Melanesian Solidarity Summit Today

The Vanuatu West Papua Association is hosting a “Wantok Summit” for Free West Papua Civil Society Organization support group in the Melanesian region of Vanuatu, Solomon Islands, Kanaky, Fiji, Papua New Guinea and West Papua at the Vanuatu Christian Council (VCC) office, 8.30 am today.

The Summit is being held in parallel with the MSG Leader’s Summit in Port Vila which the Daily Post understands will take place on the 3rd and 4th of October 2016. The theme for the Melanesian Associations in support for West Papua full membership in the MSG is “Melanesian Solidarity”.

According to the Chairman of the Vanuatu West Papua Association, Pastor Allan Nafuki, the three-day summit will focus on the issues of Defining “Melanesia; its cultures, language heritage, ethnicity, Impact of colonization on Melanesian solidarity, how Melanesian countries are advocating for Melanesian Solidarity, Restoring the Melanesian Solidarity and what can Melanesians do together in this regard and winding up the Summit with a Melanesian Government heads Reconciliation customary ceremony on Saturday to be facilitated by the Vanuatu Malvafumauri National Council of Chiefs.

Some prominent Melanesian figures behind the support for West Papua full MSG membership include; Benny Wendy, Spokesman for the United Liberation Movement for West Papua, Damson Faisi, Chairman of the Solomon Islands in Solidarity for West Papua, Joko Peter Kassey, of the Free West Papua –PNG Chapter and West Papua Refugee Relief Association, Inco, as others from Fiji and Papua New Guinea were expected to be in Port Vila for the summit.

Without commenting further, the Chairman of the Vanuatu West Papua Association Pastor Allan Nafuki, said a press communiqué will be issued at the end of the summit on the resolutions.

JAKARTA, SATUHARAPAN.COM – Diangkatnya isu pelanggaran Hak Asasi Manusia (HAM) di Perserikatan Bangsa-bangsa (PBB) oleh enam negara Pasifik, menunjukkan bahwa masalah HAM adalah masalah kemanusiaan global.

Indonesia sulit untuk menghindari sorotan maupun kritikan internasional tanpa ada penjelasan secara substantif dengan bukti perbaikan kondisi HAM secara signifikan.

Hal ini dikatakan oleh Ketua Tim Kajian Papua Lembaga Ilmu Pengetahuan Indonesia (LIPI), Dr. Adriana Elisabeth, menjawab pertanyaan satuharapan.com, sehubungan dengan diangkatnya isu Papua oleh enam negara Pasifik (Solomon Islands, Vanuatu, Nauru, Marshall Islands, Tuvalu dan Tonga) di Sidang Umum PBB.

Adriana menilai, belum ada sinkronisasi antara strategi penyelesaian isu HAM di dalam negeri dan luar negeri.

“Argumentasi diplomasi RI tidak dibarengi dengan kemajuan kerja tim terpadu yang dibentuk oleh Menko Polhukam yang menetapkan penyelesaian kasus Wasior, Wamena dan Paniai. Sementara kekerasan terus berlangsung hampir setiap minggu,” kata Adriana, hari ini (29/9) di Jakarta.

Dalam menanggapi kritik enam negara Pasifik di PBB, Indonesia mengatakan isu Papua merupakan urusan dalam negeri dan mengangkat isu itu di PBB merupakan tindakan mencampuri urusan dan kedaulatan negara lain. Namun, Adriana mengatakan kedaulatan harus dipertahankan dengan bukti perbaikan kondisi HAM Papua.

“Tidak cukup dengan cara-cara defensif dan ofensif. Cara ini justru mengesankan arogansi politik yang tidak berdampak pada munculnya simpati kepada Indonesia,” kata Adriana.

Adriana menyarankan Indonesia mengambil langkah-langkah strategis komprehensif dan integratif dalam penyelesaian HAM, mencakup aspek proteksi dan pemenuhan hak-hak sipil, politik, ekonomi dan sosial budaya.

“Untuk perbaikan kondisi politik dan keamanan, perlu penghentian kekerasan segera, penataan intelijen dan aparat keamanan di Papua,” kata dia.

Menurut Adriana, pihaknya telah berulang kali memberikan rekomendasi demikian, meskipun faktanya kondisi politik dan keamanan belum membaik.

“Pembangunan infrastruktur penting jangan sampai mereduksi kepentingan untuk membangun politik dan keamanan Papua yang menjamin keselamatan dan kesejahteraan masyarakat Papua,” kata dia.

Listening to the Pacific beat on Papua

In an unprecedented move, seven UN member states from the Pacific raised their concerted voices on Papua during the prestigious 71st session of the UN General Assembly in New York this week.

Nauru started the intervention by highlighting the issue of human rights violations in Papua, followed by a newcomer in the discourse of Papua: the Marshall Islands.

Vanuatu, Tuvalu and the Solomon Islands followed suit and went one step further by specifically highlighting the issue of the right to self-determination for Papuans. Tonga emphasised the gravity of the problem and Palau, another novice, called for constructive dialogue with Indonesia to solve the Papua issue.

This was a historic moment for us as we have never had such unified high-profile intervention when it comes to the issue of Papua at the UN. Perhaps the only lone ranger used to be Vanuatu, which tried to break the silence of the UN fora.

This week’s debate at the UN General Assembly might remind us of a similar but much more colorful debate on Papua at the assembly in 1969, when the forum decided to close the chapter on Papua by accepting the result of the Act of Free Choice.

If in 1969 some African countries expressed opposition to the assembly’s decision to adopt the result of the 1969 Act of Free Choice for Papuans, today the Pacific nations are taking the lead.

Indonesia’s response, however, was highly predictable. Repeating the slogan of territorial integrity and sovereignty, the government’s response unfortunately does not provide us with facts and evidence of the improvement in the human rights situation in Papua.

It may be remembered that President Joko “Jokowi” Widodo promised to solve the killing of four high-school students in Paniai on Dec. 8, 2014. The investigation into the case has been delayed for almost two years and we have not seen much progress.

The families of the victims recall that at least eight government institutions sent their respective fact-finding team to interview victims on the ground and personnel of the Army, the Papua Police, the National Police, the Air Force, the Papua Legislative Council, the Witness and Victim Protection Agency (LPSK), the Office of Coordinating Security, Political and Legal Affairs Minister, the National Commission on Human Rights (Komnas HAM). None of these teams, however, has ever published their report for public consumption.

Similarly, the dossiers on the Wasior killings of 2001 and the Wamena case of 2003 have been pending for more than a decade at the Attorney General once Komnas HAM finished its investigation. These were not ordinary crimes but crimes against humanity, one of the most serious crimes punishable by Indonesian and international law. Unfortunately, both Komnas HAM and the Attorney General’s Office have argued over evidence and procedure for years.

Komnas HAM insists that it has provided conclusive evidence and has followed proper procedure. On the other hand, the Attorney General’s Office has argued that Komnas HAM has not met the requirement of a pro-justice investigation as investigators did not take an oath as required by the Criminal Law Procedures Code. Both institutions have overlooked the fact that victims continue to suffer.

Memories are still fresh on the surge in the arrests of Papuan youth when they took to the streets to express their opinions in public despite a constitutional guarantee of the right to do so.

The Jakarta Legal Aid Institute (LBH Jakarta) documented that at least 4,587 individuals, men and women, were arrested by the police for expressing their political views in 13 cities, namely Dekai, Fakfak, Jakarta, Jayapura, Kaimana, Makassar, Malang, Manado Manokwari, Merauke, Sentani, Wamena and Yogyakarta.

While most of the arrestees were released within 24 hours, the deployment of police in 13 jurisdictions across the country would not have been possible without the blessing of the National Police top brass.

While we were grappling with human rights conditions in Papua, we were shocked by the President’s decision to appoint Gen. (ret) Wiranto as the coordinating political, legal and security affairs minister.

In February 2003, the UN-sponsored Special Panels for Serious Crimes of the Dili District Court, Timor Leste, indicted Gen. Wiranto, then the Indonesian defense and security minister and Indonesian Armed Forces (ABRI) commander for crimes against humanity in connection with the events in Timor Leste in 1999.

As we were yet to recover from the President’s unfathomable choice, we were presented with another unprecedented decision when the Indonesian Military TNI chief named Maj. Gen. Hartomo to lead the military’s Strategic Intelligence Agency (BAIS).

Hartomo was the commander of the Army’s Special Forces (Kopassus) Tribuana X unit assigned to Papua when Theys Eluay was murdered. Hartomo and six other Kopassus officers were charged with Theys’ murder on National Heroes Day in 2001. He and his team were found guilty and sentenced to three years in prison by the Surabaya Military Court and discharged from the Army.

These all are simple facts that tell us the way our government commits to human rights in Papua and elsewhere, which the Indonesian delegation to the UN General Assembly describes as “robust and active”.

Jika tuduhan Pasifik keliru, Indonesia diminta menerima kunjungan Pelapor Khusus PBB ke Papua

Jayapura, Jubi – Kepulauan Solomon meminta Indonesia untuk membuktikan tuduhan negara-negara Pasifik yang mengutip pelanggaran hak asasi manusia di Papua Barat dalam debat majelis mum PBB minggu lalu.

Sebelumnya pemimpin Pasifik telah menyatakan keprihatinan mereka atas pelanggaran Hak Asasi Manusia di Papua Barat dalam sidang Majelis Umum PBB.

Indonesia merespon dengan menuduh para pemimpin Pasifik campur tangan dalam urusan dalam negeri. Dikatakan para pemimpin Pasifik bermotif politik dan dirancang untuk mendukung kelompok-kelompok separatis yang telah menimbulkan kekacauan publik dan melakukan serangan teroris.

Utusan Khusus Kepulauan Solomon untuk Papua Barat Rex Horoi mengatakan kepada Majelis Umum PBB bahwa Indonesia harus mengijinkan Pelapor Khusus PBB ke provinsi tersebut jika ingin membuktikan bahwa kekhawatiran Pacific tidak benar.

Horoi mengatakan masalah ini membutuhkan perhatian bersama.

“Kami menyadari bahwa baik kita, atau Indonesia tidak bisa menyelesaikan masalah ini sendiri. Kami berada dalam posisi membawa masalah ini menjadi perhatian dari PBB dan perlu dilakukan segera karena ada bank nyawa yang hilang dengan semua impunitas,”

kata Rex Horoi dalam jawabannya atas resano pemerintah Indonesia. (*)

RNZ – Indonesia is impeding Pacific regional efforts to pursue justice for human rights abuses against Papuans the United Liberation Movement for West Papua says.

Criticism from the Movement’s ambassador for the Pacific Islands region, Amatus Douw, comes as Papua is to be discussed at the Pacific Islands Forum leaders summit in the Federated States of Micronesia.

The leaders summit began this morning in Pohnpei after the Forum secretary-general Dame Meg Taylor said earlier this week that the region could not avoid addressing the issue of West Papua.

At last year’s summit, Forum leaders resolved to push Indonesia to allow a fact-finding mission on West Papua from where reports of rights abuses against the indigenous Melanesians continue to filter out.

After a year and no movement on this front, Dame Meg said Jakarta has indicated it would not welcome such a mission, and was uncomfortable with the term “fact-finding.”

Mr Douw said it was not a failure on the Forum’s part but a sign of the defensiveness of Indonesia which he accused of “consistently trying to run away from its colonialism and human rights atrocities”.

The Australia-based envoy believes a direct approach to the United Nations is required.

Indonesia, he said, was “now using weapon to killing young Papuans but you will never kill international law and UN charter on self-determination, freedom and independence”.

The Indonesian embassy in New Zealand admitted Indonesia still faced obstacles in protecting the human rights of her citizens, but said Jakarta was addressing rights abuses.

It said Papua’s incorporation into Indonesia in the 1960s was sanctioned by the United Nations and was final.

At a pre-Forum workshop in Pohnpei, Dame Meg identified that regional leadership was partly divided over how to approach the Papua issue, but noted that people in Pacific nations felt very strongly about it.

Mr Douw echoed Dame Meg’s comments that the nascent Pacific Coalition for West Papua, including both government and civil society representatives, was gaining momentum in its bid to take the Papua issue to the UN level.

On the eve of the Forum summit, he urged Australia and New Zealand leaders to acknowledge their “moral responsibility” and get on board the coalition.

Following the noise made and the funds raised by the ‘Punks For West Papua’ movement and documentary, more rockin’ artists are coming together for several weeks from September 30 to show the strength of music and help raise funds to assist the plight of the West Papuans, presented by global music & cultural movement Rize Of The Morning Star.

Leader of the ULMWP Benny Wenda said “Indonesia have tanks and guns. West Papuans only have guitars. Music is the only weapon we need for freedom.”

Whilst West Papuan music is outlawed by the Indonesian Military, Rockin’ For West Papua & Rize Of The Morning Star are inviting musicians, artists and anybody who wants to make a stand, to show their colours in the month of October by organising gigs, exhibitions, festivals or any social gathering or display of support to let Indonesia, USA, Australian and UK governments know that we are standing for West Papua.

Filmmaker Anthony ‘Ash’ Brennan who created the award winning documentary “Punks For West Papua” is coordinating the Rockin’ For West Papua shows. Returning from a stint in Rio behind the camera at the Olympic Aquatic Centre, he said “I have been very fortunate in my career in TV to have travelled to the four corners of the globe. I have seen the good and bad in every country. From Indian Slums, to Soweto in South Africa, and more recently the Rio favela’s.  I have learnt that people who have the least, give the most. They open their hearts with music and art. And I have walked away richer for the experience. A very humbling experience, coming from such a privileged country. Music brings people together, empowers us, and gives us strength to overcome any adversity.”

The people of West Papua have been suffering under Indonesian occupation since 1963. Over 500,000 civilians have been killed, and thousands more have been raped, tortured and imprisoned. Foreign media and human rights groups are banned from operating in West Papua, so people rarely hear about the situation there. The Free West Papua Campaign is bringing the story of West Papua to the world and campaigning for freedom and justice in West Papua, to end the violence of the last 50 years.

Despite the growing global support of the United Liberation Movement For West Papua, in recent months over 800 West Papuan people were arrested and many tortured by Indonesian authorities simply for peacefully calling for full membership of the Melanesian Spearhead Group (MSG). There has been a surge of human rights abuses as thousands of people joined mass rallies with hundreds arrested at passive demonstrations in West Papua and Indonesia. Even with the media ban, harrowing video evidence has emerged of the brutality that peaceful protesters were met with including children and students.

All funds raised go to Free West Papua.

New York, Tabloid-WANI — Diangkatnya isu pelanggaran HAM yang dilakukan oleh Indonesia di Papua tengah menjadi perhatian dunia Internasional. Beberapa hari yang lalu dalam sidang Mejelis Umun Perserikatan Bangsa-Bangsa yang berlangsung di New York Amerika Serikat pada tanggal 20 s/d 26 September 2016, ada enam negara dari Pasifik yang tergabung dalam Koalisi Pasifik untuk West Papua (PCWP) yaitu: Kepulauan Solomon, Republik Vanuatu, Republik Kepulauan Marshall, Republik Nauru, Tuvalu dan Kerajaan Tonga telah mengangkat isu Pelanggaran HAM yang bertahun-tahun lamanya dilakukan oleh Indonesia di bumi Cenderawasi Papua, dan ditutupi Indonesia sejak Papua dianeksasi ke dalam bingkai Negara Kesatuan Republik Indonesia (NKRI) pada 50 tahun silam.

Dalam pidato dari enam negara diatas, secara garis mereka minta PBB bersama Indonesia untuk segerah selidiki kasus Pelanggaran HAM di Papua dan hak penentuan nasib sendiri untuk Papua.

Ketika enam dari koalisi (PCWP) menyoroti isu pelanggaran hak asasi manusia yang terjadi di Papua, satu negara yang juga dari kawasan wilayah Pasifik yang teletak di 200 km sebelah utara wilayah provinsi Papua Barat yakni Republik Palau juga telah mengangkat isu Papua di sidang tahunan PBB ini.

Republik Palau mengangkat isu Papua pada sesi Debat Umum PBB tanggal (26/09) oleh Caleb Otto. Dalam penyampaian Caleb Otto yang merupakan wakil tetap Republik Palau untuk PBB mengatakan

By PM Press, Prime Minister Hon Manasseh Sogavare has reiterated Solomon Islands call on the United Nations for the recognition of Taiwan and expressed concern about the human rights violations in West Papua when he addressed the 71st United Nations General Assembly yesterday, Friday 23rd September.

Solomon Islands commits a section in its annual address to the United Nations General Assembly to call on the UN for the recognition of Taiwan and when reiterating that call yesterday, the Prime Minister said, “Solomon Islands recognises the fundamental right of Taiwan’s 23 million people to participate meaningfully in the United Nations specialised bodies.”

However, the Prime Minister said Solomon Islands finds Taiwan’s limited and restricted participation with the World Health Organisation regrettable, especially at a time when the spread of infectious diseases is impacting children and needs everyone to assist.

He said similarly, Taiwan remains unjustly on the fringes of the International Civil Aviation Organisation’s decision-making process despite managing more than a million flights or 58 million passengers through ‘Taipei Flight Information Region.’

“We (therefore) call for Taiwan’s open and free access to all WHO meetings and also call for Taiwan’s predictable and certain participation in ICAO gatherings.

“There has always been two political systems along the Taiwan Strait and the reality is the world works with one and turns a blind eye to the other.”

He said the implementation of the (UN) 2030 Agenda calls for all hands on deck and therefore the UN must put the interest of humanity first and work with all including Taiwan.

On the issue of human rights violations in West Papua, the Prime Minister said Solomon Islands is gravely concerned about the human rights violations against Melanesians in that region.

And he added that the human rights violations and the pursuit for self-determination of West Papua are two sides of the same coin.

“Many reports on the human rights violations in West Papua emphasise the inherent corroboration between the rights to self-determination that results in direct violations of human rights by Indonesia in its attempts to smother any form of opposition.”

The Prime Minister said, “The principle of sovereignty is paramount to any institution whose core rationale is the respect for sovereignty. If the justification of sovereignty rests on a series of decisions that are questionable, then there is a case to challenge the legality of the argument of sovereignty.”

He added that, “As the chair of the Melanesian Spearhead Group that also includes Indonesia as an associate member and the United Liberation Movement of West Papua (ULMWP) as an Observer, Solomon Islands affirms the need for constructive engagement with Indonesia and looks forward in cooperating with Indonesia to address the violations of human rights in West Papua.

The Prime Minister also took the opportunity to reaffirm Solomon Islands support for the unalienable right of the people of the Territory of French Polynesia pursuant to annual resolutions of the UNGA beginning in 2013.

He said Solomon Islands continues to request the Administering power to work and cooperate with the UN Special Committee on the question of French Polynesia and C24 (UN Committee on Decolonisation).

The Prime Minister also made mentioned the question of New Caledonia on the United Nations Agenda.

He said the Melanesian Spearhead Group continues this issue and wished the people of New Caledonia all the best as they prepare to decide on their political future in 2018.

Pacific leaders raise West Papua at the UN

Leaders of six Pacific Island nations have highlighted concern about West Papua while speaking at the United Nations General Assembly.

At the general debate of the Assembly’s 71st session, Vanuatu, Solomon Islands, Tonga, Nauru, Marshall Islands and Tuvalu called for UN action on alleged human rights abuses in Papua.

Calls for West Papuan self-determination rights to be respected were also made by some of the leaders.

Tuduhan NKRI terhadap Negara Pasifik Selatan dan Tanggapan Indonesia (3)

Dalam tuduhannya, Indonesia mengatakan beberapa hal yang patut dicatat

pernyataan tersebut tidak memiliki itikad baik dan bermotif politik yang bisa ditafsirkan sebagai pendukung kelompok separatis di provinsi-provinsi yang telah terlibat dalam menghasut kekacauan publik dan dalam serangan teroris bersenjata terhadap warga sipil dan personel keamanan. <Indonesia Menuduh Solomon Punya Motif Politik Angkat Isu Papua>

Pertama, Indonesia menuduh Solomon Islands dan koleganya di Pasifik Selatan “tidak memiliki itikad baik”; kedua “bisa ditafsirkan sebagai pendukung kelompok separatis”;  ketiga “menghasut kekacauan politik”, keempat, “kekerasan publik dan serangan teroris bersenjata terhadap warga sipil dan personel keamanan”.


Hal ketiga ialah “menghasut kekacauan politik”, jadi pihak yang membela kebenaran untuk membawa kedamaian abadi di kawasan Melanesia dan Tanah Papua dianggap sebagai yang menghasut dan menyebabkan kekacauan politik.

Siapa pemicu kekacauan politk di Tanah Papua dan siapa penyebab destabilisasi politik di kawasn Melanesia? Bukan PNG, bukan Vanuatu, bukan Solomon Islands, bukan siapa-siapa selain NKRI. Itu kah sudah nyata sejak NKRI menginvasi, mencaplok dan menduduki, serta mengeksploitasi Tanah Papua, merekayasan manusianya dan membasmikan manusia ras Melanesia.

Apa yang dilakukan para pemimpin negara-negara Kepulauan di Pasifik Selaan ialah sebuah tanggapan, sebuah reaksi, bukan aksi. Aksi pertama datang dari NKRi, dan reaksi para pemimpin negara-negara Melanesia, Mikronesia dan Polinesia tidak bisa dianggap sebagai pemicu, apalagi yang dituduhkan ialah memicu kekacauan.

Pemicu kekacauan dan konflik di Tanah Papua ialah invasi militer NKRI tahun 1962, dan pelaksanaan Pepera 1969 yang penuh dengan skandal hukum dan demokrasi, penuh dengan pelanggaran HAM. Itulah penyulut kegaduhan, kekacauan, konflik, peperangan, pelanggaran HAM dan kematian berkepanjangan di Tanah Papua.

Yang dilakukan para pemimpin Pasifik Selatan ialah untuk menghentikan kekacauan dan destabilisasi, pelanggaran HAM, perampokan dan penjarahan, teror dan pembunuhan yang telah berlangsung lebih dari setengah abad di Tanah Papua. Oleh karena itu, menuduh pihak pembela kebenaran sebagai pihak yang salah merupakan pekerjaan Iblis, yaitu Bapa Segala Pendusta.
