister Manasseh Sogavare has refuted claims there are moves to topple his government in this parliament sitting.
Speaking in an interview Mr Sogavare described the claim baseless.
“It is a complete lie, a typical example of desperate effort by people with dirty motives to distort matters.
“I am enjoying the support of the entire government bench,” Mr Sogavare said.
Meanwhile a Cabinet minister said most MPs and ministers within the current ruling government disagree with the Party’s president Sir Thomas Chan to terminate the Prime Minister Manasseh Sogavare from UDP.
The minister who wants his name witheld said the DCC government is remain solid to pass its 2017 national budget when Parliament is resume to deliberate on the budget today.
“…we are confident that we will sail through 2018 with no problems.
“They confirmed and pledged each other that there is no hidden agenda and there will be none.
“DCC has the best and right policies to move the country forward during their tenure in office and beyond.”
There are speculations that Ministers will take a mass resignation or walkout from government and support the Opposition.
However the MP refuted the claim saying: “The Ministers said that we already have a legitimate government so why should we form another one with people who are only hungry for power and position at the expense of the mass.”
Prime Minister Sogavare believes that the time has come for all leaders to set aside the shackles of doubt and suspicion that only breeds perceptions and media propaganda to influence public opinion to promote self rather than unity and peace.
However, a well placed source within UDP party said, despite PM’s claim of solidarity and infact, a rift is happening within the DCC government.
“ PM is playing the old game, and responds from our President is nothing but the truth, he did not address issues UDP have raised oftently when Cabinet meets,” the source said.
The source said the PM never respects UDP Party, the Party that puts him into power to become the country’s prime minister.
He said UDP must elect a new parliamnetary leader becasuse now PM is leading DCCG without a political party that requires a legal explanation.
“Issues we need clarification on Sogavare’s membership of UDP and leader of the coalition in the light of his removal from UDP. These questions could be raised as a point of order in parliament tomorrow (today).”
He said Prime Minister needs to realize that DCCG is UDP, PAP and Kadere, not himself.
“His leadership of DCCG is by virtue of his membership of UDP.”
Parliament resumes this morning after being adjourned from last week.
Jayapura, Jubi – Setelah dipecat keanggotaannya oleh Presiden United Democratic Party (UDP), Sir Thomas Chan, Perdana Menteri Kepulauan Solomon, Manasye Sogavare merilis tanggapannya melalui Kantor Perdana Menteri Kepulauan Solomon.
PRIME Minister Manasseh Sogavare has adjourned Parliament to November 14.
Six bills will be ready for deliberation by Parliament at the Second Reading stage when it resumes its final sitting for this year on the 14th of November.
The bills- Town and Country Planning (Amendment) Bill 2016, Land Surveyors Bill 2016, Child and Welfare Bill 2016, Adoption (Amendment) Bill 2016, Pacific Games 2023 Bill 2016 and Solomon Islands Tertiary Education and Skills Authority Bill 2016- were put through the First Reading Stage when Parliament convened yesterday morning for the final 2016 session.
After the first Reading of the Bills, Prime Minister moved a Motion of Special Adjournment seeking approval of the House to postpone the meeting to November 14 to allow the Bills and Legislation Committee to inquire into these bills and also for Cabinet to deliberate on the 2017 Budget and other bills to be brought to Parliament this session.
When moving the motion, the Prime Minister said:
“I would like to move that the adjournment of Parliament on Tuesday 2nd November 2016-the present meeting- shall stand adjourned till Monday 14th November 2016.
“The reason is that a number of bills have been submitted to Parliament and the Bills and Legislation Committee will need to inquire into before we can deliberate on them at the Second Reading stage when we resume our present meeting on November 14.
“This motion will also give a little more time for the Government to look at the (2017) Budget.
“There are also other bills including the Dual Citizenship Bill that still need to be submitted to Parliament. So we need that space of time to complete these tasks.”

Ryamizard Ryacudu met with Australian government representatives including Foreign Minister Julie Bishop in a meeting in Bali where the two countries reaffirmed security ties.
He pressed Australia to pass a message to Solomon Islands that it should refrain from interferring in the internal affairs of Indonesia, including the issue of West Papua.

Solomon Islands’ Prime Minister Manasseh Sogavare, in his role as chairman of the Melanesian Spearhead Group, has been vocal about boosting West Papuan representation in the group.
He was also one of seven leaders of Pacific states who spoke out about rights abuses in Papua and on support for Papuan self-determination at last month’s UN General Assembly session.

Ryamizard told media that he had implored Canberra to speak to Honiara on the matter because Australia contributes a big aid package in the Solomons.
Detik News reports the Minister saying Australia has accepted the request.
Ryamizard said friendly countries do not disturb each other by interfering in domestic issues.

He warned that Indonesia will not stay silent when its sovereignty is compromised. He described Indonesia as a tiger that can attack if disturbed.
The Minister urged Australia to pass on the message to Solomon Islands and other Pacific states that they should not invite West Papua to join the MSG.

The MSG accepted the United Liberation Movement for West Papua into the group with observer status last year and is considering whether to elevate it to full membership.
An MSG leaders meeting on the matter is due before the end of the year in Vanuatu.
Following the signing of West Papua Revolution Constitution by the West Papua National Parliament in September 2016, Gen. TRWP Mathias Wenda urges United Liberation Movement for West Papua (ULMWP) to follow it up according to the order of the constitution that says,
“ULMWP shall form a Transitional Government or Revolutionary Government or Provisional Government of West Papua within 90 days after the constitution takes into force”.
It is important for all Melanesian leaders and tribal elders to understand, that I myself as an elder, would like to invite all Melanesian elders to pray for us in West Papua so that ULMWP has the ability and bravery to declare a “West Papua Provisional Government” not long from now. This is important in order for us Melanesian leaders and for the ULMWP to have a stronger position within international law in our South Pacific Region.
By declaring our West Papua Revolutionary Constitution (WPRC) on 13 September 2016, on the day we celebrated the 9th anniversary of UN Declarations on Indigenous Populations that was passed by the UNGA on the 61-session dated 13 September 2007. The UN Declaration on Indigenous Populations, particularly on Article 3. clearly stipulates
Indigenous peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.
All UN Documents and primarily UN Charter clearly guarantees the rights of all human society in the world, individuals and groups to determine their/our future. And what we Melanesians are doing now in West Papua is just in accordance to these principles, in order to implement the basic values of the United Nations and to appreciate our human civilization that have rejected any forms of slavery and colonization with any reason.
West Papuans are fighting against Indonesian colonialism not because we hate the Malay – Indos.
What we are doing is to respect the values and principles of the UN and to end manipulation and lies that have been colonizing and suppressing, terrorizing and obliterating Melanesian peoples all the way from Fiji to Sorong.
West Papua was invaded militarily beginning from the December 19th, 1961’s Triple Command of Indonesian President. The Western World was not interested in taking risk of Communism expanding to South Pacific region after failure to defeat communist influence in South East Asia, particularly Vietnam and Indonesia.
We human beings in this planet have said “Good Bye” to Communism. The threat from Russia is no longer to do with communism anymore. The eastern block is now already part of our human history. And yet, the impacts of the Cold War Era is still disturbing and deadly to Melanesians in West Papua, Papua New Guinea, Solomon Islands, Vanuatu, Fiji and Kanaky. Papua New Guinea and Fiji have been reluctant lately, to acknowledge us West Papuans as one race, wan solwara, wan graun and wantok, not based on their choice, but they are presented day and night, back and forth, by forces and threats from outside Melanesia, pressuring them to accept whatever happened in the past and its consequences, however insulting and deadly it is to our race as human beings.
Only until June 26, 2015 that we all Melanesians have declared our dignity and integrity as human race on this planet, on the South Pacific Region, that Melanesians are all united as one race and one family under our house called MSG. We indeed acknowledged the reality of God’s creation that we are created as Melanesians, not as Indonesians. What we are doing is God’s will, based on the laws and principles of God from creation. West Papuans are not Indonesians, we are Melanesians, and this is according to what God has created. Let us agree with God and work towards social-engineering projects being actively and massively, with a lot of resources being executed in West Papua since 1961.
Right now, since 13 September 2016, West Papuans now already have a Constitution that will guide us towards a free and independent West Papua. We invite all Melanesian leaders to understand and cooperate, in order to promote a United Melanesia that is based upon the Values and Norms, Customs and Traditions of Melanesian peoples that we inherited from our ancestors.
This very Provisional Constitution of West Papua clearly states that the citizens of West Papua Nation-State are (1) spiritual beings, (2) plants, (3) animals, (4) matter and human beings who live and share the Western half of the Isle of New Guinea. This constitution is based upon Melanesian values and philosophy, that acknowledges the existence and rights of all communities of beings, including human beings, regard all communities of beings as part of our life, see the forests as our homes, see the animals as our fellow beings, see the spirits of the living and of our ancestors nurtures our lives, honour and worship God in His Spirit, and respect and protect the rights of matters like rivers, gold, timber, soil as fellow beings that should be respected and treated accordingly.
This very Provisional Constitution of West Papua also states that the National or Official Language of West Papua nation-state is Tok-Pisin and the National Currency is Kina West Papua.
We are standing based on our Melanesian norms, values and philosophy, and following our Melanesian brothers and sisters today who already have their independent nation-states. We are going to have our National Government soon, because we already have our National Parliament and Our National Law in place.
As the Commander in Chief of West Papua Revolutionary Army (WPRA) and as the Elder of my own Lani Triba, I would like to invited the Rt. Hon. Prime Minister of Papua New Guinea, Rt. Hon. Prime Minister of Solomon Islands, Rt. Hon. Prime Minister of Vanuatu, Rt. Hon. Prime Minister of Fiji, Rt. Hon. Leader of FLNKS, and Leaders of ULMWP that
We fully trust and rely on you all, and look forward to what the future brings from your kind wisdom and leadership in liberating our occupied land by Melayo – Indonesians;
We look forward to sit and stand-up, talk and work together hand-in-hand to fully liberate West Papua from colonialism.
West Papua is the westernmost part of Melanesia, and without West Papua, our own entity as a human race is not complete and we are socially and culturally paralyzed. West Papua independence is per-requisite towards a stable, peaceful, prosperous and powerful Melanesia. Those who against West Papua independence are the ones who want to colonize, manipulate and exploit our Melanesian race and our resources, of course for their own sake not for us Melanesians.
West Papua is our hope for our future. We are looking forward to establish a post-modern nation-state that is based fully on our Melanesian wisdom, based on our Melanesian norms and values, and our system of governance.
We are ready to step into running West Papua Government that will coordinate and organise our movement towards full independence and sovereignty.
Please receive our warmest greetings and salute, from the jungles o New Guinea.

Radio NZ – West Papua specialist Dr Cammi Webb-Gannon said the unprecedented level of discussion about West Papuan self-determination and human rights at the recent UN General Assembly reflected a new momentum towards decolonisation in the Pacific.
Dr Webb-Gannon, from Western Sydney University’s School of Humanities and Communication Arts, said the Melanesian Spearhead Group chairman and Solomon Islands prime minister Manasseh Sogavare had been particularly pivotal.
“So he’s brought together a lot of Pacific Island countries who have just taken the West Papua issue to the UN but are also hoping to take it to the UN decolonisation committee. So more than ever before, West Papuans are getting their cause on the international radar and that’s really due to the incredible action that’s taken by other Pacific countries.”
Meanwhile, there are hopes among West Papuans that the new United Nations Secretary-General will help protect the human rights of Papua’s indigenous people.
Antonio Guterres, the former Portuguese prime minister, was been unanimously elected to take over the UN top job from Ban Ki-moon at the start of next year.

As Portugal prime minister, Mr Guterres played a key role in the UN intervention in East Timor shortly before it gained independence from Indonesia.
The United Liberation Movement for West Papua’s Pacific regional ambassador, Akouboo Amatus Douw, said that unlike Portugal’s efforts to do the right thing by Timor, the Dutch have not met their moral obligation to Papuans.
However, he hoped that Mr Guterres can similarly help Papuans facilitate calls by seven countries at the UN general assembly last month for an investigation into alleged rights violations in Papua.
Mr Guterres was also the UN High Commissioner for Refugees for 10 years and his work in this role was acknowledged by Mr Douw.
Under Mr Guterres’s leadership, the UNHCR provided legal and humanitarian assistance for over 10,000 West Papuan refugees in PNG.
“In my rough estimation we have 30,000 Papuan political refugees all around the globe including myself,” said Mr Douw.
He said the main reason that Papuans have to flee Indonesian rule is the denial of their absolute rights of self-determination in their home country.
“As I was of 43 West Papua political asylum seekers who escaped from West Papua and landed in Australia in 2006, I have very positive thoughts on his (Guterres’) priorities in seeking to revolve core issues behind why these people became marginalised and suffered in all aspects.”
Radio NZ – Reports from Vanuatu say West Papua is poised to be granted full membership of the Melanesian Spearhead Group (MSG) in December.
The Daily Post said this was announced by the MSG chair, the Solomon Islands prime minister Manasseh Sogavare, in Port Vila at a meeting with West Papuan representatives.
Mr Sogavare reportedly said Solomon Islands, Vanuatu and New Caledonia’s FLNKS movement would admit West Papua at the next MSG Leaders Summit in Vanuatu even if Papua New Guinea and Fiji stay away.
An MSG summit planned for last week was cancelled without a reason being given after it had already been deferred earlier in the year.
The United Liberation Movement for West Papua has been seeking to become a full member of the MSG which last year made Indonesia as an associate member.
The Chairman of the Vanuatu Free West Papua Association Pastor Allan Nafuki said if Fiji and Papua New Guinea do not turn up for the next summit, the three other members will have no alternative but to go ahead and vote West Papua into full MSG membership.
Concern about human rights abuses by Indonesian forces in West Papua was raised by several Pacific Islands countries at the United Nations last month, triggering a rebuke from Jakarta for alleged interference in Indonesia’s domestic affairs.
Perdana Menteri Kepulauan Solomon, Manasseh Sogavare, dalam pidatonya dihadapan Majelis Umum PBB Jumat, (23/9/2016) mendukung hak penentuan nasib sendiri West Papua – unmultimedia.org
Berdasarkan laporan Human Right Watch (HRW) tahun 2015, yang bertajuk Indonesia’s Restrictions on Media Freedom and Rights Monitoring in Papua, sejak tahun 2006 hingga tahun 2013, upaya utusan-utusan khusus PBB memonitor persoalan HAM di Papua tidak membuahkan hasil.
