MSG SECRETARIAT REITERATES SUPPORT FOR FLNKS AT C-24

PORT VILA, VANUATU (25 May 2023): The Melanesian Spearhead Group (MSG) Secretariat has reiterated its support for the call by the Kanak and Socialist National Liberation Front (FLNKS) on the Administering power to return to the spirit of the Noumea Accord, in the negotiations post-Referendums, which has resulted in the peaceful co-existence of all stakeholders in New Caledonia.

Director General of the MSG Secretariat, Leonard Louma, made the call while delivering his remarks at the Pacific Regional Seminar on the Implementation of the Fourth International Decade for the Eradication of Colonialism in Bali, Indonesia on 24 May 2023.

With the theme “Innovative steps to ensure the attainment of the Sustainable Development Goals (SDGs) in the Non-Self-Governing Territories”, the seminar was held under the auspices of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples (C-24).

DG Louma said that the FLNKS, a member of the MSG family, consists of and represents the indigenous and colonised people of New Caledonia – a Non-Self-Governing Territory within the meaning of the UN Charter and Resolution 1514 (XV) and entitled to the ultimate objectives of the decolonisation process – that of independence.

“We are here to support the FLNKS and Kanaks call for New Caledonia to be released from the shackles of colonialism.”

“For us at the MSG, that were in the vanguard of action to have New Caledonia re-inscribed on the Committee of 24 list in 1986, we value the recognition by the UN family of New Caledonia’s continuing status as a Non-Self-Governing Territory and by that virtue affording its colonised people’s an entitlement to aspire for independence,” he stated.

DG Louma said that as a party and signatory to the Noumea Accord, FLNKS continues to engage, in good faith, with the Administering Power to achieve its aspirations of full sovereignty. He emphasised that the spirit and intent that went into the framing of the Noumea Accord embodies the “irreversibility” of the process towards full sovereignty.

He noted that the circumstances and manner in which the Third Referendum in New Caledonia was conducted in December 2021 during the height of Covid 19 challenges, and despite calls to defer the referendum by the FLNKS, leaves much to be desired.

This he said, has inevitably called to question the credibility of the process and the legitimacy of the results when 56.13% of the registered voters did not participate in the referendum.

“We remain ready to assist FLNKS in its efforts to seek legal validation of its position on the Third Referendum and the questionable validity of its results,” he added.

DG Louma emphasised that, MSG is of the view that in the absence of a decision by the General Assembly that New Caledonia, a Non-Self-Governing Territory, has attained a full measure of self-government in terms of Chapter XI of the UN Charter, the Administering Power has the obligation to faithfully discharge its responsibilities to prepare New Caledonia for independence within the spirit and meaning of the UN Resolution 1514 (XV).

MSG countries he said, are committed to do whatever they can to help New Caledonia through the FLNKS vehicle attain its aspirations of sovereignty through peaceful means.

“Let us all utilise the opportunity provided by the Fourth International Decade for the Eradication of Colonialism to re-examine our efforts and inject more vigour in our commitment to end colonialism. In some cases we may require to correct course in our strategies and efforts,” he noted.

DG Louma proudly acknowledged Fiji and Papua New Guinea, for their unremitting involvement in the work of the Committee of 24, with regards to specific contribution by MSG to advance the decolonisation agenda concerning the remaining territories on the list of Non-Self-Governing Territories (New Caledonia),

“We at the MSG recognise our responsibility to assist with the efforts to prepare the Kanaks and New Caledonia towards the genuine exercise of their right to self-determination and eventual accession to independence status,” DG Louma said.

New Caledonia continues to enjoy invitations from the MSG to participate in our sporting and cultural events, as part of the MSG’s recalibrated strategy and plans, namely their participation at the MSG’s flagship cultural event, the Melanesian Arts and Culture Festival (MACFEST), and the MSG Prime Minister’s Cup Football Tournament.

Another is the inclusion of FLNKS Representatives on MSG countries’ Delegations to International Meetings as part of the diplomatic efforts to solicit support for New Caledonia’s independence, among others.

In an effort to build transformative pathways to advance the Fourth International Decade for Ending Colonialism, DG Louma proposed a number of ideas including the proposal that New Caledonia be allowed to enter into Trade Agreements with neighbouring Pacific Countries.

DG Louma concluded that there is an important nexus between the attainment of SDG in Non-Self-Governing Territories and their aspirations of self-determination and independence.

“Actions aimed at attainment of these SDG targets will ensure that when Territories and Peoples to which Resolution 1514 (XV) applies eventually attain full self-determination and independence, they will be better placed to take on responsibilities of governance, better assured of maintaining sustainable economic prosperity, better able to sustain equitable and decent living standards and able to take their seats amongst the family of nations as viable independent states,” he said.

Dr. Peyon: Agenda di Balik Paradox Papua

13 April 2023, saya posting di facebook ini bahwa Paradox Papua ini memiliki misi tertentu. Dengan saya tulis empat konsep sebagai tujuan Paradox Papua ini, yakni: Konsolidasi, pengumpulan data, pemetaan, dan penggalangan.

Apa arti konsep-konsep itu?

Konsolidasi adalah mengumpulkan kekuatan politik (amunisi) baik materi maupun orang bagi Indonesia melalui informasi yang disampaikan para pemimpin Papua di media ini. Pengumpulan data adalah Indonesia mengumpulkan data dan informasi penting tentang perjuangan Papua yang dibutuhkan negara melalui para pembicara yang menyampaikan informasi di media ini.

Pemetaan, adalah Indonesia memetakan kekuatan dan kelemahan orang Papua dan agenda perjuangan mereka. Berdasarkan pemetaan itu mereka menyusun strategi dan agenda politik untuk menghancurkan perjuangan Papua Merdeka. Penggalangan adalah berdasarkan pemetaan itu Indonesia akan mendekati orang Papua khususnya para pejuang Papua Merdeka untuk berbalik dan mendukung Indonesia. Tentu penggalangan ini disertai dengan tawaran tertentu, semisal finansial, posisi dan proyek. Empat hal ini selalu digunakan dalam penaklukan suatau bangsa, atau suatu komunitas.

Penelitian etnografi misalnya, suatu pemerintah atau perusahaan merencanakan suatu proyek seperti rampas tanah untuk proyek pembangunan, pertanian, proyek sumur gas dan minyak atau proyek pertambangan selalu diawali dengan penelitian yang melibatkan ahli antropologi dan ahli bidang terkait lain. Studi ini sering disebut Studi Amdal, studi pemetaan, atau studi kelayakan. Para peneliti ke masyarakat, kumpulkan data dan informasi. Data itu dianalisa dan interpretasi, kemudian memetakan sikap-sikap masyarakat, kekayaan alam, dan potensi yang dimiliki dalam kategori-kategori tertentu. Berdasarkan studi dan pemetaan itu, disusun strategi untuk implementasi program. Strateginya, bagaimana dekati kelompok yang pro dan kontra, bagaimana diadu dombo bila berkeras menolak proyek, bagaimana disokong, dan penggunaan kekuatan militer untuk intimidasi dan paksa masyarakat pemilik tanah, dll.

Berdasarkan metode itu, maka empat hal di atas selalu menjadi dasar agenda besar negara terhadap perjuangan Papua. Itu sudah terjawab tadi malam dengan tiga pernyataan oleh pendeta pemilik Paradox Papua ini.

Pertama, kamu orang Papua belum bersatu.

Kedua, kamu orang Papua belum siap merdeka.

Ketiga, semua organ melebur dan bentuk dewan presidium.

Di satu sisi poin satu dan dua ini penting bagi orang Papua evaluasi diri, tetapi di sisi lain, dua hal inilah selalu digunakan Indonesia di berbagai forum internasional. Apa tujuan ini, bagi saya ini suatu strategi politik untuk menghadapi KTT MSG dua bulan ke depan.
Sedang untuk point terakhir ini, sebuah strategi untuk melumpuhkan dukungan internasional terhadap perjuangan Papua termasuk dukungan 84 negara + dukungan Parlemen Uni-Eropa, maka (total 108 negara) yang mendesak misi pencari fakta PBB ke West Papua. Dengan dibentuknya, organisasi baru, maka otomatis dukungan internasional terhadap ULMWP akan ditarik, karena ULMWP dibubarkan melalui peleburan menjadi Presidium tadi.

Di tarik dukungan karena dianggap orang Papua tidak serius, main-main dan tidak siap. Maka orang Papua kembali ke titik nol. Artinya, keanggotaan ULMWP sebagai observer di MSG dan dukungan 108 negara tadi otomatis ditarik dukungan. Karena negara-negara pendukung yang sedang mempertaruhkan harga diri bangsa dan negara mereka tidak dihargai. Orang Papua tidak siap untuk merdeka.

Maka orang Papua harus bangun organisasi baru dengan kepemimpinan Presidium, maka otomatis ULMWP dibubarkan. Maka Organisasi baru dengan kepemimpinan Presidium itu akan mengajukan aplikasi baru ke MSG, akan cari negara sponsor baru, dan cari dukungan baru di organisasi regional dan internasional, termasuk MSG, PIF dan ACP. Semua akan kembali ke titik nol. Maka secara leluasa Indonesia taklukan Papua dengan 6 Provinsi, mobilisasi migran dan militer di seluruh Papua melalui DOB. Itulah agenda tersembunyi dibalik Media Paradox Papua ini.

Keanggotaan ULMWP di MSG Terancam, TRWP Menuduh ini Kesalahan Pemimpin ULMWP

Dari Sekretariat-Jenderal Tentara Revolusi West Papua (TRWP) Lt. Gen. TRWP Amunggut Tabi menyatakan pernyataan Direktor Jenderal MSG di Fiji baru-baru ini bahwa isu politik West Papua tidak akan dibahas lagi di MSG menunjukkan kekalahan telah ULMWP dan bangsa Papua atas hasil maneuver politik NKRI yang telah gencar dilakukan lewat laki-laki, perempuan dan duit, sampai berpengaruh ke dalam negara-negara pendukung seperti Solomon Islands dan Vanuatu.

TRWP menilai kemenangan NKRI ini mengancam keberhasilan mendasar dan berarti yang telah diraih oleh ULMWP selama kepemimpinan pertama sejak ULMWP dibentuk beberapa tahun lalu merupakan sebuah tamparan berat. Kata Tabi,

Di satu sisi memang kita harus akui secara terus-terang bahwa kepemimpinan pertama dari ULMWP sejak pembentukannya patut disyukuri dan dijadikan sebagai teladan yang harus diikuti oleh semua pemimpin ULMWP hari ini.

Dukungan dari Solomon Islands, Vanuatu dan bahkan Fiji dan PNG lebih kuat, pembentukan koalisi Pasifik sudah ada dengan begitu kuat menyuarakan aspirasi bangsa Papua di forum-forum internasional. Tetapi setelah kepengurusan berganti menurut Konstitusi ULMWP, maka gaung Papua Merdeka menjadi padam, terpecah-belah dan banyak saling menyerang terjadi di dalam tubuh para aktivis, tokoh dan organisasi perjuangan Papua Merdeka. Ini jelas-jelas merupakan permasalahan yang harus diselesaikan pemimpin ULMWP.

Amunggut Tabis elanjutnya mengatakan bahwa kalau kondisi ini berlanjut, maka bukan hal yang tidak mungkin perjuangan bangsa Papua untuk merdeka dan berdaulat di luar NKRI akan kembali ke titik Nol, dan orang Papua harus mulai berjuang lagi dari titik Nol.

“Inikan konyol!”, katanya. Lanjutnya,

“Kesalahan-kesalahan ini sudah berulang-kali dilakukan oleh generasi pendahulu, dan kesalahan itu sebenarnya tidak usah diulangi sama-sekali oleh generasi sekarang. Kalau ia terulang, itu menunjukkan ada yang salah fatal dalam diri kita sebagai pemimpin, yang mau tidak mau harus diperbaiki

Menurut pendapat TRWP, hal yang harus dilakuan ialah membangun komunikasi terbuka dengan semua pihak bangsa Papua, menghindari saling menunjuk jari sebagai yang benar dan yang lain sebagai yang salah, menghindari saling menuduh dan mencurigai, menghentikan saling menceritakan dan menggosipkan, dan belajar saling menerima, saling memahami, saling menghormati dan menghargai, saling mendukung dan bersalut-sapa.

Sesuatu yang sulit dibayangkan kalau kesebelasan sepak bola Persipura masuk lapangan dan setelah berada di lapangan mereka mulai saling menceritakan, saling mencurigai, saling menggosip dan bahkan saling menyerang dengan kata-kata kasar, tidak sopan, dan tidak manusiawi. FATAL!

Yang harus dilakukan pemimpin ULMWP saat ini ialah saling membuka diri, membentuk Tim Komunikasi antar Biro dan Pengurus di dalam ULMWP dan melakukan pertemuan-pertemuan operasional dan teknis secara rutin, baik secara Online, lewat media sosial, maupun secara face-to-face.

Hasil yang diharapkan dari diskusi terbuka seperti ini ialah saling menerima, saling mengakui, saling menghormati demi kebersamaan dalam menghadapi lawan politik: NKRI.

Hasilnya ialah semua kekuatan bangsa Papua akan menyatu, dukungan dari kawasan Melanesia yang susak saat ini akan dibenahi dan diperkuat kembali. Paling minimal keterlibatan Aktiv dari tokoh Papua Merdeka, Oktovianus Motte untuk kampanye Papua Merdeka kawasan Melanesia akan berdampak positif dan sungguh berarti bagi perjuangan kita untuk merdeka dan berdaulat di luar NKRI.

The issue of West Papua self-determination and violations of human rights has now progressed beyond the South Pacific islands region, says the Parliamentary Secretary (PS) for the Prime Minister’s Office, Johnny Koanapo. He said the issue that had Vanuatu as its lone advocator for many years and then Solomon Islands during the last two years now has the support of six other countries of the region from Micronesia and Polynesia.

PS Koanapo met the media with the intention of the government is to brief the people on how much work government has undertaken on the issue of West Papua.

“I wish to say that the government has done a lot of work on the issue of West Papua since the Charlot Salwai government came in in 2016 and the issue remains high on government’s international political agenda.

“There are a lot of arguments that government has not done enough on the issue of West Papua, but when we look at the events that government through the Prime Minister and the Council of Ministers have endorsed Vanuatu’s participation, there were many.”

In March this year, the Council of Ministers under the leadership of Prime Minister Salwai, appointed Honorable Ronald Warsal (Minister of Justice and Community Services) to attend the Human Rights Council meeting in Geneva and Koanapo went with him when Vanuatu delivered a statement on behalf of the Pacific Islands Coalition for West Papua.

“May be, many people who have been dealing with the issue of West Papua, especially our former leaders like Barak Sope, Donald Kalpokas, the late Edward Natapei, Joe Natuman former Prime Minister now Deputy Prime Minister, have been walking with the people of West Papua for a very long time.

“And when we look at the political backup the people of Vanuatu give to the colonized people of West Papua, there’s only one country in the world that has been standing behind people who living under colonization by Indonesia. That country is Vanuatu. Vanuatu is the only country in the Pacific that is standing behind the people of West Papua.

“And then at the Melanesian Spearhead Group (MSG) Leaders’ summit held in 2015 in Honiara, at that time Solomon Islands government through Prime Minister Manasseh Sogovareh came on board. And then as PM Sogovareh said to me when I represented government at that time when I was Director General of Foreign and also represented the country at the minister’s level that the position or stand the government of Solomon Islands is taking is inspired by the position and stand the Vanuatu government has taken since day one on the since to West Papua to this day.

“So, instead of just one I the Pacific, there was two. That’s the Vanuatu government and the Solomon Islands government. Then the Solomon Islands government spearheaded with the support of Vanuatu on the margins of the meeting of June July last year when PM Charlot Salwai attended the establishment of what we call the Pacific Islands of West Papua (PIWP) and then other countries of Micronesia and Polynesia have come on board. Altogether eight countries – Vanuatu, Solomon Islands, Nauru, Marshall Islands, Palau, Tuvalu, Kiribati and Tonga. So, Vanuatu, as the lone fighter, now has seven countries behind it for backup on the issue of West Papua.

“As a result in March this year, government through the Council of Ministers appropriated for Vanuatu’s participation at the Humans Rights Council meeting this year in Geneva. So, Minister Warsal and I went to the meeting where Honorable Warsal delivered a very strong statement. It was a political statement on behalf of BIGWIP members in the Pacific.

“I also wish to mention that when we have this coalition, Vanuatu’s strategy is for us to try shift advocacy for the issue of West Papua beyond the region. When we were introducing the issue at MSG, Vanuatu was the only country behind it.

“I am briefing us today as a former director general of the Ministry of Foreign Affairs, who has been behind much of the speeches and writings, to say that I’ve never seen before a government that has taken the issue of WP so strongly as the government of Charlot Salwai and Joe Natuman is making today.

“There are reasons for this. In the past governments tended to take different kinds of approaches. Some prefer for us to take a stronger diplomatic approach at the international level to lobby. Some prefer we have more dialogue with the colonizing power, Indonesia since 1962 to today that they continue to colonize the people of West Papua.

“So, the government of Charlot Salwai also appointed a special envoy. This special envoy was our Ambassador at the European Union, Ambassador Roy Micky Joy, to help lobby at the European Union jurisdiction and he also helped to lobby at the African Union. And he also helped to lobby at the Caribbean. We have divided this task and it is the first time.

“During my 16 years in office at the Foreign Affairs, I see that this government is very serious about the issue of West Papua.”

“Maybe the Opposition has some views that government may not be advancing, but I have not seen any opposition in the past with the credentials to advance this issue, except this government today has moved this issue on more than ever. I say this with a lot of confidence that the issue of West Papua today has already moved beyond the region,” the PS for the PM’s Office said.

“This government when it came in, it took this issue from being a bilateral issue just of Vanuatu, but a regional issue, which we have moved beyond the level of MSG in which we have differences of opinion on how we deal with the issue of West Papua because the diplomatic of Indonesia is strong. This made Vanuatu the only country in MSG to push the issue ahead. But the issue has now moved beyond the jurisdiction of MSG,” he said.

“It has moved to the level of the Forum and has become a regional issue. And if you see how the issue was listed in the South Pacific Islands Forum meeting last week to deal with out of 14 issues, one of them is West Papua.”

“I wish to take this opportunity to commend the Secretary General of the Pacific Islands Forum, Dame Meg Taylor, a very proactive SG who understands the situation of the people of West Papua who are colonized and continued to face human rights abuses on the own land. I note too that when we were at the Pacific Islands Forum last year, PM CS made a lot of bi-laterals with many countries and he talked about the issue of West Papua, for it to come before the Forum Leaders retreat. And at the retreat, PM Salwai took the lead on the issue of West Papua. Because the PM of Solomon Islands was not present so PM Salwai had to do the lobby and he continued to put the issue on the table and he continued to advocate for the issue to come before the United Nations.

“On the level of the work that the government has done, PM Salwai also appointed me as his Special Emissary for me to undertake shuttle diplomacy in the region, starting last month when the Pacific Islands Foreign Ministers meeting was held in Suva, I went there special emissary of the PM to present a case at bi-laterals of member countries to talk about the importance of how PM Salwai and PM Sogovareh see the issue of West Papua.

“I also wish to mention to the people of Vanuatu to understand that when the government of today says that we are shifting the issue of West Papua beyond MSG and beyond the region, it simply means also the level of work government is making outside of the region. In around June this year, at the ACP Ministerial meeting in Brussels, the government assigned me to attend this ministerial meeting with Minister Ralph Regenvanu, and because Minister Regenvanu was engaged with other assignments, I undertook this assignment on behalf of Vanuatu where I tabled the issue of West Papua for the first time in history as an agenda at the ACP Ministerial in Brussels, Belgium.

“I also wish to place on record for the people of Vanuatu to know that government also assigned Ambassador Roy Mickey Joy to do this work in his capacity at the Committee of Ambassadors at the process of ACP to table the issue of West Papua at the Committee of Ambassadors level. The Committee of Ambassadors is comprised of Ambassadors and senior officials of countries based in Brussels to continue to discuss the agenda and formulate resolutions to come to the Ministerial level and at the Ministerial they took up this agenda before it reached the leaders’ level.

“It was the first time too I lobbied with the Secretary General of ACP to continue to maintain this agenda item at the ACP.

“I believe strongly that the government will continue to participate at upcoming ministerial meetings and this issue continues to feature prominently in the agenda of ACP.

“At the same too, with the help provided by the Vanuatu government mission in Brussels, we see a website totally dedicated to ACP and European members to access information on what is happening in West Papua. We all know that today West Papua is a flashpoint, an area of conflict between Melanesia and the Asians, but not country is willing to take this up. We all know too that West Papuans today face a reality of genocide including cultural genocide where thousands of Indonesians everyday flock into West Papua with their immigration policy, which means that the Melanesians will find themselves already a minority in their own land. This is the reason why the people at the time of the New Hebrides were afraid of at that time pushed to have our independence because our land was alienated so much that we were afraid of losing it and our identify. This is an opportunity that the West Papuans have today.

“West Papuans continue to be exposed to human rights abuse and it is sad to see that not every country want to take up this issue.”

“I wish to assure the people of Vanuatu that PM Salwai is making everything necessary and we work under him, the PM assigns us with the mandate to make sure that the voice of the voiceless is heard around the world. And today for the first time, in the last two months the lobby pushed by Vanuatu has reached the Caribbean and today I also wish to say that seven countries in the Caribbean out of 15 are behind the issue of West Papua today. And we continue to lobby with the African Union and I believe that in the coming months the government of Vanuatu will continue to push in the African Union so the countries of Africa are more aware of the issue of West Papua.

“Interestingly, when I conducted a bilateral in June with the government of Belgium, they said they were never aware of West Papua. The issue of West Papua is an issue hidden under a carpet because the press was never allowed to go freely to see the people and to hear from them what happened and their views on the destiny they see for themselves. It is a sad reality that is there.

“The issue now has progress to the international stage and I say this with a lot of confidence that the issue has never taken so much international attention as it is today simple because the government is serious about, there is no second opinion on it as to whether the government will take up the issue or not.

“The government has taken on this role because it is a global country and we are global citizens with obligations to defend such things as human rights, which are parts of the rights of a human being.

In addition to all these, the Prime Ministers of Vanuatu and Solomon Islands are organizing a side event at the UN General Assembly in New York next week to continue to lobby for West Papua, so that when leaders make their political statements at the GA these will reflect these efforts.

Tim Kerja ULMWP: ULMWP dan Indonesia Setara di MSG

JAYAPURA, SUARAPAPUA.com United Liberation Movement for West Papua (ULMWP) sebagai  wadah representatif rakyat Melanesia yang mendiami provinsi Papua dan Papua Barat dan Indonesia setara dalam forum Melanesian Sperhead Group (MSG).

Hal ini disampaikan Markus Haluk, salah satu tim kerja ULMWP dalam negeri kepada suarapapua.com tidak lama ini. Menurut Haluk, sekalipun ULMWP belum menjadi anggota penuh MSG namun sesuai pertemuan para menteri luar negeri MSG di Lautoka Fiji pada Mei 2016 memustukan beberapa hal.

Kata Haluk, pada pertemuan MSG tahun 2016 lalu, para pemimpin negara di dalam MSG teah memutus hal-hal yang meyebutkan ULMWP dan Indonesia setara di forum kawan Melanesia itu.

“Jadi diputuskan bahwa pertama partisipasi resmi ULMWP dan Indonesia di seluruh rapat MSG. Kedua, ULMWP duduk setara baik ketika mengambil foto bersama Meneteri luar negeri MSG dengan mengenakan baju seragam yang sama. Ketiga, Indonesia dan ULMWP duduk berhadap-hadapan di dalam setiap ruangan pertemuan ikut terlibat dalam semua agenda umum,” ungkap Haluk menjelaskan.

Lanjut dia, “ Ke empat, ULMWP maupun Indonesia juga diberikan kesempatan yang sama uuntuk membacakan/menyampaikan pidato pada pembukaan dan penutupan pertemuan di tingkat para pejabat senior (SOM), para Menlu (FMM) dan para Leaders. Dikatakan, tetapi pada poin ke enam disebutkan bahwa menyangkut keanggotaan penuh untuk ULMWP maupun Indonesia diminta untuk tinggalkan ruangan dan hanya anggota tetap MSG yang mengambil keputusan.

“Keenam, hanya ketika menyangkut keanggotaan baik ULMWP maupun Indonesia diminta meninggalkan ruangan dan hanya limna anggota penuh MSG mengambil keputusan secara tertutup,” katanya.

Menurut pandangan Haluk, inilah suatu kemajuan besar yang rakyat Melanesia di West Papua capai melalui ULMWP dalam dua tahun ini setelah perjuangan panjang 55 tahun memperjuangkan hak penentuan nasib sendir.

“Dari Nakamal, Honai, Yamewa, Gamei, Kunume, Nduni yang sama dengan Rumah Melanesia kita melangkah ke berbagai kawasan lain dunia. Maka saat ini kita harus terus berdoaagar pengorbanan kita membawa harapan yang mulia semua bagi penyelamatan manusia dan alam yang sisa ini bagi anak cucu kita,” katanya.

Sementara itu, hal yang sama disampaikan Yan Christian Warinussy, direktur eksekutif LP3BH Manokwari, melalui surat elektroniknya kepada media ini mengatakan, sejak diterimanya ULMWP sebagai anggota peninjau (observer member) di dalam MSG telah memiliki posisi hukum yang kuat saat ini.

Posisi hukum yang kuat tersebut adalah bahwa ULMWP sudah menjadi salah satu anggota atau sebagai bagian dari MSG itu sendiri, sehingga pada setiap event pertemuan atau rapat-rapat organisasi tersebut, ULMWP dan juga Republik Indonesia yang diterima sebagai anggota asosiasi MSG sama akan ikut serta hadir dan duduk serta ikut terlibat dalam setiap proses pembuatan keputusan-keputusan dari MSG.

Posisi hukum ULMWP sebagai wadah yang telah memperoleh dukungan politik dari mayoritas masyarakat asli Papua melalui tuntutan memperoleh Hak Menentukan Nasib Sendiri, sesungguhnya jelas dan faktual.

“Maka seharusnya saat ini Pemerintah Indonesia dapat mempertimbangkan untuk melakukan dialog secara terbatas dengan ULMWP, demi masa depan seluruh rakyat dan tanah Papua sebagai bagian dari masyarakat adat/pribumi yang memiliki hak yang dilindungi dalam Universal Declaration of Human Rights (Deklarasi Universal tentang HAM) serta Deklarasi PBB mengenai Masyarakat Adat/Pribumi Tahun 2006,” katanya.

MSG chair postpones PNG leg of Melanesia tour

The chairperson of the Melanesian Spearhead Group, Solomon Islands Prime Minister Manasseh Sogavare has postponed the PNG leg of his Melanesia tour.

The tour, his second as chairperson, is to discuss the restructuring of the MSG Secretariat in Vanuatu and the revision of MSG Membership Guidelines with other MSG leaders.

Earlier this week Mr Sogavare met with his Vanuatu counterpart, Charlot Salwai in Port Vila and also with FLNKS spokesperson Victor Tutugoro.

Today he is to meet with the Fiji’s Prime Minister Frank Bainimarama in Suva.

Following that meeting Mr Sogavare was supposed to fly to Port Moresby to meet with PNG’s prime minister Peter O’Neill.

But this leg of the tour has now been postponed until February.

Mr Sogavare, who flys back to Solomon Islands on Sunday, said he would not be releasing a statement on the outcome of the tour until he completes the PNG leg in February.

The MSG secretariat in Port Vila has been plaqued by issues with funding and its overhaul was recommended by an independent review commissioned because of persistent funding problems and the review of membership guidelines has arisen over the issue of West Papuan membership to the Melanesian Spearhead group.

Solomon Islands and Vanuatu favour West Papuan Membership while Fiji and Papua New Guinea support Indonesia’s view that it should represent West Papuan interests in the group.

Nafuki kecewa MSG tak segera pastikan keanggotaan ULMWP

Jayapura, Jubi – Pastor Allan Nafuki, Ketua Organisasi Free West Papua Vanuatu, mengungkapkan kekecewaanya kepada para pemimpin Melanesian Spearhead Group (MSG) karena todak memenuhi janji mereka mendorong keanggotaan penuh ULMWP.

Namun demikian, seperti dikatakannya pada Daily Vanuatu, Sabtu (31/12/2016), dirinya tetap mengapresiasi sikap Perdana Menteri Vanuatu, Charlot Salwai yang tetap teguh tak berubah menegaskan dukungannya  terhadap West Papua.

Pimpinan Pertemuan Tingkat Menteri Urusan Luar Negeri di Port Vila minggu lalu, Milner Tozaka mengatakan pertemuan yang baru lalu itu memang tidak membahas baik keanggotaan Asosiate Indonesia maupun keanggotaan Peninjau ULMWP di MSG.

Pertemuan itu mengajukan pedoman baru atau rekomendasi untuk menetapkan syarat pemohon menjadi anggota MSG.
Pedoman baru ini akan dipertimbangkan oleh pertemua para Perdana Menteri MSG yang kemungkinan besar akan diselenggarakan Januari ini di Papua Nugini.

Namun Nafuki berpendapat seharusnya pertemuan itu tetap dilakukan di Vanuatu karena menurut dia para pemimpin tersebut telah membuat janji yang tampaknya belum berhasil mereka penuhi.

“Para pemimpin dan rakyat West Papua telah selesai menggelar karpet bagi para pemimpin MSG untuk dapat duduk diatasnya dan mendukung aplikasi kenggotaan penuh ULMWP di MSG,” ujar Nafuki.

Terpisah, ULMWP melalui Juru Bicara, Benny Wenda, sebelumnya dalam pesan natal dan tahun barunya sudah menegaskan bahwa perjuangan pengakuan hak penentuan nasib sendiri Papua sangat bergantung pada dukungan berbagai pihak di tingkat internasional untuk menggelar referendum ulang dibawah pengawasan internasional.

Strategi ULMWP, dan juga tampak dari upaya-upaya Koalisi Pasifik untuk West Papua (PCWP) sudah semakin mengarah ke wilayah Mikronesia, Polinesia dan bahkan Afrika. Keanggotaan penuh MSG, bagi ULMWP, adalah salah satu jalan diantara jalan lainnya, guna mendukung kedaulatan politik West Papua.

Tekanan suara untuk mendesak dunia internasional serta  bersikap atas persoalan West Papua di Majelis Umum PBB, Dewan HAM PBB, Komite Penghapusan Diskriminasi Rasial badan PBB adalah jalan lainnya.(*)

Komite MSG Bertemu Bahas Keanggotaan ULMWP

PORT VILA, SATUHARAPAN.COM – Sebuah komite Melanesian Spearhead Group (MSG) mengadakan pertemuan di Port Vila, Vanuatu, untuk membahas pedoman mengenai keanggotaan di organisasi regional itu.

Sub komite Hukum dan Isu Institusional merupakan komite yang ditugaskan oleh para pemimpin MSG pada KTT Juli lalu, untuk menjelaskan panduan dan kriteria bagi tingkatan keanggotaan seperti peninjau (observer), associate dan anggota penuh.

MSG adalah organisasi negara-negara di Pasifik Selatan, terdiri dari Solomon Islands, Vanuatu, Fiji, Papua Nugini dan gerakan kemerdekaan Kanak (FLKNS) Kaledonia Baru. Indonesia menjadi anggota associate sedangkan United Liberation Movement for West Papua (ULMWP) menjadi peninjau.

Perlu diperjelasnya perihal kriteria keanggotaan itu dikarenakan lima anggota penuh selama ini berselisih paham dalam mempertimbangkan permohonan ULMWP untuk menjadi anggota. Indonesia menolak keanggotaan ULMWP karena menganggap rakyat Melanesia di Indonesia diwakili sendiri oleh Indonesia. Sedangkan ULMWP yang selama ini berjuang menentukan hak menentukan nasib sendiri, menganggap mereka merupakan perwakilan dari Melanesia di Indonesia. Papua Nugini dan Fiji mendukung sikap Indonesia sementara Vanuatu, Solomon Islands dan FLKNS mendukung ULMWP.

ULMWP mendapat status peninjau pada KTT MSG tahun lalu namun permohonan untuk menjadi anggota penuh terus tertunda karena belum jelasnya kriteria keanggotaan.

Dalam pertemuan selama dua hari itu, seorang pejabat luar negeri Solomon Islands, William Soaki mengatakan pedoman keanggotaan itu diperlukan agar kriteria tersebut memberikan kontribusi pada tujuan keseluruhan kelompok.

Ia memperkuat pendapat yang baru-baru ini dilontarkan oleh Perdana Menteri Vanuatu, Charlot Salwai, bahwa sejak tahun lalu kriteria keanggotaan MSG telah dikembangkan dengan tidak mencerminkan prinsip-prinsip awal pendirian kelompok itu, yang berkisar di seputar upaya dekolonisasi Melanesia.

Soaki mengatakan pedoman diperlukan untuk memberikan ruang lingkup yang lebih ramping dan jelas bagi para pemimpin untuk digunakan dalam menilai ekspresi kepentingan atas berbagai bentuk keanggotaan dalam MSG.

Direktur Jenderal Sekretariat MSG, Amena Yauvoli, mendorong komite untuk memberikan “resolusi yang bisa diterapkan ke depan”.

Ia mengatakan pembahasan panitia adalah “sangat penting bagi masa depan organisasi” karena isu keanggotaan Papua bisa membuat atau menghancurkan organisasi.

Belum jelas kapan KTT MSG akan dilangsungkan kembali, setelah selama ini sempat tertunda  untuk mengambil keputusan atas permohonan keanggotaan ULMWP. Beberapa waktu lalu, sekretariat MSG mengusulkan KTT MSG dilakukan pada 20 Desember ini, namun belum ada tanggapan atas usulan tersebut.

Timika, (KM)—Tokoh Pemuda Gereja Kemah Injil (Kingmi) di Tanah Papua, mendukung penuh ULMWP agar diterima Menjadi Full Members di MSG.
Ketua Pemuda Gereja Kemah Injil (Kingmi) di Tanah Papua, Klasis Kota Jayapura, Naftali Magay, mengatakan, Kami sebagai pemuda dan pemudi  Gereja, pada pertemuan yang akan diselenggarakan di Honiara, sangat mendukung ULMWP agar diterima di MSG. Tapi, diingatkan juga membahas pelanggaran Hak Asasi Manusia (HAM) yang terjadi di Papua.
“Seluruh Pemuda Gereja Kingmi di Tanah Papua, kami sanggat sport pertemuan para pemimpin negara-negara MSG di Honiara Ibu kota Solomon Island yang akan menjadi pembahasan ras Melanesia tertanggal 14-16 Juli 2016 Melalui KTT MSG, ULMWP agar diterima menjadi Status keanggotaan Penuh di MSG,”Kata Yogi Kepada kabarmapegaa.com, Kamis, (14/07/16) dari Jayapura.
Dalam pembahasan itu, ia menambahkan sekaligus diharapkan, para Pemimpin MSG, musti jelih melihat semua Pelanggaran HAM berat di Papua yang terjadi Sejak 1969 hingga kini
“Seperti, peristiwa penembakan kilat, yang terjadi di Paniai, 8 Desember 2014, Biak-Sorong-Wamena-Timika-Yaukimo dan Jayapura sekaligus Penculikan toko, Perjuangan (Theis H Eluai) hingga kini,”bebernya.
Sementara itu, Ketua Yayasan Lembaga Swadaya Masyarkat (YLSM) Wilayah Meepago, Servius Kedepa, menyatakan, pada prinsipnya rakyat Papua sangat mendukung penuh ULMWP agar diterima sebagai Anggota penuh di MSG.

Solomon Islands Signs Melanesian Free Trade Agreement

Prime Minister Manasseh Sogavare became the first Melanesian leader to sign the MSG Melanesian Free Trade Agreement, pledging his government’s full support for ratification of the Trade Agreement, as formalities are set down.

The MSG Free Trade Agreement is an expansion of the former agreements and includes trade in services, investment and labour mobility.

Prime Minister Sogavare who is also the MSG Chair, was elated at the new development in the sub-regional trade deal saying the agreement signals a new area for trade within the Melanesian region.

“Solomon Islands is happy to sign. Strategically, it is the right thing to do now”, he said when signing the new Melanesian Free Trade Agreement last Friday in Honiara.

He hailed the new trade agreement as ‘one of the answers’ to aid the economies of the Melanesian bloc, praising the contributions of the MSG Secretariat, as he thanked the MSG delegation. “Melanesia countries have more to gain out of this opportunity and I am excited as MSG Chair,” he said.

He said the signing of the new free trade agreement will harness the strengths and tap the opportunities of the Melanesian economies as they move to implement a free and integrated trade zone.

“It is just appropriate that we conclude this signing process,” he said, “As the Pacific island countries are moving towards completing the regional PACER- PLUS with Australia and New Zealand”.

The Melanesia Free Trade Agreement will come into force as long as two MSG Members ratify the Agreement.

Minister of Foreign Affairs and External Trade, Hon Milner Tozaka said the Cabinet of Solomon Islands agreed to ratify the Trade Agreement once ratification processes are put in place.

Deputy Director General of MSG Secretariat Molean Kilepak said the next countries to sign will be Fiji and Papua New Guinea followed by Vanuatu.

Mr Kilepak thanked Prime Minister Sogavare on behalf of the Director General Amena Yauvoli, for taking the lead as the first country to ink the milestone achievement.

“It is a milestone for the MSG Secretariat and a great achievement for Melanesia”, said Mr Kilepak.

The signing was witnessed by Minister Tozaka, Acting Permanent Secretary of the Ministry of Foreign Affairs, Mr Joseph Ma’ahanua, Special Secretary to MSG Chair, Mr Rence Sore and MSG Secretariat Programme Manager, Trade and Investment, Mr John Licht.
